SUBJECT: Authorization for the Purchase of Three Vehicles
ISSUES:
Should the City purchase two Ford Escapes and a gasoline - powered rear - loading
refuse truck?
RECOMMENDATION:
Authorize the purchase of two Ford Escapes and a 16 yard rear loader for $135,500.
DISCUSSION:
Ford Escapes
The Building Department operates five Toyota RAV4 -EV electric vehicles on a daily
basis. Each of these vehicles has leases which will expire this calendar year. Three
of them are due be returned in May and two in August. These are the final five
electric vehicles in our fleet; the other 16 have all been returned to Toyota and
replaced with Ford Escapes.
Replacements for the May units were included in the FY 05 -06 vehicle purchase
budget, and will be ordered shortly, as there generally is a 10 -12 week wait for
delivery. Due to an oversight, we neglected to include the two August units in the
budget for this fiscal year If we were to wait to order these vehicles until the FY 06-
07 funding is available on July 1, the Building Department would be short two
vehicles after the EVs are returned in August. Purchasing the replacements in this
fiscal year will allow them to continue to have a full complement of vehicles.
Consequently, we are requesting authorization to purchase two Ford Escapes at a
cost not to exceed $18,500 each.

16 -Yard Rear Loader
As you are aware, AQMD rules prohibit the City from purchasing diesel - powered
refuse trucks. The City is currently investigating the feasibility of building a
compressed natural gas (CNG) fueling station in the Corporation Yard (since there's
no fueling infrastructure in this area) and purchasing CNG - powered refuse trucks.
Many trucks in the City refuse fleet are beyond the recommended service life
delineated in Council Policy F -9, due to the delays in moving to CNG. We have,
however, been able to replace aging bodies on existing truck chassis and
substantially extend the life of our trucks.
We have recently become aware of the same 16 -yard rear - loading refuse bodies we
use built on gasoline - powered truck chassis. Other agencies are purchasing these
vehicles as a lower -cost alternative to purchasing CNG vehicles, which cost
approximately $160,000. Our rear loaders, small by refuse industry standards, are
the largest trucks which can utilize the gasoline engine, so this is not an alternative
for the front loaders utilized in our fleet. We wish to purchase one gasoline - powered
rear loader to replace a 14 year old diesel - powered truck, and examine whether this
is a long -term solution for the rear - loaders in our fleet.
Consequently, we are requesting authorization to purchase one 16 -yard gasoline -
powered, rear - loading refuse truck at an estimated cost of $98,500.
FUNDING:
Adequate funding is available in the Equipment Replacement budget for this
purchase.
ENVIRONMENTAL REVIEW:
This action requires no environmental review, as it is not a project pursuant to
CEQA.
