SUBJECT: AWARD CONTRACT ON BEHALF OF THE INTEGRATED LAW AND
JUSTICE AGENCY FOR ORANGE COUNTY FOR IMPLEMENTATION OF
A COURT ACCESS MODULE WITHIN THE COUNTYWIDE SCHEDULING
PROGRAM TO INTIME SOLUTIONS, INCORPORATED
RECOMMENDATION:
1. Award a contract in the amount of $98,725 to provide licensing, support, and
implementation services for a Court Access Module, an enhancement to the
current Countywide scheduling component of the Integrated Law and Justice
Agency for Orange County ( ILJAOC) to InTime Solutions, Inc., the current
scheduling vendor. Funding for this contract to be provided by the 2002 COPS
Technology Grant with no matching funds required.
2. Authorize the Chief of Police, on behalf of the ILJAOC Joint Powers Authority
(JPA) and the City of Newport Beach, to execute a standard Professional Services
Agreement contract with InTime Solutions, Inc., as approved by the City
Attorney's Office.
BACKGROUND AND DISCUSSION:
The ILJAOC currently contracts with InTime Solutions, Inc. to provide scheduling software
for 25 separate agencies in Orange County under a long -term project to integrate Court
Witness Scheduling.
Now, with the vast majority of agencies having this scheduling software in place and in
use, it is time to implement an interface between this scheduling software and the Orange
County District Attorney's Case Management System. This interface will provide
scheduling information and law enforcement witness availability in the courtroom when
trials and court appearances are scheduled. This intelligent scheduling of trials and court
appearances will greatly reduce the return /rejection of subpoenas to the District Attorney
and reduce the need to reset court dates based on witness unavailability and reissue
subpoenas.

The licensing, support, and implementation service for the Court Access Module that is to
be provided by InTime Solutions, Inc. involves creating a custom web service interface
module within the InTime Scheduling Engine (ISE). The purpose of this' interface is to
assist an external system (OCDA Case Management System) when scheduling
employees for a court appearance. This interface will consist of two parts: the web
service itself, and a configuration screen for the unavailability module within the ISE client.
The funding for developing and implementing this Court Access Module is under the
program covered by the 2002 Community Oriented Policing Services Technology Grant
awarded to the OCILJ Project (now formalized as the ILJAOC, a Joint Powers Authority)
and accepted by the City of Newport Beach. NOTE: The COPS Office has previously
approved the "Sole Source" nature of these contracts due to this being an upgrade to an
existing product obtained with grant funds under a contract with InTime Solutions, Inc.
The Court Access Module upgrade to the existing Countywide scheduling program is a key
component of the ILJAOC's project to impact court appearance scheduling and on -call
overtime expenses. On February 25, 2008, the ILJAOC Board of Directors unanimously
approved the project as outlined above and recommended the City of Newport Beach
approve the above recommendations and allow us to move forward with this project.
FUNDING AVAILABILITY:
The entire cost of this contract will be funded with 2002 COPS Technology Grant money.
No City funds are required or needed for this contract.
