PUBLIC COMMENTS: Public comments are invited on non - agenda items generally considered to be
within the subject matter jurisdiction of the Planning Commission — Speakers
must limit comments to 3- minutes. Before speaking, please state your name for
the record.

CONSENT CALENDAR
Notice to the Public
All matter(s) listed under CONSENT CALENDAR (Item 1 and 1B) is considered by the Commission to be
routine and will all be enacted by one motion in the form listed below. The Planning Commission Members
have received detailed staff reports on each of the items recommending an action. There will be no separate
discussion of these items prior to the time the Commission votes on the motion unless members of the
Commission, staff or the public request specific items to be discussed and/or removed from the Consent
Calendar for separate action.
Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern upon
invitation by the Chairman, state their name and Consent Calendar Item number.
ITEM NO. 1 Minutes of the regular meeting of April 6, 2006.
ACTION: Approve as corrected and order filed.
HEARING ITEMS
ITEM NO. 2 Fuji Yama Restaurant 2961 Cliff Drive (PA2006 -038)
4511 W. Coast Highway
SUMMARY: Request the approval of a Use Permit to allow the operation of a 1,550 square foot
restaurant named Fuji Yama Restaurant and to allow the restaurant to operate with a
Type 41 (On -Sale Beer and Wine Eating Place) License pursuant to the Alcoholic
Beverage Outlet (ABO) Ordinance.
ACTION: Staff recommends approval of Use Permit No. 2006 -002, subject to the findings and
conditions of approval.
ALL TESTIMONY GIVEN BEFORE THE PLANNING COMMISSION IS TAPE RECORDED. SPEAKERS
MUST LIMIT REMARKS TO THREE MINUTES ON ALL ITEMS. (Red light signifies when three minutes
are up; yellow light signifies that the speaker has one minute left for summation.)
ITEM NO. 3 General Plan Update
SUMMARY: Land Use and Circulation Elements.
ACTION: Receive public comments on the referenced elements of the Draft General Plan;
provide direction to staff on revisions to the referenced elements of the Draft General
Plan; and, continue public hearing to May 4, 2006.

Report of the actions of the Planning Commission Regular Meeting:
Item 1: The minutes of April 6, 2006 were approved as corrected. (6 Ayes, 1 Absent)
Item 2: Fuji Yama Restaurant (PA2006 -038)

• Request for approval of a Use Permit to allow the operation of a 1,550 square foot
restaurant with a Type 41 (On -Sale Beer and Wine Eating Place) License pursuant
to the Alcoholic Beverage Outlet (ABO) Ordinance. This item was approved
without comment and is subject appeal. (6 Ayes, 1 Absent)
Item 3. General Plan Update
Land Use and Circulation Elements.
The Planning Commission focused their discussion on the Land Use Element, and
concentrated on the building density and intensity limits for the Airport Area,
Newport Center /Fashion Island and West Newport Mesa. Public comments were
received on each area. The Commission provided direction to staff for each, which
are fully reported in the staff report prepared for agenda item number 22. The
public hearing was then continued to June 8, 2006. (6 Ayes, 1 Absent)
