SUBJECT: UNSCHEDULED VACANCY ON THE BOARD OF LIBRARY TRUSTEES
- APPOINTMENT
RECOMMENDATION:
Appoint one of the two nominees (John Moftakhar or Stephanie Murguia) to fill the
vacancy on the Board of Library Trustees, which was created as a result of the
resignation of Harry Hamilton. The successful applicant will be appointed to fill the
balance of the unexpired term, which expires on June 30, 2009.
DISCUSSION:
On July 25, 2006 the Council confirmed the above -named nominations.
As per Council Policy A -2, the following is the procedure for voting on appointments to
City Commissions, Boards and Committees:
A. The Council will vote on all appointments and seats on each Board /Commission
simultaneously. The voting will be by paper ballot and the City Clerk will tabulate
and announce the results, including the vote tally.
B. Each member of the Council will cast the number of votes as indicated on the
paper ballot for each seat from the list of the nominees. In order to be appointed,
the nominees must receive at least four votes.
C. For boards /commissions with two vacancies, if two of the nominees receive four
or more votes, they will be automatically appointed.
D. If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.

E. In the event that no one receives four votes, nominees receiving zero or one vote
will be dropped and the Council will cast two votes from the list of the remaining
nominees and the determination will be made as previously stated.

— CONFIRMATION OF NOMINEES
RECOMMENDATION:
Confirm the nominations made by the Ad Hoc Appointments Committee as listed below
to fill the unscheduled vacancy as a result of the resignation of Harry Hamilton. The
successful applicant will be appointed to fill the balance of the unexpired term, which
expires on June 30, 2009.

DISCUSSION:
At the Regular Meeting of June 13, 2006 the City Council declared the position vacant
and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2.
Mayor Pro Tern Rosansky and Council Members Selich and Daigle were appointed as
the Ad Hoc Appointments Committee. The deadline to apply was Wednesday, July 12,
2006. At the conclusion of the application period the applications were forwarded to the
committee for their review and interviews were conducted on Wednesday, July 19,
2006. The appointment is scheduled for the meeting of August 8, 2006.

Special Qualifications Particularly Appropriate for an Appointment
to the Board of Trustees Library
I am a great supporter of libraries. In my youth I found adventure, knowledge and friendship in
the library. Those three qualities are why as an educator and former elementary school teacher I
taught my students, nephews and nieces, the library is as great as Disneyland. You can find
anything in the library.
I feel that I would like to be a part of the community and become more involved in civic
leadership as a Library Trustee. I feel the written word on paper; in books, magazines and
newspapers not get engulfed and lost within the technologies available today. It is important as
decision makers and leaders that we balance technology and paper. As I stated before I have and
still do value what I can find in the library and I would like to continue to make that available to
my community members, young and old.
I currently hold a seat on the Board of Directors for Leadership Tomorrow in the capacity of
Vice Chairperson and previously, the Program Chair for the 05 -06 year. Leadership Tomorrow is
a program designed to help people become more engaged their communities. Many of our
graduates become volunteers in civic organizations, attain appointments to Boards or
Commissions and even run for elected office. I was a member of the Class of 2004 in Leadership
Tomorrow and was asked to serve on the Board of Directors upon graduation. Several current
Council members and Commissioners are graduates of our program in Costa Mesa, Irvine and
Newport Beach including Mr. Rosansky and Mr. Adams.
I served as the Vice Chair of the Entertainment Committee for the Kick -off event for the year-
long Newport Beach Centennial Celebration. Our committee was charged with providing the
entertainment for the event which included the main stage and two additional venues with the
Dunes complex. The headliner band, the Beach Boys performed for a sell -out crowd of over
8000 people. The event was the largest of its kind ever sponsored by the city of Newport Beach.
Currently, I am serving on the Entertainment Committee for the Newport Beach Centennial
Celebration in October as well as the McFadden Square Project with Bernie Svalstad.
Also, I served as Vice Chair on Special Events Committee for the Corona del Mar Centennial
Celebration. Our committee was charged with the Corona del Mar Beach Party and Expo held on
the weekend of October 16`h and 17'h'2004. Those activities included a number of first for
Newport Beach, a live concert at Corona del Mar State Beach, a vintage boat parade and a
fireworks display over the mouth of the harbor.
Also, I have been a volunteer at the Taste of Newport Beach sponsored by the Newport Beach
Chamber of Commerce, since 2002.
