TITLE: Public Works Inspection Services for OCSD Mariners Mile Sewer Rehabilitation
Project
ABSTRACT:
Staff requests funding to retain contract support services from consultants to provide for public works
inspection services for the Mariners Mile Sewer Rehabilitation project being performed by Orange County
Sanitation District (OCSD). The proposed agreement is for an amount not to exceed $80,000 and will be
funded from permit fees received from OCSD.
RECOMMENDATION:
Approve Budget Amendment No. 15BA -041 appropriating $80,000 from the unappropriated General Fund
balance to 5100 -8080 for public works inspection services for work being performed by the Orange County
Sanitation District within Newport Beach city limits.
FUNDING REQUIREMENTS:
Upon approval of the recommended budget amendment, sufficient funds will be available to proceed with
the proposed agreement with various consultants.
DISCUSSION:
Since July 2013, construction work has been underway to rehabilitate Orange County Sanitation District
(OCSD)'s regional sewer lines within Newport Beach. The Newport Beach Program consists of five
construction projects. The Dover Drive and Balboa trunk projects have been completed and the Newport
force main project is underway on West Coast Highway on Mariners Mile. The current project is designed
to rehabilitate the force mains located on West Coast Highway between Dover Drive to the OCSD Bitter
Point Pump Station located near Prospect Street. The Newport force main is made of two sewer lines, both
of which are being rehabilitated as part of this project.
Due to the size and complexity of this project and its location on West Coast Highway, a major
transportation corridor in the city, we want to utilize contract services to provide additional field inspections
through the close of this project to facilitate coordination and communication. Staff proposes to utilize

various on -call Professional Services Agreements at a not -to- exceed budget of $80,000, to provide
necessary public works inspection services for OCSD Mariners Mile Sewer Rehabilitation project to be
executed by the City Manager. City inspection costs are a component of the fees OCSD has paid to the
City to obtain a permit for this work. Staff will work with OCSD to recover any cost of services exceeding
fees received.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act
( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in
Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
