TITLE: Harbor Commission Pairings with the City Council and Other
Commissions, Boards and Committees
ABSTRACT:
Each year, the Harbor Commission typically assigns individual Commissioners to pair with
individual Council Members in an effort to promote awareness of the various issues that might
affect both bodies, particularly harbor related items. In addition, the Harbor Commission may
also consider assigning individual Commissioners as liaisons to other Commissions, Boards
and Committees within the City.
RECOMMENDATION:
1. Approve the Harbor Commission's pairing assignments with the City Council; and
2. Approve the Harbor Commission's pairing assignments with other City Commissions,
Boards and Committees, if desired.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION
At the January 14, 2015 Harbor Commission meeting, Commissioner Blank requested that the
Council pairings list be generated and discussed at the next meeting. In addition, he requested
that the Commission consider pairing with other City Commissions, Boards and Committees as
a way to stay abreast of City projects and issues. The City's various Commissions, Boards and
Committees are:

• Tidelands Management Committee (current liaison is Commissioner Blank who
was voted in by the Committee)
• Balboa Village Advisory Committee
• Environmental Quality Affairs Committee
• Finance Committee
• Newport Coast Advisory Committee
• Water Quality/ Coastal Tidelands Committee
ENVIRONMENTAL REVIEW:
Staff recommends the Harbor Commission find this action is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result
in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the Harbor Commission considers the item).
