SUBJECT: Purchase of a Rescue Boat for the Fire Department
ISSUES:
Should the City purchase a rescue boat for use by Lifeguards for a purchase price of
$317,862.50?
RECOMMENDATION:
Approve the purchase of a rescue boat from the Crystaliner Corporation of Costa
Mesa, California, for the price of $317,862.50; and
Approve a budget amendment for the transfer of $17,962.50 in unappropriated
revenues from the Internal Services Fund to Account 6120 -9100 to purchase the
vessel.
DISCUSSION:
The City maintains and operates three large Crystaliner rescue boats, used primarily
offshore and at the surfline to rescue swimmers during the summer season. The
boats were manufactured in 1977, 1985, and 2003. In May 2002, the City Council
approved the purchase of the newest rescue boat for a price of $259,921.18,
including tax. This purchase was funded by the proceeds received from the
American Trader oil spill settlement.

All three boats were manufactured by Crystaliner Corporation of Costa Mesa. The
nearly 30 foot long boats have hulls constructed of solid fiberglass, which has
proven to be incredibly durable in heavy Lifeguard rescue use. The boats are
moored at the Harbor Patrol station on Bayside Drive and are maintained by General
Services Department mechanics.
The FY 06 -07 Budget includes $300,000 in funding to replace the 1977 vessel. This
boat was the first rescue boat built by Crystaliner, who is now the major
manufacturer of rescue boats on the West Coast. Additionally, they are the only
company using solid fiberglass construction, as opposed to the fiberglass over wood
construction used by other boat manufacturers. This type of construction creates a
more durable, longer - lasting vessel, as proven by the exceptionally long service
records of the City's rescue boats. At the present time, Crystaliner has recently
constructed similar rescue boats for Avalon and Redondo Beach.
City Council Policy F -9 provides guidelines for City vehicles and equipment. Large
rescue boats, such as the one which is proposed for replacement is given a 25 year
service life in the Policy. Consequently, the boat has exceeded its service life by four
years, and continues to operate this summer.
Staff has developed specifications based upon the three boats currently in use
(Attachment A). Crystaliner has evaluated the proposed City specifications and
provided a final quote of $317,862.50 including tax (Attachment B).
Since Crystaliner constructs the only all- fiberglass boat for rescue operations, that
firm would be the only company able to meet City specifications and submit a
responsive bid. Additionally, since the boat would be completely manufactured in
Costa Mesa, Lifeguard and Equipment Maintenance staff members can easily
inspect the vessel at each step in the twelve month manufacturing process without
incurring travel costs.
FUNDING:
As noted above, the FY 06 -07 Budget included $300,000 in funding for this rescue
boat. Since this is the beginning of the fiscal year, there are no savings from the
purchase of equipment to offset the amount over budget. Consequently, we are
requesting a budget amendment to transfer $17,962.50 from unappropriated Internal
Service Fund surplus into Account 6120 -9100 (Equipment Replacement — Rolling
Equipment).
ENVIRONMENTAL REVIEW:
This action requires no environmental review, as it is not a project pursuant to
CEQA.

Lifeguard Operations
BASIC SPECIFICATIONS FOR TWIN PROPELLER LIFEGUARD RESCUE VESSEL
1. GENERAL DESCRIPTION
It is the intent of these specifications to describe, in detail, the construction, machinery
installation, outfitting, equipping and delivery of one (1) 29.5' twin screw ocean rescue
boat. The boat shall be similar in appearance, build, and performance to Lifeguard
Rescue Boat SEAWATCH 1 built by The Crystaliner Corporation in 2003. The boat shall
be delivered afloat to 1901 Bayside Drive, Corona Del Mar, California, completely
equipped as hereafter described and ready for service.
2. ITEMS NOT SPECIFIED
In the case of details which are impractical to fully specify, or inadvertent omissions from
the plans and specification, or inadvertent inclusions therein, it is understood that the
intent of the plans and specification is to be carried out in all respects in accordance with
the best boat building practice. Materials, construction, and equipment are to be first class
in every particular to produce a boat of the maximum strength and durability for the
service anticipated.
3. PROPOSED USE
The boat will be used for providing fast initial response to swimmer rescues and marine
emergencies, particularly in or near the surf zone, where the ability to maneuver and back
quickly is of prime importance.
4. ESTIMATED LIFE
The specified boat will have an expected life of not less than twenty (20) years. The boat
builder should bear this in mind when designing and building the boat. For this reason,
certain minimum qualities of material and workmanship are specified which may exceed
those normally furnished in pleasure boats.
5. PERFORMANCE REQUIREMENTS
The vessel shall be capable of performing the following test while carrying all of the
specified equipment and payload. Payload shall include a full 150 - gallon fuel tank,

personnel, required rescue gear, and miscellaneous equipment, which weighs
approximately 2,000 pounds.
a). The vessel shall be able to maintain an average two -way speed of not less than 32
knots on calm water without exceeding the manufacturer's rated maximum engine
speed.
b). The vessel shall be able to make a two -hour test run without power loss, overheating
of engines, structural damage, or running out of fuel, while maintaining a cruising
speed of not less than 24 knots.
c). The vessel shall be able to start from a dead still position to a full plane in a
maximum of 75 yards.
d). The vessel shall be capable of making a full throttle, hard over, 180 degree turn
without causing damage to the hull or the steering components, or become unstable.
e). The performance of the new rescue boat shall be similar to that of the 2003 rescue
vessel.
6. HULL
The hull is to be a conventional "V" bottom, hard chine type, in accordance with the most
modem practice for high -speed service under severe open sea weather conditions. It is
considered that this form of hull will produce the minimum destructive wake for
operation at planning speed in confined waters. The hull must be of proven design and
construction and similar to hull previously manufactured by the vendor.
a). Dimensions
1. Length overall 29'5" to 30' plus swim step.
2. Beam at sheer, minimum 11'.
3. Freeboard aft approx. 33 ", and Freeboard forward approx. 45"
b). Construction
The hull shall be constructed of hand laid fiberglass as specified. Chopper gun lay up is
not acceptable. The longitudinal stringers shall be of maximum thickness covered with
layers of 1 '/z ounce mat and two layers of 24 ounce roving, with additional mat and
roving used in securing stringers to the center section of the hull, bulkheads and transom.
Spray rails shall be laminated whereever possible. Hull construction shall include two
longitudinal lifting stakes per side, one extending from the stem and the other extending
from the stem approximately two- thirds the distance to the stem. Each shall be molded

into the bottom during the lay up process of the fiberglass. Limber holes shall be
provided where necessary to provide for proper drainage. Cabin, deck structure and hull
shall be bonded together using a mat and roving process, with a minimum of two layers
of 24 ounce roving and two layers of 1% ounce mat. A 1 3/4" x %" black vinyl rub rail
and one -inch stainless steel covering shall be provided along the shear and transom.
There shall be two (2) watertight bulkheads; one (1) anchor chain locker, with the cutout
lined with stainless molding, and one (1) forward engine room.
c). Materials
All materials used shall be of the highest quality. All fasteners shall be stainless steel,
grade 18 -8, 300 series or equal. All self - locking nuts shall be stainless with "NY -LOC"
inserts. All through -hull fittings shall be bronze. Any type of iron, galvanized iron,
aluminum or plastic -type materials will not be accepted unless specified. All fiberglass,
roving, mat, etc., shall be high quality marine grade. All lay ups shall be of polyester
laminating resin. All plywood shall be marine grade plywood.
The hull components shall have the following minimum thickness:
a. Hull bottom %" — one layer of N ounce cloth, five layers of 23 ounce roving,
and six layers of 1 % ounce mat.
b. Keel and stem area — one layer of 7% ounce cloth, eight layers of 24 -ounce
roving, and nine layers of 1 '/z ounce mat.
c. Hull sides 3/8" — one layer of 7% ounce cloth, three layers of 24 ounce roving,
and four layers of 1% ounce mat.
d. Transom %" — one layer of 7 % ounce cloth, four layers of 24 ounce roving, five
layers of 1 %ounce mat.
e. Watertight bulkheads, constructed of fiberglass- covered plywood of sufficient
strength, shall be provided.
7. DECK CONSTRUCTION
a). Minimum thickness of 5/8 ".
b). The deck supports and rear deck area shall be similar in construction, appearance, and
durability as the 2003 rescue vessel.
c). Fiberglass lay up of mat and cloth or equivalent.
d). Vessel shall have two inside deck levels:

e). Cockpit decks, hatch covers and bow decks shall be fiberglass covered on all sides,
have gutters, be weathertight and self - draining.
f). Cockpit hatches shall be wide enough to allow easy servicing of the outboard side of
each engine by access over top of engine and shall be long enough to service the fore
and aft engine components from the engine compartment, including the transmission
and propeller shaft packing nuts. There shall be no cover boards at this deck level.
The center hatch shall be shortened as to not interfere with tow bit. The hatch and
deck shall be flush.
g). The solid stock used in all hatches shall be machine - screwed to plywood prior to
fiberglassing. Solid stock shall be counterbored to recess screw end nuts.
h). The aft cockpit deck shall slope aft and be self - draining through 2" x 6" (minimum
size) fiberglass scuppers located on the transom as far outboard as possible, and
include hinged flaps.
i). If provided, toe rails shall be constructed of fiberglass during the lay up process of the
deck and shall be free of voids to permit proper fastening of chafing strips, etc.
j). The decks shall be similar in construction, appearance, and durability as the 2003
rescue vessel.
8. CONTROL STATION AND COCKPIT
a). A streamlined cockpit shall be provided on the main deck with removable helm seats.
Seats shall be made with re -cut foam and support with 1/4" marine grade plywood, and
a light color gray vinyl for the cover. Hardware shall be constructed to support seats
when engine hatches are removed. Seat mounts shall be through bolted with machine
screws, lock nuts and finishing washers, seats shall be secured to deck with a single
fastener. Seat posts shall swing outboard away from center.
b). The forward side of the spray shield shall be curved and ranked aft, 48 degrees to 50
degrees from the fore deck, to insure good looks and lines.
c). The cockpit shall be at a height which will ensure unlimited visibility, raised
approximately 2` /z inches similar, to the 2003 rescue boat.
d). The cockpit spray shield will have a forward sloping star -board windscreen across the
front and around the forward comers, and shall be completely watertight.

e). A tubular stainless steel radar arch shall be installed over the cockpit area, aft of the
seats, extending coaming to coaming. The arch shall be of sufficient strength to
support radar, marine radio, two (2) P.A. speakers, deck lights, lifeguard radio, and
GPS antenna. The height of the arch from the distance between the deck and
underneath side of the arch shall be a minimum of 79 ". The height of the radar arch
shall be raised to compensate for any rise in the floor, and as much equipment as
possible shall be mounted on top of the arch to allow clearance underneath.
i). A cabin door leading to the v -berth shall be located on the port side of the boat on the
forward bulkhead, forward of the passenger seat. The cabin door shall be similar in
size to the one on the 2003 rescue boat. The trim of the cabin door shall be made of
gray star -board with a stainless foot -step covering the bottom of the entrance.
g). The control station and cockpit area shall be similar in construction, appearance,
performance and durability as the 2003 rescue vessel.
9. FORWARD CABIN
a). The aft bulkhead of the cabin shall be located approximately 157" to 161" from the
bow to provide optimum visibility while standing at the helm.
b). The forward cabin shall consist of two 7' (approximately) v -bunks extending aft from
the anchor chain locker. Areas under the bunks and seats will be accessible through
bunk tops and seat tops for storage. Cushions shall be 4" HIGH DENSITY poly-
foam, covered with light gray 32 ounce material to be provided by builder and
accepted by the Lifeguard staff.
c). Storage compartments shall be provided on both the port and starboard sides with
cabinets to contain the following: first aid box, resuscitator kit, spare oxygen bottles,
diving gear, backboards, blankets, pump -out hose, lifejackets, tools, fenders and dock
lines. The descriptions of various items will be supplied at the time of construction.
Drawers and cabinet doors will be self - latching.
g). The exact location of cabin bulkheads, and electronic and electrical panels will be
determined as necessary at time of construction. These areas shall have easy access
and be watertight.
h). The cabin decking shall be covered with high -grade marine material to be provided
by the builder and accepted by the City inspectors.
i). All cabinet faces, door and drawer faces, and countertops shall be glassed and coated
with gel coat, with the color and pattern to be determined by City of Newport Beach
inspectors.
j). Star -board shall be used for wire runs, trim, and self - facing.

10. TRANSOM CUTOUT
A 27 1/2" cutout shall be provided at the center of the transom, matching the general
lines of the transom. There shall be enough clearance to slide a person on a backboard
through the doorway. The transom cutout shall be similar in construction, appearance,
performance and durability as the 2003 rescue vessel.
11. UNDERWATER SWIM STEP
The underwater swim step shall be a 10" continuation of the bottom extending the full
width of the hull. The thickness of the center section will be the distance from the top of
the step to the bottom of the keel. The swim step shall be constructed of heavy fiberglass
lay -up, attached with all- thread, then covered and attached further with a minimum
thickness of 3/8" mat and roving. The transom cutout shall be similar in construction,
appearance, performance and durability as the 2003 rescue vessel. The swim step shall be
epoxy- coated and painted.
12. TOWING BIT
A 4" O.D., polished stainless steel, thick wall tubing post shall be installed. The towing
bit shall be attached to the aft engine bulkhead, both inboard engine longitudinal
stringers, and aft decking. The bulkhead, longitudinal stringers, decking, towing bit and
mounting hardware shall be sufficiently backed, braced and constructed to withstand
towing vessels in heavy seas. The height of bit shall be sufficient so that the towing line
will clear all transom hardware. The towing bit shall be similar in construction,
appearance, performance and durability as the 2003 rescue vessel. The vessel shall have
the same towing capacity as the 2003 rescue vessel.
13. HARDWARE
All hardware is to be polished stainless steel, with chromed brass as alternative where
stainless is not available. Galvanized steel or aluminum is not acceptable (exception only
for anchor and anchor chain). All hardware will have adequate 3/16" to ''/4" stainless steel
backing plates. Mounting location of the hardware will be determined at time of
construction by the City inspectors.
a). Bow bit, 7 %z" minimum height, and shall be through- bolted.
b). Two spring mooring cleats 8" to 10" in length through- bolted (mounted below top
sides).

c). Two stem mooring cleats 8" to 10" in length through- bolted (mounted below top
sides).
d). Eight 12" minimum rub rail strips shall be installed; one at each chalk, one at each
spring hawse pipe, and two at each stem hawse pipe..
e). Fuel and water tank fittings.
f). Two 3" x 3" right angle stock to be mounted on each transom comer, from sheer to
chine guard, with flat head machine screws with nut caps.
g). Any required hinges shall be stainless steel piano hinges.
h). Steering wheel — 20" minimum with turning spokes, and external wooden spokes.
i). Two stainless steel P.A. speaker mounts. One shall be located on the forward
coaming and one on the radar arch. The location is to be determined by City
inspectors at the time of construction.
j). Bow hatch to be standard with translucent center panel.
k). Stem cutout doorway stainless steel molding to be 23 %2" x P' x I", and shall be
mounted on the forward portion of the doorway on each comer.
1). A 7/8" stainless tubing bimini frame with Navy Blue canvas, dacron thread, using #0
bronze hooks and welded snap eyes shall be installed. The top shall not interfere with
equipment. The bimini should fold forward onto the cockpit coaming, and shall be
able to be secured to the coaming. Bimini shall be fastened below the spray shield
with stainless steel fasteners, and should be larger than the 2003 rescue boat bimini.
Size and material shall be determined by City inspectors.
m). 1" rub strip shall be mounted on the top of the transom, extending as far outboard
and inboard as possible to prevent wear on fiberglass from towline. Wood screws
shall be well recessed to prevent towline chafing.
n). One grab handle shall be mounted on each side of the transom door, extending from
the sheer to the boot strip, with no center stanchion.
o). All hose clamp /screw assemblies shall be the highest quality stainless steel.
p). One removable rail of 1" tubing, shall be provided to bridge the transom door
opening. Curvature of rail shall be gradual, creating a smooth transom line that will
not foul the tow line as it moves across the stem. A secure storage rack shall be
provided under sheer deck.

q). A step plate, 4" x 3" x 24 ", 3/32" to 1/8" thick shall be installed on the aft wash deck,
extending through the transom door and down the transom face. The plate shall be
bedded and screwed flush with flathead wood screws.
14. VENTILATION
The engine and fuel tank ventilation system shall comply with the latest U.S. Coast
Guard requirements. Exterior vents shall be of fiberglass, and the same color as the hull.
Vent hosing shall be constructed of non - collapsing, non - corrosive material.
15. ANCHOR SYSTEM
a). One Danforth, deep set, "Hi- Tensile" T -2500 anchor, with galvanized shackle, to be
stowed vertically in the anchor chain locker bulkhead.
b). 20 feet of '/4" hot dipped galvanized anchor chain.
c). 200 feet of 3/4" white nylon three strand line.
16. ENGINES AND TRANSMISSION
i). Engines
a). The vessel shall be powered by two (2) 385HP Crusader 81L engines, with modified
ECM chip.
b). The builder shall order the engines with wiring hamesses and all necessary
accessories to install the engines.
c). Engines to have standard 65amp alternators.
ii). Transmissions
a). The engines shall be equipped with Hurth HSW630A down angle transmissions with
1.5 reduction. They shall be full reversing.
17. FUEL SYSTEM
a). A 150 gallon fuel tank with a fuel tank sending unit, constructed of minimum 12
gauge aluminum, shall be installed over the keel and/or longitudinal stringers, aft of
the towing bit. Installation shall allow for the inspection and removal of the tank
without disturbance to the hull or deck structure. The tank shall be adequately

supported and braced to prevent moment. The supports and braces shall be insulated
from contact with the tank with non - abrasive and non - absorbent material, such as
neoprene rubber. The tank shall have a minimum of four (4) welded lifting eyes and
one (1) bonding tab connected to the boat's bonding system. Installation of the deck
fuel access shall be located on the topsides for easy fueling (port or starboard side
acceptable).
b). There shall be a siphon type pick -up tube for each engine, with the minimum size to
be determined by the engine manufacturer.
c). Fuel shut -off valves shall be brass, #103 HD., accessible in the engine compartment
to stop fuel flow when servicing fuel filters.
18. COOLING SYSTEM
a). Combination oil coolers and reverse gear cooling systems shall be of the highest
capacity and quality. They shall be compatible with specified engines and shall be
provided by the builder.
b). The raw water sea strainers shall be constructed of bronze with through hull intakes to
be fitted with separate high -speed pickups and screens. Perco Raw Water Strainers
P/N 493 - 007 -PLB, West Marine P/N 114811, or approved equal.
c). Raw water valves shall have stainless steel handles and shall be accessible through
the center engine hatch.
d). All hoses shall be heavy duty USCG approved, wire - inserted, and with both ends
double - clamped below the water line.
19. EXHAUST SYSTEM
The engines shall be provided non - corrosive exhaust systems designed to provide as
close to zero back pressure as possible at the exhaust manifold outlet when the engine is
operated at full speed and full power. The exhaust "y" shall be of fiberglass construction.
20. ENGINE BED/MOUNT SYSTEM
The high speed use of this vessel in high seas and the surf zone will include frequent full
throttle acceleration, full throttle tums, and deceleration loading that may cause the
engine mounting system to bear severe loading during full throttle maneuvers. The boat
builder shall determine the proper thickness (depth) and strength of the engine beds.

a). Engine beds shall be constructed of stainless and designed in such a way as to fully
cap the engine stringer and be bolted through the engine stringer (LAG BOLTS
WILL NOT BE ACCEPTED). The bed design shall be inspected and approved by
City inspectors.
b). Crusader engine mounts to be used with thrust plates.
c). The engine beds shall be constructed to eliminate oil- trapping spaces.
21. ENGINE ALIGNMENT
The alignment of the coupling flanges of the reduction gear and propeller shaft shall be
parallel within .002 inches. With the engines aligned, motor mounts, after adjustment,
shall have a minimum of %" down and 1/4" up movement for future adjustments.
22. SHAFT LOGS
Shall be a fiberglass tube glassed into the bottom of the boat. A drip -less, self - aligning
packing system, will be connected to the shaft log with hoses double - clamped at each
end. Space shall be retained between the drip -less system and the transmission flange for
the installation of the bonding system wiper brushes. The shaft logs shall be the same as
on the 2003 rescue boat.
23. STRUTS
Two heavy -duty, cast manganese bronze, single -arm struts with rubber cutlass bearings
shall be installed and aligned.
Struts will be bolted with 3/8" silicone bronze carriage bolts through the bottom and
inside stainless steel backing plates. Intermediate struts to be installed if necessary. The
rudder shall be 12 inches from the furthest point of the transom.
24. PROPELLER SHAFTS
Two 19" propeller shafts, each 1 %: " diameter, machined to S.A.E standards with double
brass castle nuts and stainless steel cotter pins will be installed on the vessel. The
propeller shaft flange shall be the `clamp fit' type, and propeller shaft couplings shall be
epoxy- coated.

Attachment A
The selection of propeller diameter and pitch shall be determined by the boat builder to
match maximum engine R.P.M. specified by engine manufacturer. Four (4) three blade
propellers (two left rotation, two right rotation) shall be installed, dynamically and
hydraulically balanced, and include a 1 1/2" shaft with a tapered, keyed hole. The
propellers will allow the vessel to meet the performance requirements given in Section #5
in this document.
26. RUDDER SYSTEM
a) A Morse -brand steering wheel, 20" diameter or larger, stainless steel destroyer type,
without rudder indicator, shall be mounted vertically and centered, 7" to left of center
line of throttles.
b) The builder shall install a hydraulic steering system. The steering system at the aft
end shall be anchored with a stainless steel mount and bolts and be sufficiently strong
to withstand rudder loads during high -speed turns.
c) Rudder arms shall be heavy -duty bronze, keyed to rudder post and clamped with
stainless steel machine bolts. Heavy duty stops shall be installed to limit rudder angle
to 55 degrees, port or starboard.
d) Connecting rod, clevis, pins, lock nuts and cotter keys shall be constructed of solid
stainless steel. The rudder connecting arm shall be solid stainless steel or stainless
steel tubing. Adjustments shall be possible by S.A.E., N.F., or N.C., left and right
hand threads on opposite end of the connecting rod and lock nuts. Clevises shall be
secured to connecting rods with cotter keys after final adjustment of rudders.
e) The rudder ports shall be manganese bronze, 1 -3/8" inside diameter. Rudder port
sleeves shall be cut to allow 1/8" projection outside of hull. These sleeves shall be
tightly fitted in the hull bottom for support during high -speed turns. The rudder ports
shall be secured to hull with silicone bronze carriage bolts.
f) The upper support bearing for each rudder shaft shall be located as high as aft deck
permits to better withstand rudder side loads during high speed turns. The bearing
shall be constructed of bronze.
g). A stainless steel locking collar with stainless steel set screws shall secure the rudders
from slipping downward.
h). The 19 " rudders shall be constructed of manganese bronze with a 1 3/8 shafts. The
rudder pattern shall be well balanced to minimize turning effort, have sufficient blade
speed steerage, and shall be selected to have maximum strength to withstand high
speed, full throttle turns.

27. ALARM SYSTEM
Three (3) heavy duty float switches shall be connected to an "Aqua - alarm" marine bell
mounted out of the weather, near the helm. A float switch shall be mounted adjacent to
each automatic bilge pump. The alarm breaker shall be independent of the main battery
switches. Float switch leads shall be connected to their main leads by non - corrosive
terminal boards.
28. ENGINE THROTTLES AND TRANSMISSION CONTROLS
Two (2) Morse -brand transmission controls shall be shall be mounted, centered on the
instrument panel, and placed as close as possible to each other, adjacent to the throttles.
The two (2) throttle controls shall be Morse -brand twin style controls. Morse -brand
connection kits and heavy duty cables shall be installed on the engines and transmissions.
The transmission control knobs shall be black and throttle control knobs shall be red.
Any control system installed on the vessel shall be approved by City inspectors.
29. WATER TANK
The vessel's water tank shall have a minimum 20 gallon capacity and be constructed of
quality plastic. The location is to be determined by builder. The fill pipe shall have a
watertight deck plate suitably marked for identification. A plastic hose shall lead to a
suitable auto pump via an inline filter. The auto pump and filter are to be located high in
engine compartment in a location protected from moisture. The pump mounting area
shall be easily accessible to work on, remove, or install the pump. The pump discharge
plastic hose shall lead to a standard bronze hose bib with bronze handle in an cockpit
area. The specific location of the hose bib will be determined by the City inspectors.
30. INSTRUMENT PANEL
The following instruments shall be provided and mounted in the instrument control
panels located at the control center. A set of instruments shall be provided for each
engine. The instruments shall be mounted on the starboard side of the gearshift and
throttles.
a). Tachometers (Electric)
b). Oil pressure gauges (Electric)
c). Engine water temperature gauges (Electric)
d). Ignition switches with starter buttons for each engine. (Keyless)

e). Manual bilge pull switches with pump "on" lights.
f). Voltmeters
g). Fuel gauge
h). Sounding alarm for engine oil pressure loss and coolant over - temperature.
i). Malfunction indicator lights for oil pressure, and coolant, oil, and transmission
temperatures.
31. COMPASS
One (1) compass, 4" minimum, lighted, Kelvin -white or equal, shall be flush- mounted
into the centerline of the control center and properly adjusted after launch. A deviation
card shall be supplied.
32. BILGE PUMPS
1. Each compartment that is not watertight shall contain 12 volt, 1" bilge pumps of the
highest quality available. The mounting surface of each pump shall be made of
laminated wood for easy bilge pump replacement if needed in the future.
2. Pumps shall be both automatic and manually controlled, and shall pump water
overboard at a minimum of 1,500 gallons per minute.
3. The through -hull fittings shall be bronze.
4. Red "on" lights shall be located at the operator's console.
5. Heavy -duty float switches shall be mounted adjacent to each bilge pump.
33. ELECTRICAL SYSTEMS
a). 12 Volt Systems
i). Batteries
The builder will provide 4 (four) Group 31 top stud batteries for starting the engines. The
batteries shall have a 33% reserve factor. The boat builder heavy -duty battery terminals
and will make provisions for mounting the batteries and connecting them into the
electrical system. Batteries shall be located to be accessible for servicing. The battery
box shall be constructed of fiberglass and painted with linear polyurethane to match the

area where it is located. The front wall of the battery box shall be hinged for easy battery
removal.
ii). Alternators
One (1) marine quality alternator shall be installed per engine (the manufacturer's rated
capacity must be at least 65 amperes).
iii). Wiring
1. All wiring shall be color -coded or identified by numbers or letters.
2. All wiring shall be neatly run, secured and protected where necessary against
mechanical injury, heat, oil or moisture.
3. Tinned wiring shall be used to prevent excessive corrosion if crimp type solderless
terminals are used.
4. Crimping, connectors, and electrical connections, including breakers, shall be covered
with shrink tubing and coated with dielectric grease electrical sealant.
5. All wiring shall be run as high as practical above the bilges to minimize moisture
exposure.
6. NO splices or butt connectors shall be allowed in any wiring run.
7. Only "W', (or approved equal) wire ends and tie straps will be permitted.
8. All wire runs shall have a 6" minimum slack loop at each end.
iv). Circuit Protection
1. Except for starter and ignition circuits, each circuit shall be provided with adequate
circuit breakers accessible in the forward cabin.
2. Systems shall include at least six additional circuit breakers for additional equipment
to be added at a later date.
3. Fuses are not acceptable.
b). Lighting
The following lamps and fixtures shall be provided. Lamps shall be selected to provide
good appearance, reliability, long life and assurance of local availability.

1. Forward storage (under the deck)
2. Lighting shall be provided on the control instrument panel that illuminates controls,
switches, etc.
3. All switches shall be marine types using the highest quality materials and
components.
ii). Deck illumination lights
1. Two adjustable Stewart-Warner deck illumination lights shall be mounted on the
radar arch.
c). Battery Disconnect Switches
One master disconnect switch shall be provided for battery selection. Switch locations
shall be designated by the City inspectors at the time of installation.
d). Electrical Panel
1. Shall be recessed and mounted on the starboard side of the companionway.
2. Shall be hinged on aft edge and adequately latched on the fore edge to prevent
vibration and shocks from opening it while the vessel is underway and to allow for
easy servicing.
3. Shall contain sufficient breakers to control all electrical devices and lighting circuits.
There is to be at least six (6) spare breakers to allow for easy servicing.
4. Two "Hobbs" hour meters shall be mounted on this panel and connected to the
ignition switches of the engines.
e). Shore Power System
1. Builder shall install a 120 -Volt receptacle to power a battery charger to be supplied
by the builder.
2. A 40 foot compatible shore power cord shall be supplied by the builder.
3. Shore power location is to be determined by the City inspectors.
4, The vessel shall have a dual circuit breaker system to control the shore power system.
34. EMERGENCY WATER PUMP

One (1) water pump, (similar to that on the 2003 rescue boat) with magnetic clutch driven
by the starboard engine, shall be installed with an electro polished heavy -duty stainless
steel mount sufficiently strong to prevent pump wobble, and slotted for adjustment of V-
belts. If the engine driven pump is not compatible with the engine, the builder will
research the feasibility of an electric pump.
a). Discharge shall be through the starboard hull below the helm.
b). Intake will be connected to one 3 -way valve permitting pumping at two (2) points:
one shall be at the lowest portion of the bilge just aft of the forward bulkhead, second
point shall have 40' of heavy duty 1 %" non - collapsing, all plastic hose with slip on
the ends.
c). Both intakes shall have protected screens.
d). Hose storage shall be in the cabin.
e). A breaker shall protect the pump.
f). The pump shall be controlled by a high - quality pull switch accessible from the helm.
35. RADAR ARCH
The builder shall install a stainless steel tubular radar arch that shall be installed over
the cockpit and, aft of the seats, extending from coaming to coaming.
2. The design shall be approved before construction.
3. The arch shall have sufficient strength to support the radar array, two (2) P.A.
speakers, deck lights, Lifeguard and VHF radio antennas, a GPS antenna, and
navigation lights.
4. The height of the arch from the distance between the deck and the underside of the
arch shall be determined at time of construction, but not less than 84 inches.
5. The bimini top shall be not interfering with the operations of the radar arch and
equipment.
6. The arch shall be of similar construction and appearance of the other Newport
Lifeguard rescue vessels.
36. FIRE EXTINGUISHMENT SYSTEM

The builder shall provide one (1) class 40 B & C handheld fire extinguisher and
stainless steel mounting bracket. This system shall be Coast Guard approved and the
same as the 2003 rescue boat.
2. The builder shall provide and install an automatic fire system in the engine
compartment with a manual pull cable for to discharge. The fire system shall cover an
area of no less the 350 cubic feet and shall contain a dry chemical substance.
3. The City inspectors will determine the location of the fire suppression equipment at
the time of construction.
37. CORROSION CONTROL
The boat builder shall ground the boat adequately and install zincs where necessary to
protect underwater hardware against electrolytic action. An Electro -guard system with
shaft brushes shall be installed. Each engine, propeller shaft, shaft log, strut, rudder post
and port, and all underwater through -hull fittings shall be bonded by a No.10 copper
(solid) plastic covered wire without a break in the wire. Test lead wire shall be used to
bond rudder posts due to the rudder movement. Wiring shall be properly secured along
the entire length. Each wire run shall have a six (6 ") inch extra wire loop at each end for
future repairs. The main zinc anode shall be recessed into the swim step, and zinc shaft
collars shall be installed on each propeller shaft.
38. BOAT COVER
The builder shall supply custom fit cockpit cover from spray shield to aft engine bulk
head with additional accessory covers for the following: each aft compartment,
companionway, radar unit window, compass, and cockpit storage compartment, The
covers shall be protected with added material at each stress and chafe point to prevent
wear. Covers shall be constructed of quality material with bonded polyester thread and
stainless steel and chrome plated brass "Lift -A -Dot', each with short post snaps with
morning screws. A storage boot cover for the bimini top with an all plastic zipper and
slide shall be provided. The cover shall properly drain and be approved by City
inspectors.
39. ELECTRONICS
Radar, GPS, depth sounder, VHF radio, lifeguard radio, PA, siren and David Clark
communication systems shall be provided by the City. The location of the electronic
equipment will be determined by the City inspectors at the time of the construction. The
builder will run all wire and install all equipment and antennas.

40. NAVIGATION LIGHTS AND EQUIPMENT
Shall be U.S. Coast Guard approved for International waters. (Note: Hom requirement
will be met by a P.A. /siren system.) Lights shall be included in a stainless steel housing.
All lights shall be mounted to minimize reflection into the operator's eyes. The port and
starboard running lights shall be mounted on stainless steel back tabs on the upper sides
of the radar arch.
41. 12 VOLT POWER POINTS
Four, 12 volt DC. Cole Hersee waterproof receptacles shall be installed near the helm at
the location specified by the City of Newport Beach. The receptacles shall have screw -on
waterproof caps for protection when not in use.
42. FINISH, TRIM, INSULATION
a). Fiberglass
i). Shall be installed on foredeck, cockpit, coverboards, swim step, and any
other locations where strength, waterproofing or design may prescribe.
ii). Cloth shall be applied neatly and all pores shall be completely filled with
resin. Complete fiberglass job shall be sanded smooth before application of
colored finishes.
b). Preservatives
The complete interior of the hull, including the underside of the deck, interior of
the cabin and all places where the plywood is not covered with fiberglass shall be treated
with polyester resins.
c). Finish
The boat shall be finished with a high quality, high gloss, exterior gel coat finish. The
forward cabin interior bulkheads, and cabinet faces and tops shall be faced with Formica
and the overhead and interior of the hull shall be gel coat with webbing.
i). The forward cabin interior bulkheads, hull, overhead, and interior of all
storage shall be gel coat, epoxy or linear polyurethane in a color selected by the
City inspectors.
ii). The hull sides, coaming areas, and transom shall match the color of the
Newport Beach Lifeguards rescue vessels currently in service.
iii). 2" blue boot -line will be provided at the waterline.

iv). All decks and coverboards shall be light gray.
v). The interior of the hull shall be finished in a light blue to be specified by the
Lifeguard staff.
vi). The spray shield (dodger) shall be made of Star -board and varnished.
vii). All teak shall be vamished.
43. BOTTOM PAINT
The bottom of the vessel is to be sanded with #80 sandpaper, not to penetrate the gel coat
finish. Bottom paint and primer of equal protection and durability will be accepted to
meet all State and local laws. The builder shall provide the City staff with information of
new products prior to primer and bottom paint application.
44. NON -SKID SURFACES
All deck surfaces shall have non -skid silica sand applied evenly onto wet pigmented
resin. A second coat of pigmented resin shall be applied after the first coat is dried. A %"
border, free of non -skid material shall be provided at the following locations: around
hatch openings, hatches, any deck hardware, hinges and vertical surfaces. Pigment shall
be equal in color to Sterling Linear Polyurethane Light Gray. The grit of the silica sand
shall be determined at the time of construction by the City inspectors.
45. LETTERING
All lettering shall be vinyl polyester and installed by the contractor. The design and
location will be determined at the time of construction by the City inspectors.
46. SPECIFICATION REVIEW
Prior to construction, the successful bidder shall meet with the City of Newport Beach
representatives to review these specifications.
47. PROTECTION DURING CONSTRUCTION
The vessel must be protected from the weather during construction and prior to delivery.
The contractor shall take care and preserve the structure, fittings, outfit, paint work,
engines, auxiliaries, appliances, and apparatus to insure delivery in a satisfactory

condition. Measures shall be taken to prevent wear and tear or damage to construction
and to prevent corrosion and contamination of machinery parts. All defects, damage and
deterioration of the vessel or components that develop during construction, fitting out,
and trials shall be corrected by, and at the expense of, the contractor.
The builder shall provide security of the new vessel. The builder shall be liable for
equipment provided by the City.
48.
The vessel shall be subject to inspection at any time during contractor's normal working
hours by City representatives. The City will designate a proiect manager who shall be
responsible for the approval of any changes in the construction of the vessel or
procurement and installation of any equipment described in these specifications, Any
unsatisfactory materials or evidence of faulty workmanship shall be removed and
replaced or corrected by and at the expense of the contractor.
Failure by the City staff to find faulty materials or workmanship at inspection times does
not release the builder of the responsibility for said materials or workmanship.
The builder will give a 24 -48 hour notice to City inspectors at the following points of
construction.
a). Completion of hull
b). Assembly of the decks and cockpit
c). Installation of the engine stringers and mounting beds
d). Any paint, gel -coat, or primer applications
e). Installation of the bulkheads.
f). Installation of any through -hull ports, shaft or rudder openings
g). Installation of the control. station and dash board
h). Installation of the engines, running gear, and exhaust system
i). Installation of the radar arch and electronic equipment
j). Installation of the fuel system
k). Installation of circuit breaker panel

49. SEA TRIALS
Prior to acceptance, the City of Newport Beach shall be notified to make arrangements
for sea trial of the vessel at a mutually acceptable location. The City shall have (30) thirty
days to determine if the vessel as delivered meets the performance requirements and
specifications.
50. WARRANTY
a). The builder shall guarantee the hull of the boat against failure due to faulty material,
workmanship or design for a period of not less than one (1) year after acceptance.
b). The hull shall be guaranteed to be free from leaks except through the propeller shaft
packing for one (1) year after acceptance.
c). Machinery and other supplies or installed items shall be guaranteed and provided by
their respective manufacturer.
d). Workmanship and materials used in the installation of machinery and other
components shall be guaranteed against failure for one (1) year.
51. MANUALS, DIAGRAMS, PARTS LIST
For future reference and parts ordering, the contractor shall provide a copy of all
purchased parts used, component manufacturer's instruction and maintenance manuals
and an accurate electrical wiring diagram with the boat prior or at the time of delivery.
52. DELIVERY
The vessel shall be transported to a boat yard for launching by the builder. The boat shall
be launched at the designated boat yard, and shall be monitored for any leaks of other
problems by the builder. The vessel shall be delivered to 1901 Bayside Drive, Corona del
Mar, California.
