RECOMMENDATION: Receive and file. DISCUSSION: Background: While the City Charter provides that department director position appointments are made by the City Manager, the Charter also provides the City Council has the final say over the job duties and manner in which the positions are structured. Mayor Pro Tern Daigle has requested the Council review job announcements for department director positions to enable the Council to have an opportunity to provide direction to the City Manager prior to the recruitment process getting underway. That is the purpose of this Consent agenda item. Library Director Linda Katsouleas will retire in May of this year. The Library Director position is unusual in the City's organization in that the City Charter provides the Director reports both to the City Manager and the Library Board of Trustees; therefore, members of the Library Board will be involved in the interview and selection process.. Recreation & Senior Services Director Wes Morgan will retire July 1, 2008. Both of these positions will have open recruitments, meaning that applicants not working for the City are eligible to apply, as are any internal candidates. It is the City Manager's intention to have replacements when the retirements become effective. Both the Library Department and the Recreation & Senior Services Department received very high marks from our citizens on the recent customer satisfaction survey. The Library Trustees have administrative oversight of the Library operation. The Director manages an operating budget of $6.5 million and significant capital improvement projects totaling $60 million.
