Council Members- thank you! I, as well as many residents, appreciate and welcome additional officers on the
Peninsula. Better enforcement will not only create a better balance for our community but a safer, more enjoyable
Peninsula.

Council Members:
I understand that tonight you are considering funding an additional four more police officers to help address the
alcohol problems on the Newport Peninsula. I applaud and encourage that the City Council approve and move
forward with this staff recommendation.
As you are aware, the Peninsula has a serious problem with alcohol. Chief Johnson's presentation at the study
session clearly illustrates the stats that are negatively impacting the community. The drunken debauchery,
safety concerns, crime and property damage that takes on the Peninsula is not acceptable!
In addition to adding additional officers to the area I would also encourage that the police department take a
strong position against the bad behavior of intoxicated individuals, problematic parties and the bars that
continuously over -serve their customers. Simply put, the PD needs to send a strong message, "Enjoy Newport,
but do it responsibly!" More citations and arrests will send that message. Enforcement pressure on the
problematic bars /restaurants will also go a long way. Its very sad that our beautiful Peninsula is often referred to
as the " vomit mile."
However, enforcement is only part of the equation. The Peninsula is over - concentrated with ABC
establishments. We have more ABC licenses in such a small area than any other area of Orange County. We
also have a ridiculous amount of alcohol related crime and police calls for service. Hoag Hospital's ER is often
overwhelmed with alcohol problems coming from the Peninsula. Our police department cannot keep up with
demand for service during the peak" witching hours." The City, planning department and police department
need to construct a strict approval process in which the City grants ABC licenses on the Peninsula. This
continued process of "green- lighting" every ABC license application is not acceptable. The Peninsula needs a
balance, not an over - concentration of ABC licenses.
Both the residents and the City have worked very hard to improve and revitalize the Peninsula over the last 10
years. Let's continue in this direction!

Comment for the Public Record
Mayor and Council Members:
I am unable to attend tonight's City Council session. I wish to thank Mayor Pro -tem Dixon and other Council
members, as well as our staff and Police Chief who appreciate that police presence and vigorous enforcement
stance are key to maintaining an environment that is both safe and pleasant for both residents and visitors.
Our City's beach areas, in particular, the Balboa Penninsula, is widely recognized as a premier spot to enjoy
the Beach .
Our City has historically allowed drunk and disorderly, unsafe, and nuisance behavior to run rampant. This has
had a compounding effect with the dramatic increase in resident and visitor base that we have.
I applaud the Council for adding Police officer resources to this area. With the right policy direction,this should
provide significant benefit in both restoring and maintaining a safe, enjoyable environment - -- addressing
drunk /disorderly and drug — related disturbances; unsafe use of commercially provided Motor vehicles and
safety problems on our boardwalk designed to accommodate Pedestrian use; and general control of property
crime.
With Newport Beach's sights set on being a leading destination resort, the Police play a key role in maintaining
the quality of environment that residents and visitors are expecting .
