SUBJECT: Authorize the Purchase of Replacement Computer Servers for
use by the Orange County Integrated Law and Justice
Program.
RECOMMENDATION:
1. Authorize the purchase of six (6) PowerEdge Computer Servers from
DELL for use by the Orange County Integrated Law and Justice Program
in the amount of $42,431.34. This purchase will be funded through the
2002 COPS Technology Grant.
DISCUSSION:
The Orange County Integrated Law and Justice Project (OCILJ) is currently in
the process of implementing a wide spectrum of technology solutions on a
Countywide basis within the criminal justice community. The strategic plan for
this project continues to be funded by COPS Technology grants that have been
awarded in 2001, 2002, 2003, 2004, and again in 2005. The City of Newport
Beach, based on prior City Council approval, continues to manage and make
purchases with these grant funds.
Description of items to be purchased:
- Two PowerEdge 2850 Servers with dual processors: These data
processing servers running Microsoft SQL software will store ISE
police agency scheduling data as well as the electronic subpoena
system data. These servers will be clustered and load balanced for
fault tolerance and redundancy.
- Two PowerEdge 2850 Servers with dual processors: These application
servers will contain the following applications: ISE Scheduling
application in Orion, Electronic Subpoena application, and
enhancements for the Orange County Integrated Law and Justice User
Security System.

- Two PowerEdge 2850 Servers with dual processors: These servers
will be used to expand the ISE Scheduling application server farm.
They will be clustered and load balanced for fault tolerance and
redundancy with the application servers listed above.
The original OCILJ servers, that were purchased with 2001 COPS Technology
Grant funding are now out of warranty and are not robust enough to support the
Electronic Subpoena system in combination with the enhanced countywide
InTime Scheduling Engine personnel scheduling program. In order to fully
execute the intended OCILJ Implementation Plans identified and approved under
the 2001 and 2002 COPS Technology Grants, we are requesting purchase
approval for the above listed servers in the amount of $42,431.34. These
expenditures are necessary due to changes in technology that have occurred
since 2002 and will allow the OCILJ to continue on its mission of systems
integration for criminal justice agencies here in Orange County.
Fundinq Availability
The purchase of this computer equipment has been specifically authorized by the
Department of Justice COPS Office in Washington D.C., and the purchase will be
totally funded under the 2002 COPS Technology Grant previously accepted by
City Council. No matching funds are required for this grant.
