Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Chris Miller, Harbor Resources Manager PHONE: (949) 644 -3043 TITLE: Matching Maintenance Grant Funds to the Balboa Angling Club for Structural Foundation and Building Repairs ABSTRACT: Mayor Selich has recommended that the City provide one -to -one matching maintenance grant funds in the amount of up to $30,000 to the Balboa Angling Club located at 200 A Street for the purposes of performing necessary structural foundation and building repairs (including support piles and beams). The building is owned by the City, and the City leases it to the Balboa Angling Club. RECOMMENDATION: a) Direct staff to develop a Grant Funding Agreement, as approved to form by the City Attorney, to provide for one -to -one matching grant funding up to, but not exceeding an amount of $30,000 to the Balboa Angling Club for the structural foundation and building repairs to the City owned building at 200 A Street; and b) Authorize the City Manager and City Clerk to execute the necessary Grant Funding Agreement with the Balboa Angling Club, and the City Manager to approve and make any related payments under said agreement for said structural repairs. FUNDING REQUIREMENTS: The current budget can accommodate this matching grant program. Additionally, if it takes a longer time to accomplish the repairs, the proposed FY 15 -16 Budget has a line item within it to continue the program. DISCUSSION: The Balboa Angling Club ( "BAC ") located at 200 A Street near the Pavilion has been a part of the harbor and continually operating for nearly 90 years. The Club functions as a home base for Newport's fishing activities year round, and still maintains its original objectives which are "to promote salt water fishing as a sport; to encourage and improve angling in local waters; to promote sport fishing in general; and to aid in all plans for conservation of the fishing resources of California." The BAC has a long tradition in Newport Harbor, and is the official check -in point for all fishing activities. 11 -1 The Club also provides and maintains the only public fish weigh -in scale and recordation station in the local vicinity used by anglers to verify and officially record weights of their fish. Membership is considered low - cost at around $16 per month. The volunteer BAC members also maintain the White Sea Bass Pens which shelter the small sea bass fingerlings as they grow into juveniles which are then tagged and released into the harbor in an effort to assist in repopulation of the fish species. During a recent structural inspection, the BAC discovered that several of the support concrete piles and the related structural beams under the building were deteriorating (see Attachment B). The terms of the current lease with the BAC require that they provide for the maintenance and upkeep of the building. Over the years this has been the general case. However, the nature of the necessary repair to the structural foundation is estimated to be approximately $50,000 to $60,000 and beyond the current capacity of the Club, so the BAC has approached the City for assistance with these costs. Because the BAC is an important community based center in the Harbor, and the fact that the building is owned by the City, it is the Mayor's suggestion to provide for a one -to -one matching grant fund to encourage and entice others in the community, as well as users or supporters of the BAC facility, to donate to the BAC so as to raise their share of the repair cost. The City's funds would be provided after the BAC has raised their portion of the matching funds. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this maintenance project exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Section 15301 (Existing Facilities Class 1) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
