HomeMy WebLinkAbout20 - Paramedic Living FacilityCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 20 April 25, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Fire Department Tim Riley, 644 -3101, triley @city.newport- beach.ca.us SUBJECT: Paramedic Living Facility, Corona Del Mar Fire Station #5 RECOMMENDATION: City Council authorize Budget Amendment to transfer $65,000 in Undesignated General Fund Reserves to 2320 -9500 Structures and Improvements. City Council approve the purchase and installation of temporary housing unit for the paramedics at Station #5 from Modular Lifestyles Inc. BACKGROUND: In 1998, the Fire Department reorganized the paramedic staffing profile and paramedic unit deployment to provide improved response time and better quality emergency medical care to Newport Beach citizens in the Corona Del Mar and Newport Coast areas. The deployment of a paramedic unit to Corona Del Mar Fire Station #5 required additional living space for two paramedics. The station was designed for three firefighters. The department rented a used office trailer as temporary accommodations for the two paramedics. The trailer was parked behind the station next to the paramedic van. The plan was that the trailer would be used for a short time, until the station was remodeled or a new station was constructed. The trailer was removed several months ago because of general age deterioration and mold. At this time, the department wishes to replace the old trailer with the purchase of a new modular housing unit more suited for the purpose. This solution is recommended because: • The unit can be manufactured and installed within four weeks. • This solution is cheaper and more timely than remodeling the station at this time. • The City's Public Safety Facilities Study is underway that will develop the city's long term replacement and repair strategy. Agenda Item No. April 25, 2006 Page 2 • This modular unit is uniquely sized to fit width and length of the station's rear apron, with the new larger paramedic van. • The unit provides accommodations that meet California State Housing Authority standards for habitation. • Purchasing at this time is more cost effective than leasing or renting. In the case of the original used trailer or the modular unit at Station #7, the length of our use exceeded the break even point for purchase. • When the unit is no longer needed at Station #5, it can be used as temporary housing for other Fire Station or City projects. The estimated cost of $65,000 includes the purchase and set -up of the modular housing unit, excavation and installation of utility connections, installation of radio /alarming systems, and purchase and construction of temporary carport for the new paramedic van. Environmental Review: Installation of this facility is exempt from environmental review under Section 15303 of the CEQA Guidelines, new construction or conversion of small structures. Fundinq Availability: Undesignated General Fund Reserve Funds are available in the amount of $65,000. Alternatives: Alternatives to the project include: Current situation — Paramedic team stays at Fire Station #5 during the day and at night moves to Fire Station #8 which has accommodations. The result is delayed response of a paramedic unit to medical calls in the Corona Del Mar area.
