SUBJECT: Purchase of 2006 Junior Lifeguard Program Uniforms
RECOMMENDATION:
Award the 2006 City of Newport Beach Junior Lifeguard Program uniform contract to
Generic Youth, for the total cost of $159,685.50 (including tax).
BACKGROUND:
The ten suppliers invited to participate in the bid process for the 2006 Junior Lifeguard
uniform contract either participated in previous years, or requested to be included for
2006. This year's process was similar to that of 2005, as we only had two of the ten bid
requests returned; the bids were for $148,200.00 by Generic Youth, and $170,955.00
by Quiksilver (excluding sales tax). Both suppliers can provide what we consider
acceptable quality for what our participants have come to expect from our Junior
Lifeguard Program. Through an established review process, we carefully looked at
sample uniforms, the quote, a reference check, and past performance dealing with the
City and our Program.
Generic Youth, our recommended vendor, is a line of the Newport Beach -based Paul
Frank Company, and supplied our Junior Lifeguard uniforms last year. We were pleased
with their designer in 2000, 2001, and 2005. We are confident that Generic Youth will
provide the Junior Lifeguard Program with a contemporary, durable product that will
satisfy our participants and their discriminating parents.

Reason(s) for Selerxion:
This year ten suppliers were invited to participate in the bid process for the 2006 junior Lifeguard uniforms.
These suppliers were invited to participate because they either participated in previous years or requested to
be included in 2005. In careful review of the
sample uniforms, quotes, past experience, supplier meetings and reference check. I recommend that the 2006
Ciry of Newport Beach uniforms be awarded to Paul Frank Industries This years process was unique in the
fact that we only had 2 of the 10 bid requests remmed. Of the 2 returned both were what we consider ucegtab!e
quality for what our participants have come to expect from our City of Newport Beach JG program.
Paul Frank Industries is the owner of Generic Youth, who produced our 2005 uniforms.
We were very pleased last year and are confident that we will have a great 2006 uniform!
The following is a recapitulation of the bid process in order of preference:
1.Paul Frank Industries£xceBent quality and service in 2005, meets all specifications of the 2006 bid Lowest Price.
2. Quicksilver- Excellent quality-Very interested bid was more expensive and did not return calls.
3. Toes On The Nose- Did not return bid-
not return bid.
5. Honalua Surf Co: Did not return bid
6. Modern Ammemenr Did not return hid
7. Hawaiian Islands Creations. No responce.(Awarded in 2004, major quality and delivery issues.)
S. H.hie - Asked to be included for 2006. Did not return bid
9. Belshe Lifeguard Gear- Did not remm bid-
Ia. Hurlev- Did not return bid
This order is based on 1,600 participants. That may change after final registration. _
Junior Lifeguard participants have the option to add additional uniform items during
the re&rnion process. These additional items will be offset by additional revenue.
Any additional items will be ordered when the size count is confirmed Much 30, 2006
We will need an additional PO at this time.

2. Uniform articles should be associated and labeled with recognized surf or sport industry logos.
3. All finished uniform items should 'include a JG Name tag insert and your company logo tag.
4. Quotes must be received by Noon January 17, 2006 by mail or faa.
5. Samples must be viewed/approved with the JG Coordinator by appointment on or before
January 17, 2006.
6. Delivery is required by June 1, 2006.
