SUBJECT: Replacement Street Tree for Cameo Community Association
ISSUE:
Should the City approve an alternate tree species other than the listed Designated
Street Tree(s) as prescribed by City Council Policy G -6 for the Cameo Community
Association reforestation project?
RECOMMENDATION:
Approve the New Zealand Christmas Tree as a Designated Street Tree for the Cameo
Community Association's reforestation project.
DISCUSSION:
Background
To enhance the aesthetic appearance of their neighborhoods, the Cameo Community
Association (Cameo) desires to install and maintain landscaping and other
improvements on City property along East Coast Highway from the Cameo Shores
entrance to the intersection of Milford Drive and Hampden Road. The Cameo project
would require the removal and replacement of 41 City owned trees. At the January 3,
2006 meeting of the Parks, Beaches, and Recreation Commission (PB &R), Cameo
submitted a Tree Reforestation Request pursuant to City Council Policy G -1.
City Council Policy G -1 states the following regarding reforestation of City trees: "The
replacement tree(s) for reforestation shall be the Designated Street Tree(s) as
prescribed by City Council Policy G -6." Policy G -6 is the Council adopted official street
tree list which is used by the General Services Department to determine tree species for
planning purposes in all new subdivisions and replacement in established parkways.
Currently, the designated street trees for the Cameo neighborhood are the Hong Kong
Orchid and the King Palm. At the PB &R Commission meeting, there was discussion on
whether the designated tree species were best for this specific project. Although
C" Cameo officials and Commission members were supportive of considering a different
species to replace the King Palm, Commissioner Debra Allen stated that the
Commission cannot change a street tree designation. This requires City Council action.

The Commission went on to unanimously approve Cameo's reforestation application as
written.
At the January 10, 2006 meeting of the City Council, Mayor Webb pulled the PB &R
Commission decision and directed staff to work with Cameo to propose a different tree
species other than those listed as the designated street trees. Mayor Webb stated that
the designated trees, specifically the King Palm, will not provide the cover or fullness
necessary for the project.
On January 12, 2006, staff from the General Services Department met with Cameo
representatives and their landscape architect to discuss an alternative tree species to
those listed as designated for that area. Both parties agreed that the New Zealand
Christmas Tree would work very well in that area and would provide a full canopy
without creating view issues. On January 18, 2006, Mayor Webb, Cameo officials, and
General Services staff met at the project site to discuss the proposed plan of planting
New Zealand Christmas Trees on the East Coast Highway side, with the Hong Kong
Orchid being planted on the Hampden Road side of the property. All parties agreed
that this planting plan would work well for this project.
Therefore, staff is recommending that City Council approve the New Zealand Christmas
Tree as a replacement tree for the Cameo Community Association reforestation project.
Funding:
Pursuant to City Council Policy G -1, Cameo Community Association will pay 100% of
the costs for removal and replacement of the public trees. Therefore, there is no impact
to City funds.
Environmental Review:
This report does not require environmental review.

Recommendation
To approve a reforestation request of Cameo Community Association.
Discussion
The Cameo Community Association (Cameo) has submitted the attached Tree
Reforestation Request Form (Attachment A), pursuant to City Council Policy G -1,
requesting the reforestation of 41 City parkway trees that border the Cameo Association
along East Coast Highway from Cameo Shores entrance to the intersection of Milford
Drive and Hampden Road (Attachment B - Area Map, Attachment C — Photographs of
Entryways).
To enhance the aesthetic appearance, Cameo desires to install and maintain entrance
signs, landscaping, a sound wall, and other improvements on City property. The City's
Public Works Department has approved the following plans for this project: Plan No. R-
5893-S (Coast Highway and Hampton Road Retaining Wall and Screen Wall), and Plan
No. R- 5903 -S (Cameo Shores Road & Cameo Highlands Drive HOA Entries
Improvements). As part of these approved plans, 41 City owned trees will be removed
and replaced.
If the Commission approves the reforestation request, an Encroachment and Landscape
Maintenance .agreement will be presented to City Council for their approval. This
Agreement will require Cameo, at its sole cost and expense, to maintain the
immprovements installed within the City property, including the cost of water and
electricity. Cameo \\ ill also be required to apply for and obtain an Encroachment Permit
prior to the commencement of any work on City property.
Staff has completed and attached the Tree Appraisal Report (Attachment D). The
applicant, Cameo, has met all requirements of the G -1 Policy as outlined in the attached
letters dated November 21, 2005 (Attachment C). At their November 21 regular monthly
meeting, Cameo Board of Directors passed a resolution to formally request a
reforestation of the property described above. Cameo will assume the full cost of the
removal and replacement of the 41 trees.
The President of Cameo Community association has received a copy of this report and a
notice of the January 3 Commission meetin,.

Reforestation is the concept of systematically replacing Problem or All Other Trees which are creating
hardscape and %or view problems and cannot be properly trimmed, pruned or modified to alleviate the
problem(s) they create. or those which have reached their full life, and are declining in health, or are
simply the wrong species of tree(s) for the planted location.

must submit a petition signed by a minimum of 60% of the property owners within the area defined.
Areas represented by a legally established community association, may submit a resolution of the
Board of Directors formally requesting a reforestation.
Individual property owners must submit a petition signed by a minimum of 60% of a maximum
of 30 private property owners (up to 15 contiguous private properties on both sides of the street
up to 500' in either direction from the location of the proposed reforestation site) as well as the
endorsement of the appropriate homeowners' association, if applicable.
*A request for reforestation requires a written agreement submitted to the Parks, Beaches, and Recreation Conunission by
the petitioning sponsor (Individual private property owner(s) or group) to pay 100% of the costs of the removal and
replacement of the public tree(s) in advance of any removal activity. The actual removal and replanting will be coordinated
by the General Services Department using the City tree maintenance contractor.
*There shall be a minimum of a one - for -one replacement of all trees removed in reforestation projects. Replacement trees
shall be a minimum size of 24" boxed trees and cost $195 per tree, unless the parkway space will not accommodate a 24"
boxed tree or a tree cannot be planted due to planting restrictions contained in City Council Policy G -6.
This form does not replace the requirements of any of the City tree policies. Its use is intended to expedite the tree
removal or reforestation requests and to ensure compliance with all City requirements. Please refer to individual
City Council Policy G-1 for additional information.

Request: The Cameo Community Association has requested the removal of 41 City
parkway trees which border the community along East Coast Highway
from the Cameo Shores entrance to the intersection of Milford Drive/
Hampden Road. The Association has proposed to install entrance signs,
landscaping, a sound wall and other improvements to greatly enhance the
community's appearance. These improvements will require tree removals
to allow construction of the improvements and mitigate potential tree
failure as a result of massive root loss.

This is to inform you that the Board of Directors of the Cameo Community Association
at their regular monthly meeting, held on the 2151 of November 2005, passed a
resolution to formally request a reforestation of the property fronting our association
along Pacific Coast Highway.
In accordance with the requirements of the City G -1 Policy, we are submitting this
written agreement to you in which we agree to pay 100% of the costs of the removal
and replacement of the public trees to be removed if you grant approval to our
reforestation request.
Invoices should be submitted to the Cameo Community Association in care of Nadia
Vaughan, Villageway Property Management, 2 Venture, Suite 500, Irvine, CA 92616.
Ms. Vaughan is our Property Manager and the Board has authorized her to disburse

Dear Sir,
This is to inform you that the Board of Directors of the Cameo Community Association
at their regular monthly meeting, held on the 2V of November 2005, passed a
resolution to formally request a reforestation of the property fronting our association
along Pacific Coast Highway.
This reforestation will be in support of our recently approved plans to renovate the
t" 1 property and repair the fencing and retaining wall. In fact, the project cannot go forward
without the approval of this reforestation.
The Board of Directors also declares that homeowners have been duly notified and
were given the opportunity to present their opinions at the regularly scheduled Board
meeting on the 291h of November.
