Director Job Advertisements
ISSUE:
Does the City Council have comments for the City Manager regarding information contained or
not contained in these two department director position job notices?
RECOMMENDATION:
Receive and file.
DISCUSSION:
Background: While the City Charter provides that department director position appointments
are made by the City Manager, the Charter also provides the City Council has the final say over
the job duties and manner in which the positions are structured. Mayor Pro Tern Daigle has
requested the Council review job announcements for department director positions to enable
the Council to have an opportunity to provide direction to the City Manager prior to the
recruitment process getting underway. That is the purpose of this Consent agenda item.
Library Director Linda Katsouleas will retire in May of this year. The Library Director position is
unusual in the City's organization in that the City Charter provides the Director reports both to
the City Manager and the Library Board of Trustees; therefore, members of the Library Board
will be involved in the interview and selection process..
Recreation & Senior Services Director Wes Morgan will retire July 1, 2008. Both of these
positions will have open recruitments, meaning that applicants not working for the City are
eligible to apply, as are any internal candidates. It is the City Manager's intention to have
replacements when the retirements become effective.
Both the Library Department and the Recreation & Senior Services Department received very
high marks from our citizens on the recent customer satisfaction survey. They are important
positions to maintain the high quality of life our residents prize, and it is the City Manager's

intention to hire the best people available to fill these two responsible and important City
leadership positions.
Environmental Review: The City Council's approval of this Agenda Item does not require
environmental review.
Public Notice: This agenda item may be noticed according to the Brown Act (72 hours in
advance of the public meeting at which the City Council considers the item).

operating under a Council /Manager form of governments with a 2007 -08
operating budget of $214 million. The City employs 822 full -time employees and
500 part -time and seasonal employees.

The Library Services Director is an at -will
position that reports to the City Manager and the
Library Board of Trustees and plans, organizes,
directs and coordinates comprehensive library
services; serves as a member of the City Manager's executive management
team; and provides highly responsible and professional staff assistance to
the City Manager and City Council. The Library Trustees have administrative
oversight of the Library operation.

The ideal candidate will be able to direct, plan and organize the activities of a
Citywide Library Services Department, as well as coordinate, lead and balance
the interests of a wide range of boards, commissions, committees, community
partnerships and other groups; protect the interests of the City while treating
customers and staff in a respectful and equitable manner; and support and
demonstrate the City's adopted Organizational Values and Behaviors.
The monthly salary range for this position is $10,120 - $12,327. The actual
salary will depend on the qualifications and experience of the individual selected.
The City of Newport Beach also offers an excellent employee benefits package
including the following:
Retirement- PERS 2.5 % @55
Flex Leave- starting at 27 days per year
Holidays- 11 plus 1 floating holiday paid
Administrative Leave- up to 80 hours per calendar year
Cafeteria Plan- $854 per month
Life Insurance- $50,000 paid coverage
Additional Programs- Retiree Health Savings Account, Deferred

an operating budget of $6.5 million and significant capital improvement projects
totaling $60 million.
