COMMITTEE, SELECTION OF CHAIR TO REPLACE KEITH CURRY
AND RECONSIDERATION OF COUNCIL APPOINTMENTS TO THE
COMMITTEE
RECOMMENDATION:
If it is the Council's desire to retain eleven members on the Facilities Financing Review
Committee, select replacements to fill the positions vacated by Don Dalis and Keith
Curry, select a chairperson to replace Keith Curry, and reconsider the Council
appointments to the committee.
DISCUSSION:
Background:
At the January 24`" Regular City Council meeting the following members were
appointed to serve on the Facilities Financing Review Committee:

At the conclusion of the appointment process, Keith Curry was appointed to serve as
Chairperson for the committee.

Subsequent to his appointment to the committee, on January 30th Mr. Dalis contacted
the Mayor's office to decline the appointment due to business commitments (copy of
letter attached).
On February 7, 2006, at a Special Council Meeting, the Council appointed Keith Curry
to fill the vacant Council seat in District 7, which was vacant due to the resignation of
Council Member John Heffernan. The appointment to City Council leaves his position,
as well as the chair position vacant on the committee.
Listed below are the names of the applicants who applied for the Facilities Financing
Review Committee, however were not appointed on January 24th (applications
attached). Consistent with the process used on January 24th, the two applicants
receiving the most votes will be appointed to the two vacant positions.

At the conclusion of the appointment of the two new members, the Council will need to
select a new Chairperson from the list of those previously appointed and the two new
members.
At the January 24, 2006 Regular City Council meeting the Council confirmed the
Mayor's appointments of Mayor Webb and Council Members Daigle and Nichols to
serve on the Committee. At the conclusion of the Special Meeting on February 7, 2006
in which Mr. Curry was appointed to the City Council, the Council asked that those
appointments be brought back to the Council for reconsideration.

I greatly appreciate your invitation in selecting me to be a part of the Facilities Finance
Review Committee. Your efforts and those of the Newport Beach Council Members are
an important part of the goodwill brought to the City of Newport Beach that have allowed
us to thrive as a community for these past hundred years.
I wish I could join the Facilities Finance Review Committee, however, due to a conflict
as I had discussed with your assistant on Monday, January 30, 2006, I will not be able to
serve on the committee.
I will be thinking of you, and the Newport Beach Council Members and what you are
doing for our fair community. Good luck with the continued progress of the City of
Newport Beach and I look forward to another hundred years of prosperity.

Reason for Applying for Committee Membership
My primary reason for applying for membership on either of the committees is my desire
to serve the City of Newport Beach. I have been a property owner (121- 46th Street) in
the City for 25 years and part -time resident of the City for most of this time thus giving
me the desire to assist in making sure the community continues to be successful. Now
that I am semi- retired, I spend about three or fonts days per week residing at the property.
During this long period, I have become very knowledgeable on activities in the City. In
the past, I have resided in the cities of Los Angeles, Santa Clarita, and now Laguna Hills
and employed by the City of Los Angeles, the Metropolitan Water District of Southern
California, and the City of Glendale Water and Power. In cities of residency and
employment, I have always been involved in community activities. My desire now is to
assist the City of Newport Beach.
I have considerable experience in working on various types of community, professional,
and employment related committees to address various issues. You will notice on my
attached resume that I am currently chairperson of the Saddleback Valley Unified School
District's Citizens Bond Oversight Committee, and a member of the City of Laguna Hills
Traffic Commission and most recently a member of the Orange County Sanitation
District's Citizens Biosolids Advisory Committee and primary author of the final
committee report and co- presenter of the final report to the Board of Directors. I have
considerable experience in chairing committees and in the preparation and presentation of

Being retired, I have flexibility in attending meetings. I am employed part-time by the
City of Glendale Water and Power and have great flexibility in my work schedule. In
this capacity, I manage a ground water contamination remediation effort for the San
Fernando Valley funded primarily by the EPA. .
I have a strong education and state licensing in civil engineering and law. Through out
my career, my position responsibilities have been in facility planning, design and
construction and all of the related issues which can be significant. Also I feel that my
management experience at the City of Glendale over a period of 14 years has allowed me
to have a great understanding of municipal operation, budgeting, capital improvement
programs as well as working with various segments of the community.
i have followed in a general sense the City's efforts to proceed with the City Hall project
along with viewing the City Council discussion of this matter. My "general" knowledge
of this project and community discussion plus a vested interest in the success of the City,
1 feel that I could perform in an objective manner that was certainly one of the objectives
of the committees.
In summary, I would like to use my experience and background to assist the City in this
important project.
