• Fairness to the existing mooring holders and
the citizens of Newport Beach, especially
with regard to transferability and annual
mooring fees.
• Reasonable value must be returned to the
tidelands for the use of a public asset and
there must not be a perceived gift of public
funds.
• There must be availability and access to
moorings for the general public, and the
mooring plan must enable turnover which
means that supply and demand exist in
some semblance of equilibrium .

• Speculation, profiteering or arbitrage
cannot be allowed to exist.
• Mooring holders should be compensated
in some way if the City is able to rent
vacant moorings.
• Transparency must be evident at all
levels.
• A Central marketplace or exchange
should be created .
• All aspects of the permit must be
enforced (e.g., liability insurance) .
• Annual fees must adjust regularly, and be
based on a market-based comparison .
