SUBJECT: COUNCIL BUILDING COMMITTEE'S RECOMMENDATIONS TO THE
CITY COUNCIL REGARDING THE FUTURE LOCATION OF A NEW
CITY HALL AND A CITY HALL DESIGN PROCESS
ISSUES:
1) Does the City Council want to decide the ultimate location of a new city hall at
this time?
2) Does the City Council approve the recommendations of the Council Building
Committee regarding a city hall design process and time frame?
1) Approve the Council Building Committee's recommendation to place the new city
hall on the City -owned site adjacent to the Central Library.
2) Approve the Council Building Committee's recommended city hall design process
(attached).
3) Adopt a Resolution establishing the City Hall Design Committee (attached).
DISCUSSION:
Background: Since 2000 City Councils and some residents have discussed a new city
hall being located somewhere in the City. In November 2005, the City Council
considered locating a new city hall at the current site; however, it still was uncertain if
the current site was the best site. Ultimately, Measure B went before the voters in
February 2008, to decide whether a majority of voters wanted to locate a new city hall
on the property adjacent to the Central Library. That measure won by a small majority.
The Council Building Committee (composed of Mayor Selich and Council members
Rosansky and Henn) met to discuss the city hall location issue on February 20th. The
Committee was unanimous in its recommendation that Council vote to locate the new
city hall on the property adjacent to the Central Library.

Staff is already in the process of obtaining the soils testing and geotechnical work
needed to ascertain the adequacy of the soils on this site, and a traffic study for the
Avocado /San Miguel /MacArthur area has begun. Those results should be available by
May 1st. The Building Committee agreed on a city hall design process which is outlined
in twelve steps in the attached document.
Public Notice: This agenda item may be noticed according to the Brown Act (72 hours
in advance of the public meeting at which the City Council considers the item).

City Hall Design Process
The project for our purposes is being defined as a design for a City Hall Building and a Master
Plan for the 19.8 acres from CdM Plaza to the OCTA Transportation Facility. It includes the
Library Site, Newport Center Park/ City Hall Site, and the 3 acre Open Space Parcel north of
San Miguel recently offered for dedication in the North Newport Center Development
Agreement.
2. The City Council Ad Hoc Building Committee will continue to oversee the project as before,
except that certain meetings dealing with design issues will be noticed and open to the public
as deemed appropriate by the Committee. There will be reports placed on City Council
agendas on the activities of Building Committee meetings.
3. The Building Committee will recommend to the City Council the general design parameters
such as validating the space requirements and needs assessment already completed for the
previous City Hall design, how to deal with the view plane ordinance, placement of the city hall
building on the park site, whether to use the natural park area of the previous park design as
traditional park area, access and circulation, LEED Certification, and other similar public policy
issues that will be design parameters for the Architect.
4. A City Hall Design Committee of 4 licensed Architects and 1 licensed Landscape Architect will
be created to oversee and conduct a design competition for the project. Each committee
member shall be a resident of Newport Beach and should have at least 5 years experience.
Ideally each member should have experience in large scale commercial and /or public facility
design.
5. In order to allow the Architects and Landscape Architect committee members to focus on
design issues, an experienced non - voting Chairman will be appointed to organize and chair
the City Hall Design Committee meetings. It is recommended that an experienced meeting
facilitator be appointed to that position. All City Hall Design Committee meetings will be noticed
and open to the public. Minutes will be posted on the City's web site.
6. The City Clerk will advertise by all appropriate means a call for interested local Architects and
Landscape Architects to submit their applications for appointment to the Committee by 5 PM,
March 4. The Building Committee will interview the applicants and recommend appointments
to the City Council at the March 11 City Council meeting.
7. The City Hall Design Committee will meet as needed from March 11 to May 30 to:
a. Issue an RFQ (Request for Qualifications) to world class architects interested in
participating in a design competition for the Project.
b. In consultation with the Building Committee, develop recommendations for a more
detailed set of Design Parameters for the selected architect than the General Design
Parameters referred to in #3 above.
c. Review the qualifications of the Architects that respond to the RFQ.
d. Select 3-4 firms to recommend to City Council.
8. On June 10 City Council will award a $25,000 stipend to each of the firms recommended by
the City Hall Design Committee to prepare design concepts. City Council ratifies the General
and Detailed Design Parameters to be used in preparing the design concepts.
9. June 10 to September 12 the selected Architects prepare their design concepts. All submittals
will be due by September 12 at 5:00 PM.
10.The City Hall Design Committee begins review of the three -four concepts. They have public
meetings to obtain residents' input into the submitted designs.
11. Committee recommends an Architect / Design Concept to the City Council by November 11.
12. City Council awards design contract to Architect on December 9. The final design contract will
include the park design with a Landscape Architect working as a sub - contractor to the
Architect.
RESOLUTION NO. 2008-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING THE CITY HALL DESIGN COMMITTEE
WHEREAS, on February 5, 2008, the voters of Newport Beach approved
Measure B, which provides that a new city hall shall be located on City owned
property north of the Central Library; and
WHEREAS, the City Council wishes to follow the will of the voters and
develop a new city hall on said property; and
WHEREAS, the City Council wishes to have its Ad Hoc Building
Committee continue to oversee the overall city hall project; and
WHEREAS, the City Council also wishes to have professional advice on
issues related to design of the new city hall and a master plan for 19.8 acres
owned by the City between Corona del Mar Plaza and the OCTA Transportation
Facility;
NOW, THEREFORE, BE IT RESOLVED by the City Council as follows:
Section 1. The City Council establishes the City Hall Design Committee, which
shall be comprised of four (4) licensed architects and one (1) licensed landscape
architect. Each member shall be a resident of Newport Beach and shall have at
five (5) years of professional experience, preferably including experience in large
scale commercial and /or public facility design. The Committee shall also include
a non - voting Chairman, who shall have experience as a meeting facilitator.
Prospective members shall be interviewed and recommended by the Ad Hoc
Building Committee, and appointed by the City Council.
Section 2. All meetings of the Committee shall be noticed and open to the public,
and meeting minutes shall be posted on the City's website.
Section 3. The primary duty of the Committee shall be to oversee and conduct a
design competition for the city hall and master plan project, including the
following specific duties:
a. Issue a Request for Qualifications (RFQ) to world class architects
interested in participating in a design competition for the project.
b. In consultation with the Ad Hoc Building Committee, develop
recommendations for a detailed set of Design Parameters to be used
by the participating architects.
c. Review the qualifications of architects who respond to the RFQ.
d. Recommend to the City Council three to four architects to participate in
the design competition.
e. Review design concepts submitted by the selected architects, and hold
public meetings to receive public input on the design concepts.
f. Recommend an architect and design concept to the City Council.
Section 4. The Committee shall sunset on December 31, 2008, unless extended
by action of the City Council.
This Resolution was adopted at a regular meeting of the City Council of the City
of Newport Beach held on February 26, 2008, by the following vote, to wit:
