We believe that much of the material that would otherwise be in a formal staff report is shown on the PPT presentation — as such, we would like this document to serve as the Staff Report for this item. As you read this material in advance of the meeting, please do not hesitate to contact us (or Homer) with questions about it, either via phone or e-mail. We look forward to the discussion on Tuesday ATTACHMENT: Presentation City Hall • 3300 Newport Boulevard • Post Office Box 1768 . Newport Beach, California 92659 -1768 Agenda Item No. SS2 April 11, 2006 Aquatic Options for the Santa Ana Heights Regional Recreation Center Newport Beach City Council Study Session April 11, 2006 What We'll Cover • Background on the SAH Community Center Project • Surveys Completed before Design • YMCA Survey • City Survey • Facility Design — Consensus on the Building, but not on the Pool • Conceptual Design Drawings (Completed in November 2005) • Existing Aquatics Programs ® YMCA ■ City (including Ordinance 97 -8 re: Cost Recovery) ■ Pool Options JZMK Architects — Community Center's Architects ■ Four site plans, precursor to specialized aquatic design refinement Aquatic Design Group — pool design specialists • Size • Amenities ■ Support Infrastructure ■ Programming Elements ■ Design, Construction and Operating Costs ■ Revenue and Cost Recovery • Discussion and Q &A E More presentations from the audience • For More Information Background on the SAH Project • Santa Ana Heights is in a County redevelopment (RDA) project area due to blight from John Wayne Airport. • SAH has a Project Advisory Committee (PAC) that advises the County Board of Supervisors on community interests and needs. • PAC asked that RDA dollars be used to purchase and renovate /reconstruct the YMCA at 2300 University Avenue. • In 2003, County Board agreed to allocate $11.5 million total for the Project ($4 million to purchase, $7.5 to renovate) IF City would own and manage the facility as a regional recreational center. The City and the Board have a written agreement (approved by City Council) to this effect. • Two different surveys were done — one by City, one by Y — to prepare for the design phase of the Project. • City, PAC, and Y spent much of 2004 and 2005 designing the facility. YMCA Survey • Was conducted in January 2004 • Who was surveyed? 200 - YMCA Members 200 — SAH Residents 200 — Nearby Community Residents YMCA Survey Results Respondents responses to the survey regarding aquatic programs they would like offered at a new community center: Activity Very Somewhat Total % Interested Interested Recreational 41% 26% 62% Swimming Swim 26% 19% 45% Lessons Water 21% 11% 32% Aerobics Competitive 15% 6% 21% Swimming City Survey ■ Sent to all 600 SAH residents ■ Conducted in March 2004 L City Survey Results Respondents responses to Recreational Facilities Facility Type Existing Facility Adequate Additional Facilities Needed Swimming Pool 15% 61% Picnic Area 18% 57% Multi- Purpose Room/ Gym 16% 49% Library 38% 44% Tennis Courts 18% 44% Children Play Area 38% 35% Basketball Courts 42% 32% City Survey Results Respondents responses to Recreational Program Needs Facility Type Existing Programs Adequate Additional Programs Needed Swimming 24% 39% Fitness /Exercise 30% 37% Cultural Events 28% 36% Performing Arts Classes 23% 30% Teen Programs 18% 30% After - School Programs 21% 29% Senior Programs 24% 28% Recreation Classes 25% 24% Youth Sport Teams 39% 23% Design of the Community Center • Strong agreement on the building design. • But differing opinions on the pool: What Y members want: ■ Some Y members want a longer (50m) pool for lap swimming, club practice • Other Y members want to make sure the deep warm water (87 degrees) therapeutic pool stays. Over 50% Y members are over the age of 60. • Y staff don't want to pay for maintenance of a pool that large all by themselves. Design of the Community Center (cont'd) ■ Differing opinions on the pool: Swim Clubs, Masters Groups, Water Polo: ■ Would like a longer (50m) pool for long- course training, flexibility to break pool into sections, maybe regional meets. City Staff: • Would like more pool time for lessons, water aerobics, Recreational Features for families that are not involved in competitive programs. • Concerned about cost of maintaining a larger pool, esp a Meet Pool. Council Members Daigle and Ridgeway: ■ Advocate for some combination that allowed for the maximum use of the pool, including some long- course training, but not necessarily meets nor water polo. Design of the Community Center (cont'd) ■ Differing opinions on the pool: SAH PAC Members: ■ Believe that a smaller 25y x 35m or similar pool with a therapy pool, with Recreational Features, would serve as a community gathering area reflective of PAC's vision for the facility. ■ With a Meet Pool, concerned about noise and traffic impacts of meets and water polo. University Drive Neighborhood, Anniversary Tract residents: ■ With a Meet Pool, concerned about noise and traffic impacts of meets and water polo. If .a4 '90w"AIL ,1. T 1' F7 1 . ...... -. Warm Water Therapy Pool, to continue to serve over 50% of their members who are over the age of 60, which would be about 25% larger than current warm water pool. City Aquatics Programs City Recreation Program Philosophy • City Ordinance #97 -8 directs us to cover 85% of the cost of providing most of our recreation programs including aquatic services through direct user fees. • Most city -run recreation programs therefore are created to serve the masses, beginner to intermediate levels and an inclusive "all play" approach. ■ Special interest activities are designed to pay for themselves and are operated through contract agreements.
