SUBJECT: RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF
PORTIONS OF COURT AVENUE, 20TH STREET, 22ND STREET, 23RD
STREET, WASHINGTON STREET, SELECTED PARKING LOTS,
NEWPORT & BALBOA BEACHES AND PIERS AND PENINSULA PARK
FOR THE CENTENNIAL CELEBRATION
RECOMMENDATION:
It is recommended that the City Council adopt the resolution attached to this
memorandum.
DISCUSSION:
As part of the upcoming centennial celebration, a number of activities are planned at the
piers and surrounding areas. Staff has determined that it is necessary to temporarily
close limited portions of certain streets, both piers, beach areas around the piers,
Peninsula Park and portions of selected parking lots in order to allow for set up and
parking for the events, and, for the events. themselves. The resolution identifies which
streets and areas will be closed and what areas will have restricted access.
The following areas are proposed for closure:
1. A portion of McFadden parking lot which may be reserved for vendor parking
2. The Oceanfront lot on Oceanfront west adjacent to McFadden Plaza which will
be used as a shuttle drop off point and will be reserved for vendors and
exhibitors
3. Court Avenue from 20th Street to McFadden Plaza which will be closed to
vehicular traffic as will 20th Street from Court Avenue to Oceanfront east along
with the paved access road to lifeguard headquarters and the headquarters
.building

4. 22nd and 23rd Street from Balboa to the Oceanfront lot will be closed and used
as a bus drop off route
5. 15"' Street from Balboa to Oceanfront.
6. Both piers and areas around each pier on the beach will be closed to allow for
the setup and firework show
7. Washington Street from Edgewater Place /Bay Avenue to Oceanfront, as the area
will be used as an art walk
8. The A & B street parking lots which will be reserved for entertainment and vendor
parking
9. Designated portions of the parking lots adjacent to the Balboa pier which will be
reserved for City staff and volunteers, VIP parking, City equipment and vehicles,
bike parking and an area for chalk art
Maps are attached to more clearly identify the areas slated for closure.
General Services, Public Works, Utilities, and Recreation & Senior Services have
determined which portions should be closed to allow for the setup and the holding of the
events themselves with minimum disruption to the public.
Environmental Review: This is not a project under CEQA.

SECTION 1:
The City Council of the City of Newport Beach finds and declares as follows:
A. The City is planning coordinated all day events at each of its piers and
surrounding property in celebration of the centennial anniversary;
B. The centennial celebration is anticipated to attract thousands of residents and
visitors, creating traffic problems, parking demands and pedestrian congestion
near each pier;
C. Many residents and visitors will use public streets to celebrate the occasion
which will impede efforts to plan and coordinate the centennial celebration of
both locations;
D. Other public areas are needed for organizing and holding celebration events,
including firework displays off each pier;
E. The temporary closure of portions of the streets and public areas is necessary
for the safety and protection of persons using such during the centennial
celebration;
F. The Vehicle Code of the State of California permits the temporary closure of
portions of any street for celebration or local special events when the Legislative
body designates by resolution the. closing is necessary for the safety and
protection of persons using the street during temporary closing.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach as follows:
SECTION 2:
A. Pursuant to the provisions of Article 3, Chapter 1, Division 11 of the Vehicle
Code of the State of California, the Newport Beach City Council hereby
authorizes the City Manager to temporarily close the following streets, parking
lots, piers, beaches and parks when the closure is necessary for the health,

welfare, and protection of the public during the centennial celebration or similar
activities:
1. McFadden parking lot at Balboa Boulevard and McFadden Place.
2. Oceanfront lot on Oceanfront west from McFadden Place past 23rd
Street.
3. Court Avenue from 20th Street to McFadden Plaza.
4. 20th street from Court Avenue to Oceanfront west, and the paved access
path to, and including, lifeguard headquarters.
5. 22nd and 23rd Street from Balboa to Oceanfront west.
6. 15th Street from Balboa to Oceanfront.
7. Newport and Balboa piers and designated ,areas of the beach surrounding
each.
8. Washington Street from Edgewater Place /Bay Avenue to Oceanfront east.
9. A & B street parking lots.
10. Peninsula Park.
11. Designated public areas and parking lots adjacent to Balboa Pier.
12. Other designated locations deemed necessary by the City Manager for
the safety and protection of the public during the centennial celebration.
B. That the authority of the City Manager to temporarily close the streets and areas
as listed above is limited the period from 4:00 a.m. on October 8, 2006, to 12:00
a.m, on October 9, 2006.

areas as listed above is limited the period from 4:00 a.m. on October 8, 2006, to
12:00 a.m. on October 9, 2006. The authority of the City Manager to close
parking lots and other areas is limited to the period from five days prior and 3
days after the event as needed.
