BARRETT AS THE CITY'S REPRESENTATIVE ON THE ORANGE COUNTY VECTOR CONTROL DISTRICT BOARD FOR A FOUR -YEAR TERM ISSUE: Does the Mayor want to appoint, with Council's concurrence, Dr. Virginia Barrett to the OC Vector Control District Board for a four -year term, as the City's representative? RECOMMENDATION: Appoint Dr. Barrett to a four -year term on the Orange County Vector Control District. DISCUSSION: Background: The Orange County Vector Control District is a special district with a Board composed of representatives from the 34 cities in the County, along with a representative from the County of Orange. The District obtains its operating budget from a tax levy placed on property tax bills from within the County. The levies are subject to a vote of County residents. The Board has policy making authority over the District. A District Manager, Gerard Goedhart, provides day -to -day oversight of staff and operations. Dr. Virginia L. Barrett was first appointed as the City of Newport Beach's Board representative in March, 2001. Since that time, Dr. Barrett has made annual oral reports to the City Council on District issues pertaining to Newport Beach. She attended 59 of the 68 meetings (87 %) held by the District. Dr. Barrett is willing to continue serving as Vector Control Board Appointment November 14, 2006 Page 2 the City's representative on the District Board; however, she is willing to step aside if a City Council Member would prefer to assume the City's representation.
