Harbor Resources Division Sea Lion-Related Ordinances in New City Council Study Session January 24, 2006 Why are the ordinances needed? -Minimize the introduction of non-domesticated animals into the urbanized area of Newport Bay where continuous inhabitation may cause problems related to: • water quality (fecal pollution and oil pollution with sinking vessels), • property damage, • human safety, • noise, • smell, • damage to in-bay • violation of the M I Agenda Item No. SS4 January 24, 2006 port Bay Harbor Resources Division What have been the most effective ways to deal with sea lions? 7 1. Harbor Patrol and Harbor Resources notify the permittee of any sea lion problem on moored vessels or docks and request the owner to move vessel or install deterrent measures. 2. Control access to convenient haul out sites 3. Control direct and indirect feeding I■:FTUMM Resources Division What are the primary features of the proposed ordinances? 1. Direct or indirect feeding of non - domesticated animals prohibited a. Washing down vessels containing fish parts b. Pumping bait out of holding tanks c. Depositing food, refuse, fish or fish parts into the Bay 2. Vessel security on moorings from sea lions a. Vessel owner is given notice to employ appropriate deterrent measures b. Enforcement by Harbor Resources staff via Administrative Citations 3. Pier (residential and commercial) security from sea lions a. Pier owner is given notice to employ appropriate deterrent measures b. Enforcement via Administrative Citations 4. Public information bulletin a. Recommended deterrent measures posted on the City's website b. Prototype motion detector activated low voltage sprinkler system for moored vessels developed for experimental use 5. Commercial vessel advisement sticker a. It is a violation of Section 7.30.010 of the City of Newport_Be.ach Municipal Code to feed wildlife in hlew.pp" Bay. Resources Examples of Some Local Deterrent Measures U: Public Information Bulletin M;FL MeM Resources Division • Please do not harass the sea lions, in any way • Please do not feed sea lions • If you see someone else feeding sea lions, then please remind them that this activity causes many problems in our bay • If you own a boat or dock, then please check it at least weekly for signs or sea lion use and then refer to the City's website for appropriate deterrent measures • Please be mindful that the "ocean begins at your front door" and don't wash anything from your property, dock or boat that could find its way into the bay. • Please do not throw anything overboard when enjoying the waters of our bay Mao MMOTSM Resources Division Tonight's Action • Council will be asked to: — Introduce and read the two ordinances for the first time: • Prohibitions on Feeding • Vessel Security /Deterrent Measures — Pass to 2nd Reading on February 14th — Direct staff to implement public education effort
