At Tuesday afternoon's Study Session, we will present a PowerPoint similar to the
attached document. We believe that much of the material that would otherwise be in a
formal staff report is shown on the PPT presentation — as such, we would like this
document to serve as the Staff Report for this item.
As you read this material in advance of the meeting, please do not hesitate to contact us

Background on the SAH Project
• Santa Ana Heights is in a County redevelopment (RDA) project area
due to blight from John Wayne Airport.
• SAH has a Project Advisory Committee (PAC) that advises the County
Board of Supervisors on community interests and needs.
• PAC asked that RDA dollars be used to purchase and
renovate /reconstruct the YMCA at 2300 University Avenue.
• In 2003, County Board agreed to allocate $11.5 million total for the
Project ($4 million to purchase, $7.5 to renovate) IF City would own
and manage the facility as a regional recreational center. The City
and the Board have a written agreement (approved by City Council) to
this effect.
• Two different surveys were done — one by City, one by Y — to prepare
for the design phase of the Project.
• City, PAC, and Y spent much of 2004 and 2005 designing the facility.

Design of the Community Center
• Strong agreement on the building design.
• But differing opinions on the pool:
What Y members want:
■ Some Y members want a longer (50m) pool for lap
swimming, club practice
• Other Y members want to make sure the deep warm
water (87 degrees) therapeutic pool stays. Over 50% Y
members are over the age of 60.
• Y staff don't want to pay for maintenance of a pool that
large all by themselves.

Swim Clubs, Masters Groups, Water Polo:
■ Would like a longer (50m) pool for long- course training, flexibility to
break pool into sections, maybe regional meets.
City Staff:
• Would like more pool time for lessons, water aerobics, Recreational
Features for families that are not involved in competitive programs.
• Concerned about cost of maintaining a larger pool, esp a Meet Pool.
Council Members Daigle and Ridgeway:
■ Advocate for some combination that allowed for the maximum use
of the pool, including some long- course training, but not necessarily
meets nor water polo.

SAH PAC Members:
■ Believe that a smaller 25y x 35m or similar pool with a therapy pool,
with Recreational Features, would serve as a community gathering
area reflective of PAC's vision for the facility.

meets and water polo.

at the 2300 University Facility

YMCA Aquatic Facility Needs
■ The YMCA needs the following aquatic facility to
continue to serve current clientele and be able to
expand programming in the future:
Larger pool than the current 25y x 14y pool, preferably a 25y
x 30m pool or 25y by 35m pool, which would more than
double size of the current pool from 6 lanes to 12 -14 lanes.
Warm Water Therapy Pool, to continue to serve over 50% of
their members who are over the age of 60, which would be
about 25% larger than current warm water pool.
City Aquatics
Programs
City Recreation Program Philosophy
• City Ordinance #97 -8 directs us to cover 85% of the
cost of providing most of our recreation programs
including aquatic services through direct user fees.
• Most city -run recreation programs therefore are created
to serve the masses, beginner to intermediate levels and
an inclusive "all play" approach.
■ Special interest activities are designed to pay for
themselves and are operated through contract
agreements. (Contract classes).
