SUBJECT: Centennial Commemorative Project at McFadden Square
ISSUE
Staff is seeking Council input on a proposed project at McFadden Square that will
commemorate the Centennial, allow the opportunity to recognize major Centennial donors and
potentially enhance the pedestrian circulation in the square area.
BACKGROUND
Shortly after the Centennial Committee began its fundraising efforts, a discussion ensued
regarding the need for permanent recognition of the major Centennial donors. At the same time
there was a thought that it would be nice to also commemorate the Centennial celebration with a
permanent marker of sorts. Since McFadden Square is where our City began, the thought was
that we should try to have something in that area.
Staff discussions began with members of the Arts Commission to explore the possibility of an
urban beautification project at McFadden Square that could accomplish these goals without
interfering with the pedestrian traffic, access for emergency vehicles, or views. The Arts
Commission became interested in assisting with the organization of such a project and
contacted several local landscape architecture firms to solicit their participation. After a series of
conversations it was decided that we would move forward with the development of this concept
using Peddian International. Peridian has an extensive background in similar projects and were
very enthusiastic about being able to help with a project that would have such significant
meaning to the community. Peridian has generously donated their time to this project for the
concept development phase and we are most appreciative.
DISCUSSION
Staff and several members of the Arts Commission have been working with Peridian for several
months on the concept. The scope of the project was confined to the area currently bounded by
the existing planters in the plaza. The direction given was to create a concept that allowed both
donor recognition and the ability to raise funds for the project through the participation of the
public such as donations received in exchange for having a family name engraved in certain
hardscape areas within the project. In addition, the concept would address a need for additional
seating in the area and enhance the views to the water. Preliminary plans were brought to the
Centennial Steering Committee in October of 2005 for their input, as well as the Heritage Sub -
Committee and the Arts Commission. Based on feedback received, Peridian has refined their
concept as outlined in the attached PowerPoint presentation as Phase One. However, during .
the past few months as the concept was developing further, it was suggested that if only a small
portion of the square is addressed, then it may make an already confusing pedestrian traffic
pattern worse, as well as having two areas of the square that are not cohesive in design and

and function. Peridian was asked to widen the scope of their concept to include the entire
square area and present the project in two phases with the second phase expanding their
concept to include the entire square. This two -phase concept plan was presented to the
Centennial Steering Committee at their April meeting and received very positive feedback.
Overall it is felt that this concept is very classic in its design and accomplishes the original goals.
In addition, the materials proposed are durable and will stand the test of time at this difficult
location. Staff has asked Peridian to present this concept plan and the details of materials to the
City Council for input.
BUDGET
At this time we have a preliminary budget estimate for the project. The Phase One estimate is
$491,000. The goal is to raise the funds necessary for this phase of the project through private
donations. The budget estimate for Phase Two is $1,389,000. This phase of the project, if the
City Council were to approve moving forward, would need to be funded from the City's Capital
Improvement Fund. Again, these are preliminary cost estimates and most likely will change
once materials and finishes are chosen.
