Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer PHONE: (949) 644 -3314 TITLE: 2014 -2015 Citywide Slurry Seal Program — Award of Contract No. 5895 (CAP15- 0013) ABSTRACT: Staff has received construction bids for the 2014 -2015 Citywide Slurry Seal Program and is requesting City Council's approval to award the contract to American Asphalt South, Inc. This year's Asphalt Slurry Seal project is located primarily in the Irvine Terrace, lower Corona Del Mar (south of East Coast Highway) and Shorecliffs neighborhoods. RECOMMENDATION: a) Approve the project drawings and specifications; b) Award Contract No. 5895 to American Asphalt South, Inc., for the Total Bid Price of $485,035.00, and authorize the Mayor and the City Clerk to execute the contract; and c) Establish a contingency amount of $49,000 (10 %) to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding in the following accounts for the award of this contract. Various DISCUSSION: Purpose Amount Construction Contract $ 485,035.00 Construction Contingency $ 49,000.00 Material Testing $ 17,550.00 Printing & $ 2,000.00 Incidentals Total: $ 553,585.00 At 10:00 a.m. on April 8, 2015, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low American Asphalt South, Inc. $485,035.00 2 Pavement Coatings Company $579,100.00 3 Roy Allan Slurry Seal Inc. $587,445.00 4 All American Asphalt $700,125.00 The low total bid amount is 19 percent below the Engineer's Estimate of $600,000.00. The lower than expected bids are possible associated with the recent decline in crude oil prices. The low bidder, American Asphalt South, Inc., possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. This year's Asphalt Slurry Seal project primarily addresses local and collector streets in the Irvine Terrace, Corona Del Mar (south of East Coast Highway) and Shorecliffs communities. Work for the Shorecliffs and Irvine Terrace communities is expected to start in June while work for the Corona Del Mar community will occur in September. As is typical with slurry seal work, the contractor will alternate streets in order to provide as much on street parking as possible for residents. The work necessary to complete this contract consists of distributing construction notices to affected businesses and residents, clearing existing pavement surfaces of debris, soils, and other loose materials, removing existing traffic striping, pavement markings, and raised pavement markers, crack sealing, placing emulsion aggregate slurry seal and sealcoat, installing new traffic striping, pavement markings, and pavement markers, and other incidental items of work necessary to complete the work in place. Pursuant to the Contract Specifications, the Contractor will have 60 consecutive working days to complete the work. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Section 15301 class 1(c) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
