ITEM NO. 1. Bayshores Temporary Parking Lot (PA2015-003)
100 Dover Drive
Summary:
A Limited Term Permit application to utilize a portion of City-owned property located at 100
Dover Drive as an off-site parking lot for workers participating in construction projects within
the Bayshores Community. A maximum of 20 parking spaces are proposed for a 12-month
period.
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Draft Zoning Administrator Resolution No. ZA2015- approving Limited Term
Permit No. XP2015-001.
CEQA Compliance:
The project is categorically exempt under Section 15304, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 4 (Minor Alterations to Land).
ITEM NO. 2. Griggs Tentative Parcel Map (PA2015-031)
616 Narcissus Avenue
Summary:
A Tentative Parcel Map application for two-unit condominium purposes. No waiver of Title 19
(Subdivisions) development standards are proposed with this application. An existing two-
unit duplex was demolished and will be replaced with a new two-unit duplex. The Tentative
Parcel Map would allow each unit to be sold individually.
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Draft Zoning Administrator Resolution No. ZA2015- approving Tentative Parcel
Map No. NP2015-002.
CEQA Compliance:
The project is categorically exempt under Section 15315, of the State CEQA (California

Environmental Quality Act) Guidelines - 15315 (Minor Land Divisions).
ITEM NO. 3. Chaba Thai Massage and Spa (PA2015-039)
1000 Bristol Street N., Suite 19 and 20
Summary:
A request to expand an existing massage establishment (Chaba Thai Massage and Spa)
located within the Plaza Newport Shopping Center.
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No.
U P2015-009.
CEQA Compliance:
The project is categorically exempt under Section 15301, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
ITEM NO. 4. RA Yoga Minor Use Permit (PA2015-045)
1617 Westcliff Drive, #107 o
Summary:
A minor use permit to allow a 2,360-square-foot health and fitness facility, Ra Yoga. The
building was previously occupied by two health and fitness facilities. As proposed, the
existing building will be renovated and Ra Yoga will consolidate both of these tenant spaces.
RA Yoga offers yoga, pilates, vinyasa, hot yoga, prenatal yoga, yin yoga, and meditation.
The suite would be improved with two yoga studios, a reception/retail area, and restrooms
with storage lockers for patrons.
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No.
U P2015-012.
CEQA Compliance:
The project is categorically exempt under Section 15301, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Public comments are invited on non-agenda items generally considered to be within the subject matter
jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite,
but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten
the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all
speakers. As a courtesy, please turn cell phones off or set them in the silent mode.
V. ADJOURNMENT
This hearing is subject to the Ralph M. Brown Act.Among other things,the Brown Act requires that the Zoning Administrator agenda be posted at least
seventy-two(72)hours in advance of each regular hearing and that the public be allowed to comment on agenda items before the Zoning Administrator
and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator.The Zoning Administrator may limit public
comments to a reasonable amount of time,generally three(3)minutes per person.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act("ADA")in all respects. If,as an attendee or a
participant at this hearing,you will need special assistance beyond what is normally provided,the City of Newport Beach will attempt to accommodate
you in every reasonable manner. If requested,this agenda will be made available in appropriate alternative formats to persons with a disability,as
required by Section 202 of the Americans with Disabilities Act of 1990(42 U.S.C.Sec. 12132),and the federal rules and regulations adopted in
implementation thereof. Please contact the Community Development Department at least forty-eight(48)hours prior to the hearing to inform us of your
