SUBJECT: ADOPT RESOLUTION FOR THE INSTALLATION OF STOP SIGNS AT
THE INTERSECTION OF NEWPORT HILLS DRIVE EAST AT PORT
SEABOURNE WAY
RECOMMENDATION:
Adopt a Resolution for the installation of STOP signs at the intersection of Newport Hills
Drive East at Port Seabourne Way.
DISCUSSION:
A traffic calming study of the Newport Hills and Harborview communities (Kimley -Horn
and Associates, Inc., 2004) identified safety issues for vehicles at the intersection of
• Newport Hills Drive East at Port Seaboume Way due to existing median locations and
school related traffic. As mitigation for the safety issues at this location, staff and the
study recommend installation of STOP control for all vehicles to reduce conflicting
movements.
Currently, Port Seaboume Way at Newport Hills Drive East is controlled by a STOP.
Posting of STOP for northbound and southbound Newport Hills Drive East is
recommended to create an all -way STOP.
Environmental Review:
Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1(c) of Title 14,
California Code of Regulations. Exemption is for minor alteration of existing facilities
hot expanding existing uses.

OF NEWPORT BEACH TO POST ALL -WAY STOP
CONTROL AT THE NEWPORT HILLS DRIVE EAST /PORT
SEABOURNE WAY INTERSECTION
WHEREAS, Section 12.36.010 of the Newport Beach Municipal
Code provides that whenever any ordinance or resolution of this City designates
and describes any intersection at which vehicles are required to stop at one or
more entrances thereto, the City Traffic Engineer shall erect and maintain STOP
signs at those entrances of each intersection where a stop is required; and
WHEREAS, it has been determined that there is a need for all -way
STOP control at the intersection of Newport Hills Drive East at Port Seabourne
Way.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach, that the following described location is hereby designated
as an intersection at which all vehicles are required to stop:
Newport Hills Drive East at Port Seaboume Way •
BE IT FURTHER RESOLVED that the City Traffic Engineer is
hereby directed to erect and maintain all necessary signs at the above locations.

DISCUSSION:
A traffic calming study of the Newport Hills and Harborview communities (Kimley -Horn
. and Associates, Inc., 2004) identified limited sight distance for vehicles due to the street
alignment at the intersection of Newport Hills :Drive East at Port Albans Place and
Newport Hills Drive East at Port Seaboume Way. As mitigation to the sight distance
issue at these locations, staff and the study recommend installation of STOP control for
all vehicles approaching both intersections to improve safety and reduce conflicting
movements.
Newport Hills Drive East at Port Albans Place is currently an uncontrolled intersection.
Posting of an all -way STOP control is recommended. Currently, Port Seaboume Way
at Newport Hills Drive East is controlled by a STOP. Posting of STOP for northbound
and southbound Newport Hills Drive East is recommended to create an all -way STOP.

Subject: City Council Meeting 9/12/06 Consent Calendar Item No.4
The Board of Directors of the Newport Hills Community Association, which represents more than 500 homes in the
Port Streets, request that you remove Consent Calendar Item No. 4 from your 9/12/06 Agenda and continue it to a
future date after the Port Streets community have had an opportunity to review it with our residents.
Our particular concern is the proposed addition of stop signs to create a 4 -way stop at Port Albans and Newport Hills
Dr. East. Our Board wrote to the City on May 4, 2006, noting our concerns with adding stop signs at this intersection.
Aja y of the letter sent is attached for your information. A response from the City was never received. This
iriWtion is a little over 100 ft. from the 4 way stop at Newport Hill Dr. East and Eastgate. Having another stop so
close does not seem practical, and while some residents on Port Albans may favor this change, it would affect the
whole community, and therefore needs to be reviewed with the residents before moving ahead.
In a month or so both the Newport Hills and Harbor View Community Associations will.be having their annual
meetings, and this would be a very good time for us to review this item and the other proposed traffic calming
measures. There was activity regarding traffic calming in our area in 2004, but little information has surfaced in our
community since then. We understand that there is also Item 23 on your 9/12/06 Agenda which submits
"Neighborhood Traffic Calming Guidelines ", and City Council Policy L26 for approval: Policy L26 is not available on
line for review and we have yet to receive a copy of this Policy for our review.
We feel it is unfortunate that there has.been little or no contact with our community since 2004.on this subject .and
request that your consideration of the traffic calming recommendations be postponed until our residents can become
familiar with the City proposals at our annual meetings.
But in particular, we request a delay on the stop signs at Port Albans and Newport Hills Dr. East. There are other
intersections on Newport Hills Dr. East which have more restricted site distance problems than Port Albans, but it just
isn't practical to line Newport Hills Dr. East with more stop signs. Unfortunately, the Association's Board of Directors
is unable to attend tonight's council meeting, as the Associations Board meeting is also scheduled for this evening.

TRAFFIC CALMING MEASURE- PLANS
Dear Mr. Brine:
As management agent for the Newport Hills Community Association, I have been
requested by the Board of Directors to contact you regarding the traffic calming report
sent for various remedies in the Port Streets.
Please be advised that the Board of Directors reviewed the map locating the various
proposed modifications for traffic calming in the Port Streets. The Board of Directors is
in agreement with the proposed changes, except for the installation of a 4 -way stop •
sien at the intersection of Port Albans and Newport Hills Drive. The Board of
Directors is concerned that two stop signs (Newport Hills Drive/Eastgate) in this area are
too close in proximity to each other.
As discussed, it is strongly recommended that you send a copy of the proposed
improvements to the Harbor View Community Association, as many of the
improvements are proposed within their neighborhood.
