SUBJECT: MCFADDEN SQUARE CENTENNIAL LEGACY PROJECT: APPROVAL
OF THE HISTORICAL TIMELINE.
RECOMMENDATIONS:
Approve the editorial listings of historical events in Newport Beach for the Historical
Timeline Walking Path to be engraved and installed at McFadden Square.
DISCUSSION:
The McFadden Square Centennial Legacy Project includes an historical walking path to
be permanently engraved with significant events in the City of Newport Beach's history
and installed at the McFadden Square site. Historical events have been categorized.
25 -year increments. Each notation includes the year in which the historical event had
taken place.
HISTORICAL TIMELINE PROJECT:
The information assembled for the historical timeline was originally compiled in 2005 by
the Newport Beach Heritage Committee (chaired by Gay Wassail- Kelly,) with the
assistance of the Newport Beach Public Library. The timeline was subsequently
reviewed by Councilman Don Webb, McFadden Square Centennial Legacy Project
Chair, Bernie Svalstad, Arts Commission Chair, Kirwan Rockefeller, staff of Sherman

Library and Gardens and long -time local historian, Bill Grundy. Following these
reviews, the timeline was again reviewed by the Newport Beach Public Library and
Cultural Arts Services for accuracy, punctuation and grammar. The McFadden Square
Centennial Legacy'Project Committee is now asking for a review by City Council and
approval to permanently engrave this historical information.
coNSTRUGTIONCONTRACT and FUNDING HISTORY:
On November 27, 2007 City Council- approved the McFadden Square Centennial
Monument— Award of Contract.No. 3981, submitted by Emmet Berkery of the City of
Newport Beach Public Works Department. This Award of Contract included: (1)
Approval of the plans and specifications; (2) Award Contract No. 3981 to Hillcrest
Contracting, Inc. for the Total Bid Price of $369,582.75, and authorization for the Mayor
and City Clerk to execute the contract; (3) Establishment of an amount of $37,000
(10 %) to cover the. cost of unforeseen work; and (4) Approval of a Budget Amendment
in the amount:of-$235,500 from unappropriated General Fund. Reserve to Account No.

The project was designed by Peridian lntemational Inc. based'on the approved contract
plan to commemorate the Gity's centennials The work necessary for the completion of
this contract .consists of .removal and replanting of existing trees, demolition and
renoval•of;`existing; brick pavers and concrete slab, modification of existing :lighting
system; modrfication of existing irrigation system, grading and subgrade preparation,
construction of concrete bands, construction .of reinforced concrete.slab, placement of
granite andcobblestone pavers, furnishing and placement of.precast concrete benches,
construction' of reinforced, concrete base for planned sculpture, and perform other
appurtenant and incidental items of work as required to complete the work in place at
the- McFadden Square:
This project has been primarily funded through the efforts of the McFadden Square
Centennial Legacy Project Fundraising Committee. As of the Award of Contract No.
3981 on November 27, 2007, the Committee had.raised approximately $332,000 and
those fundraising- efforts are continuing. In September 2006, $50,000 of the Centennial
budget was to be set aside for the McFadden Square Centennial project. However,
these set aside funds were inadvertently not re- budgeted during the transition to the
new budget, so an additional $50,000 needed to be re- appropriated by City Council.
With the correction to the budget, the total funding available was $382,000. By
November 27, 2007, $45,000 had been expended for design and $110,000 for the
centerpiece sculpture which left a balance of $227,000 available, towards construction.
In an effort to complete the project before summer, it was recommended that the City
advance the. balance of funds required, $185,500, and the previously noted $50,000 for
a total of $235,500 from the City's General fund. As additional funds are raised, the
City's General fund will be reimbursed. The projected overall cost of the project is
$567,500.
