Back Bay Drive Roadway Maintenance Project — Completion and Acceptance of
Contract No. 6005 (CAP15 -0041)
At the February 10, 2015 meeting, the City Council awarded the Back Bay Drive Roadway Maintenance
Project to Pavement Coatings Company for a total contract amount of $182,098.20. This work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of
Completion has been recorded in accordance with applicable portions of the Civil Code; and
c) Release the Faithful Performance Bond one year after this Council acceptance.

The contract has now been substantially completed to the satisfaction of the Public Works Department. A

The Back Bay Drive Roadway Maintenance Project rejuvenated

The revised striping and signage on Back Bay Drive provides better guidance to all users (pedestrians,
cyclists and motorists), enhances the "trail" feel of the roadway, reduces sign pollution and helps to calm
traveler speeds. All roadway users have maintained the same access as before the project (both
northbound and southbound travel for pedestrians and cyclists and northbound travel for motorists).
Revision to the striping and signage of this section of Back Bay Drive has completed a Tier 1 Project in the
recently adopted Bicycle Master Plan.
One change order in the amount of $4,967.22 (2.7 %) was issued. During the project, the City's storm drain
contractor required sole access to a portion of Back Bay Drive to complete a critical task ahead of the
planned schedule. This task required Pavement Coatings Company to pull off the worksite on a planned
work day. The change was authorized to cover expenses incurred by delaying the pavement contractor's
labor, materials, and equipment.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental Quality Act
( "CEQA ") pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of
capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
