Public comments are invited on agenda and non-agenda items generally considered to be within
the subject matter jurisdiction of the Commission. Speakers must limit comments to three (3)
minutes. Before speaking, we invite, but do not require, you to state your name for the record.
The Commission has the discretion to extend or shorten the speakers' time limit on agenda or
non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a
courtesy, please turn cell phones off or set them in the silent mode.

6) CURRENT BUSINESS
1. Mooring Review—Ad Hoc Committee Formation
At the January 27, 2015 City Council Study Session, staff presented a recap of the recent
changes to the City's administration of the moorings, as well as the residential and commercial
piers in the harbor. As a result, the City Council directed the Harbor Commission to study the
moorings, and to return to the City Council with a recommended path forward.
This Commission is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Commission's agenda be posted at least seventy-two(72)hours in advance of each regular meeting and that the public be
allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject
matter jurisdiction of the Commission. The Commission may limit public comments to a reasonable amount of time,
generally three(3)minutes per person.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act("ADA") in all respects.
if, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the
City of Newport Beach will attempt to accommodate you in every reasonable manner. If requested, this agenda will be
made available in appropriate alternative formats to persons with a disability,as required by Section 202 of the Americans
with Disabilities Act of 1990 (42 U.S.C. Sec. 12132), and the federal rules and regulations adopted in implementation

Recommendation:
1) Establish a Mooring Ad Hoc Committee to evaluate the City's current administration of
the moorings, and to make recommendations to the Harbor Commission who would then
forward those recommendations to the Council for consideration.
2. Harbor Commission Pairings with the City Council and Other Commissions, Boards and
Committees
Each year, the Harbor Commission typically assigns individual Commissioners to pair with
individual Council Members in an effort to promote awareness of the various issues that might
affect both bodies, particularly harbor related items. In addition, the Harbor Commission may also
consider assigning individual Commissioners as liaisons to other Commissions, Boards and
Committees within the City.
Recommendation:
1) Approve the Harbor Commission's pairing assignments with the City Council; and
2) Approve the Harbor Commission's pairing assignments with other City Commissions,
Boards and Committees, if desired.
3. Cheyenne 30-Day Update (February)
Per the Harbor Commission's direction at the November 2014 meeting, the Commission will
review the 30-day update for the vessel Cheyenne as submitted by Mr. Chris Welsh.
Recommendation:
1) Receive and file.

TITLE: Cheyenne 30-Day Update (February)
ABSTRACT:
Per the Harbor Commission's direction at the November 2014 meeting, the Commission will
review the 30-day update for the vessel Cheyenne as submitted by Mr. Chris Welsh.
RECOMMENDATION:
1. Receive and file.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the Harbor Commission find this action is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result
in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the Harbor Commission considers the item).

Chris, coincidentally to your update request I was in Flagstaff today reviewing the dome progress and got home
an hour ago. The photo below was taken the end of last week and the second one today. It is critical that the
inside and outside hemispheres are concentric; we were measuring today to make sure it is progressing as
desired. We have a ultrasonic thickness measuring tool and take readings down to .1 M 4 or .004" and the
concentricity looked good. In the second photo additional bracing on the platter is present; we found a week ago
that the dome was trying to move on the platter so this was tended to via brace clamps and the tighter grip
resulted in faster grinding.
In the last month, we have been seeking the creation of the "tool' for the final polishing; today we reviewed a
quick and dirty test tool that was made last week. The method appeared to work so the actual final tool is now
being made. They will be looking to apply the tool to the dome as soon as it is ready which will be 7-10 days.
The polishing process is 2-3 weeks, and there will come a final touch up polish by hand inside and out for a few
days.
Dave Girling relayed that there was some question at the last meeting as to whether the new dome had been
damaged or had a crack;nothing of the kind has occurred. Someone is likely misreading the cutting marks and
the felt pen or pencil marks that are part of the measurement process. One is very evident in the first photo.
These are applied and re-applied as we proceed. The white crustiness is the cut dust and irrigating water
splattered on the area not currently being worked; in the upper photo it has just been rinsed off.
When the dome is complete and in our hands, we still have 4-5 months to fit the dome, test in PA, and re-
assemble the sub.
