SUBJECT: Resolution to Accept County Funds for Recycling
ISSUE:
Should the City accept County grant funding to create a Household Hazardous Waste
collection center located in the City Corporation Yard?
RECOMMENDATION:
Approve the attached Resolution so the City may obtain up to $30,000 from the County
of Orange to be used to supplement approved funding for creation of the City's
household hazardous waste collection center, to be located in the City Corporation Yard.
DISCUSSION:
Background
In November 2007, the County of Orange, Integrated Waste Management Department
initiated its inaugural Regional Recycling and Waste Diversion Grant Program. The
program is designed to better promote, enhance and effectuate sustainable regional
outcomes related to recycling and waste diversion.
The money obtained from the County must be used to establish a new, or significantly
expand, an existing program or activity. The program should offer immediate or ongoing
impacts on the City's waste diversion. To the extent possible, the program should be
business, resident and user - friendly, and program results must be measureable. The
funds must be expended by January 31,.2008.
The FY 2007 -08 General Services Department budget includes funds to create a local
household hazardous waste collection center for items such as batteries, paint, used oil,

and a -waste such as computer monitors, fluorescent tubes, and televisions. Currently,
residents drive to either Irvine or Huntington Beach to drop off these types of materials
to be properly recycled at HHW collection centers operated by the County. Each
quarter, the County collection centers service around 500 Newport Beach residents with
hazardous waste disposal needs. The estimated cost to start up and operate the City's
collection center is $105,000. More specifically, $78,000 was approved for start -up
costs, which includes permitting and set -up costs. Additionally, $48,000 was approved
for ongoing costs, such as disposal costs for the collected materials.
The Department intended to have the HHW collection center operating by the second
half of the fiscal year; however, a key staff vacancy and other large projects prevented
this from occurring. The position was filled earlier this month, and staff estimates the
center will be open in the latter part of 2008.
The grant funding from the County will benefit the residents of Newport Beach while
establishing a new program that will divert hazardous waste from the County landfills.
The amount of $30,000 will considerably offset the City's start -up costs for this program.
Funding Availability:
Up to $30,000 would be available from the County of Orange determined by the City's
population. Once the funds are received, staff would return to the City Council with a
budget amendment to transfer the revenue into the operating budget.
Environmental Review:
This project does not require environmental review.

RESOLUTION NO. 2008-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH DECLARING ITS INTENTION
TO APPLY FOR AND OBTAIN GRANT MONEY FROM THE
COUNTY OF ORANGE TO FUND RECYCLING PROGRAMS
IN THE CITY.
WHEREAS, THE County of Orange has established the Regional Recycling and
Waste Diversion Grant Program.
WHEREAS, the City of Newport Beach has been allocated up to $30,000 for the
implementation of recycling and waste diversion programs or activities.
WHEREAS, the City of Newport Beach agrees to use these funds for new or
significantly expanded programs or activities to enhance recycling efforts and divert
materials from Orange County landfills and agrees to all the stated terms and conditions
outlined in the Regional Recycling and Waste Diversion Grant Program documents.
WHEREAS, the City of Newport Beach intends to utilize these funds for a
household hazardous collection center operated by the City.
NOW, THEREFORE, be it resolved that the City Council of the City of Newport
Beach recognizes the opportunity the County of Orange has provided through this grant
program and commends the County for its regional leadership in solid waste
management, recycling and waste diversion activities throughout Orange County.
