SUBJECT: Accept Fireman's Fund Grant for SCBA Bottles
RECOMMENDATION:
1. City Council accept the Fireman's Fund Heritage Reward Grant in the amount of
$15,000.00 to purchase 18 Self Contained Breathing Apparatus (SCBA) bottles.
2. Approve a sole source contract with AIIStar Fire Equipment Inc. with an amount not
to exceed $15,000.00 for the SCBA air bottles.
3. City Council approve a Budget Amendment BA _ increasing revenue estimates
by $15,000.00 in 2320 -4914 and appropriating those funds into Fire Department
account 2320-82007.
DISCUSSION:
In 2004, Fireman's Fund Insurance Company launched the Fireman's Fund Heritage
program. Under this program, the Fireman's Fund awards grant money to fire
departments and bum prevention programs across the country to help fund programs
and equipment. The Newport Beach Fire Department has been selected to receive a
grant of $15,000.00 to purchase 18 Self Contained Breathing Apparatus bottles for fire
personnel.
The department recently upgraded our SCBA system to better protect our firefighter's
safety, and to be compliant with National Fire Protection Association (NFPA) standards.
One of the benefits of the new SCBA system includes going from 30 minute air bottles
to 45 minutes. This allows firefighters to operate for longer periods of time at the
incident. Unfortunately, due to cost constraints the department was unable to purchase
enough air bottles to stock all the apparatus in the City.
Therefore, receiving the Fireman's Fund Grant will help us reach our goal of outfitting all
of our apparatus with NFPA compliant equipment. By purchasing 18 additional air
bottles, our department will be better equipped to handle any major fire incident in our
City. This new system will improve the survivability, safety, reliability and confidence of
our firefighters during the search phase of emergency operations. All of our SCBA

equipment is stored and maintained at our Balboa Island Station, which is in charge of
maintenance and refilling.
There is no cost share or City expense associated with this grant.
