HomeMy WebLinkAbout30 - Water Use Efficiency Grant• CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. S 3 0 April 25, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Robert Stein 949 - 644 -3311 rstein@city.newport-beach-ca.us SUBJECT: RESOLUTION SUPPORTING THE GRANT PROPOSAL FOR FUNDING TO PROMOTE WATER USE EFFICIENCY RECOMMENDATION: Adopt a Resolution endorsing the grant application for funding under the CALFED Water Use Efficiency and Water 2025 Challenge Grant Programs. •DISCUSSION: The City is applying for grant funding under the CALFED Water Use Efficiency and Water 2025 Challenge Grant Programs to provide supplemental funding for the City's efforts to significantly reduce dry- weather flows in Newport Coast and around the bay due to excessive irrigation and wash -down activities. The City's proposed runoff reduction program will encourage property owners to implement common sense ideas such as fixing leaking irrigation systems, installing weather -based irrigation controllers, and using water - thrifty, drought tolerant plants. The City's Water Quality Division in coordination with the Public Works Department will implement the runoff reduction program through meetings with HOAs, inspections and enforcement. A successful runoff reduction program will reduce water costs for our residents, reduce polluted flows running to the Bay and the sensitive marine life areas, and protect hillside slopes and street subgrades from over - saturation. The grant application will request $200,000 to $300,000. Matching funds are already proposed in the FY 06/07 budget. An approved resolution from the City must accompany the grant application. The resolution must state that: 1. The City Council has reviewed and supports the submitted proposal, 2. If selected for a CALFED Water Use Efficiency Grant agreement or a Water • 2025 Challenge Grant, the City of Newport Beach will work with the Bureau of Reclamation to meet established deadlines. The application is in preparation for the May 5th deadline and will be distributed to each Council person at that time. Prepared by: ` Submitted by: T Robert Stein teph adum Principal Civil Engineer Pub orks Director Attachments: Resolution • • • RESOLUTION NO. 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AUTHORIZING AND SUPPORTING THE SUBMISSION OF A GRANT PROPOSAL FOR FUNDING UNDER THE CALFED WATER USE EFFICIENCY AND WATER 2025 CHALLENGE GRANT PROGRAMS TO PROMOTE WATER USE EFFICIENCY WHEREAS, the Bureau of Reclamation is currently offering two separate grant opportunities: the CALFED Water Use Efficiency Grants Program and the Water 2025 Challenge Grant Program; and WHEREAS, City of Newport Beach is developing a targeted outreach program to reduce dry- weather runoff from residential and commercial sites tributary to critical coastal areas and Areas of Biological Significance along Newport Coast and surrounding the • Newport Bay; and WHEREAS, funding from either of these grants will allow the implementation of program elements that have been proven to significantly reduce urban landscape water use and non -point source water pollution; and WHEREAS, these program elements were pilot tested by the City from December 15, 2005 to February 15, 2006 and met with overwhelming success including installation of over 200 weather -based irrigation controllers and associated upgraded irrigation systems to reduce water use and urban runoff. NOW, THEREFORE the City Council of the City of Newport Beach hereby resolves as follows: Section 1" The City Council has reviewed and supports the proposal, and hereby • authorizes the City Manager or his designee to submit the proposal. Section 2: The City of Newport is capable of providing the amount of funding and /or in -kind contributions, specified in the funding plan and agrees to provide necessary funding and /or in kind contributions if selected for a CALFED Water Use Efficiency Grant agreement or a Water 2025 Challenge Grant. Section 3: If selected for a CALFED Water Use Efficiency Grant agreement or a Water 2025 Challenge Grant, the City of Newport agrees to work with the Bureau of Reclamation to meet established deadlines. Section 4: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
