DROUGHT UPDATE
April 14, 2015
City Council Study Session
State Mandates &City Action
2009 - Council adopts water conservation & landscape
ordinances that include permanent restrictions.
2014 - State approves emergency regulations. City
Council adopts Level One water supply shortage.
March 2015 — State re- adopts emergency regulations
such as no watering 48 hrs after measurable rainfall.
April 2015 — Governor's Executive Order directs State
Water Resources Control Board to impose water use
restrictions.
Draft Rulemaking
Mandatory 25% reduction in potable, urban water use.
Commercial, industrial & institutional potable water use
restrictions.
Prohibition on using potable water for irrigating turf street
medians.
Prohibition on using potable water for irrigation outside of
new home construction without drip or micro -spray
systems.
Other orders to follow (30 total).
State Actions Expected
Comments from water agencies due April 13
Release of draft regulation for public comment April 17
Emergency rulemaking formal notice April 28
Board hearing for adoption May 5 or 6
Impacts on Residents / Businesses
No watering within 48 hours of measurable rainfall.
Depending on final percentage of mandatory water use
cuts, residents could see more usage restrictions.
Warnings will stop and citations may increase.
Businesses not excluded. Usage violations and inspection
of water - saving devices per Newport Beach Municipal
Code.

Turn off Water and let them go Brown
(water truck the trees) Cost $0 /sf
Remove grass turf surface only, replace and adjust sprinkler
heads (but try to use the existing irrigation system), install low
level water friendly landscaping.
(maybe good for newer medians such as San Miguel, San
Joaquin ...) Cost $4 -6 /sf
Remove grass turf, replace entire irrigation system, design and
install new landscaping including soil amendments, trees,
maintenance strips etc.
(Probably need for older medians like Irvine Ave) Cost $10 -12 /sf
Replace with Synthetic Turf (Could be good for small or
isolated areas like Balboa 121St Cost $6 -8 /sf
