HomeMy WebLinkAbout04 - Measure M Funding Application from OCTACITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 4 February 26, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Brad Sommers, P.E. 949 - 644 -3326 or bsommers @city.newport- beach.ca.us SUBJECT: Adopt a Resolution for Measure M Funding Application from the Orange County Transportation Authority RECOMMENDATION: Adopt a Resolution for the submittal of project proposals to be considered for Measure M funding from the Orange County Transportation Authority (OCTA). DISCUSSION: Measure M OCTA has issued the final call for projects under the Combined Transportation Funding Program (CTFP) for current Measure M funding (M1). The City will be applying for funds available within the Signal Improvements Program (SIP). and the Intersection Improvement Program (IIP). The SIP provides funding for improvements that lead to better operation and management of traffic signal systems and traffic congestion relief throughout the county. The IIP provides funding for physical improvements to increase capacity at impacted intersections. Sianal Imorovement Proaram Approximately $9.5 million is available in SIP funds through Fiscal Years 2008 -09, 2009 -2010, and 2010 -2011 for countywide improvements. Of the $9.5 million, SIP will provide approximately $5.5 million of competitive funding for the 2008 call for projects, The remaining $4 million is reserved for signal synchronization demonstration projects, which. are not currently planned by OCTA to be located within the City of Newport Beach. The competitive nature of SIP funding requires each agency to share at least 20% of the eligible costs. Those projects with a higher percentage of cost sharing improve the agency's chances of obtaining the $250,000 per project maximum funding. Adopt a Resolution for Measure M Funding from the Orange County Transportation Authority February 26, 2008 Page 2 On or before February 29, 2008, staff will submit two funding application packages for SIP funding. The proposed projects are the second and third phases of the Traffic Signal Modernization Project. These projects will continue the modernization of the traffic signal system with the procurement and installation of traffic signal equipment and updating our communication network and are consistent with the Traffic Signal Communication Master Plan. A summary of the projects are as follows: Phases 2 and 3 include procurement and installation of new traffic signal controllers and communication equipment, retrofitting existing traffic signal cabinets to receive new equipment, installation of fiber optic and wireless communication, installation of Closed Circuit Television Cameras (CCTV), and integration of the new equipment into the modernized TMC (to be installed in Phase 1 of the project). Phase 2 will modernize 10 signalized intersections along the Jamboree Road corridor from Coast Highway to MacArthur Boulevard. Additionally, intersections along Bison Avenue will be modernized from Jamboree Road to Bayswater /Residencia. The modernization of Bison Avenue in this phase will connect intersections along the northerly section of MacArthur Boulevard at Bison Avenue, Vilaggio, and Ford Road - Bonita Canyon Drive, which are being upgraded as part of Phase 1. Additionally, Phase 2 will install Closed Circuit Television Cameras (CCTV) at five intersections along the Jamboree Road corridor. Phase 3 will modernize 20 intersections within the area surrounding. John Wayne Airport. The area includes intersections along the northerly section of MacArthur Boulevard from Jamboree Road to Campus Drive, Bristol Street N and S, Mesa Drive, Birch Street, and the northerly section of Irvine Avenue from Santa Isabel Avenue to Bristol Street. This phase will also install Closed Circuit Television Cameras (CCTV) at three intersections within the Airport Area. Funding for Phase 2 and Phase 3 will be requested for construction only as the construction costs are greater than the maximum funding amount. This includes countywide intersection improvement projects for Fiscal Years 2008 -09, 2009 -2010, and 2010 -2011. The competitive nature of IIP funding requires each agency to share at least 20% of eligible costs. Those projects with a higher percentage of cost sharing improve the agency's chances of obtaining the $3 million per project maximum funding. On or before February 29, 2008, staff will submit a funding application package for IIP funding for the widening of the Jamboree Road and MacArthur Boulevard intersection to add a fourth northbound through lane and third southbound left -turn lane. These improvements are consistent with the City of Newport Beach General Plan. Funding for the project will be requested for construction only as the construction costs are greater than the maximum funding amount. Road and MacArthur Boulevard Widening 2008 -09 $4,898,000 $3,000,000 $1,898,000 Staff successfully lobbied for Growth Management Area (GMA) funding through OCTA in the amount of $267,240 for the design of the project that also can be applied as Measure M matching funds. Submittal Requirements For both the SIP and IIP programs, OCTA requires a draft copy of the Resolution (attached) to be included with the application package, along with a confirmation that the Resolution has been agendized for City Council consideration. A final copy of the Resolution will be forwarded to OCTA upon adoption. Upon successful approval of our applications by OCTA staff and the board, funding for the approved projects would be available by July 2008. Environmental Review: Not applicable at this time. Director RESOLUTION NO. 2008 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE SUBMITTAL OF VARIOUS IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM WHEREAS, the City Council of the City of Newport Beach, hereby resolves, determines, and orders as follows that: WHEREAS, the City of Newport Beach desires to implement the transportation improvements listed below; and WHEREAS, the City of Newport Beach is required by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M "tumback" funds; and WHEREAS, the Citys Circulation Element is consistent with the County of Orange Master. Plan of Arterial Highways; and WHEREAS, the City of Newport Beach will provide matching funds for each project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvements projects within the incorporated cities and County; and WHEREAS, the City of Newport Beach will not use Measure M funds to supplant Developer Fees or other commitments; and WHEREAS, the City Council of the City of Newport Beach will use Arterial Highway Rehabilitation Funding as a supplement to their existing pavement management program. NOW, THEREFORE, be it resolved that the City Council of the City of Newport Beach hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's application to City from the Combined Transportation Funding Programs. Said funds shall be matched by funds from City as required and shall be used as supplemental funding to aid City in the SIP- related improvements of the traffic signal system, including the following: • Modernize the traffic signal system on the Jamboree Road Corridor and within the airport area, • Upgrade traffic signal controllers at 34 signalized intersections, and Bring improved traffic signals online with Ethernet communication. BE IT FURTHER RESOLVED, that the City Council of the City of Newport Beach hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's application to City from the Combined Transportation Funding Programs. Said funds shall be matched by funds from City as required and shall be used as supplemental funding to aid City in the IIP- related improvements at the Jamboree Road /MacArthur Boulevard intersection to be consistent with recommended improvements detailed in the City of Newport Beach General Plan.
