(4 Ayes, 2 Absent, 1 Abstain) Item 2: The minutes of the adjourned meeting of January 31, 2006 were approved. (4 Ayes, 2 Absent, 1 Abstain) Item 3: Our Lady Queen of Angels Church Expansion (PA2005 -092) 2046 and 2100 Mar Vista Drive Our Lady Queen of Angles Church proposes to expand their existing church and school facilities by relocating its church to the adjacent property located at 2100 Mar Vista Drive and expanding its school within the existing boundaries at 2046 Mar Vista Drive. The expansion includes the construction of a 1,170 -seat sanctuary, additional classrooms, and a 9,450 square foot gymnasium. The proposed project, requires approval of a Use Permit to allow the expansion of the existing church and school facility; to allow the church building to exceed the permitted building height; to allow the transfer of development intensity between the two properties; and to allow a total of ten portable classrooms on a temporary basis. A traffic study is also required pursuant to the Traffic Phasing Ordinance. This was the second hearing conducted by the Planning Commission on this application. In response to prior questions by the Planning Commission, staff and the applicant provided additional information on the peak hour traffic characteristics of the streets surrounding the project site, with a particular emphasis on the duration of the peak traffic that results from the beginning and ending of school sessions at both Our Lady Queen of Angels Elementary School and Corona del Mar High School. Also discussed were Planning Commission Agenda for September 7, 2006 Page 2 the location and design of the pedestrian crossing between the new sanctuary and the existing church campus, the adequacy of the parking supply and the parking management plan, and the design and height of the new sanctuary and associated tower and cross feature. Public testimony focused on the traffic in the area, particularly in the morning drop -off and afternoon pick -up times. The Commission's discussion recognized the fact that the traffic in the area is quite congested during the approximate 20 minute time -frame associated with the opening and ending of school sessions. However, the Commission concluded that this was an acceptable situation given the limited duration of the congestion, and the fact that most of the problem is related to Corona del Mar High School, which the City is not in a postion to control. The Commission also discussed the parking management plan and pedestrian crossing location, agreeing with the applicant's suggested alternate mid - block crossing location and adding items for the City Traffic Engineer to consider in finalizing the Parking Management Plan. At the conclusion discussion, the Planning Commission approved the project. (6 Ayes, 1 Absent) The item is subject to appeal by the City Council or any interested member of the public. The appeal period closes at 5:00 PM on Thursday, September 215\ Item 4: The Koll Company (PA2006 -095) 4450 MacArthur Blvd. General Plan Amendment, Planned Community Plan Amendment and Use Permit to transfer un -built retail and restaurant and office square footage from Office Site B to Office Site A of the Koll Center Newport Planned Community (PC -11) for the construction of a 21,375 square foot, two -story office building over one level subterranean parking structure. The Planning Commission had no stated concerns about the proposed office project, but did discuss the factors which led to the necessity to amend the General Plan Land Use Element. While indicating their support of the project, the Commission directed specific changes to the draft Resolution, and continued the item to September 21St. (6 Ayes, 1 Absent) Item 5: Planned Community Development Amendment No. 2006 -004 (PA2006 -173) Amend the Aeronutronic Ford Planned Community Development Plan to decrease the maximum density permitted in Planning Area 5 from 48 dwelling units to 47 dwelling units and to prohibit subdivisions that would increase dwelling units. This proposal, initiated by the City Council at the request of the Belcourt Homeowners Association, would prohibit any new residential subdivisions. The Planning Commission requested information on the reason for the proposed amendment, and some expressed concern that this amendment Planning: shared \Planning Commission\pcagendarpt9- 07.doc Planning Commission Agenda for September 7, 2006 Page 3 was more stringent than the recently adopted subdivision policy in the updated General Plan Land Use Element.
