SUBJECT: Police Facility Generator Replacement Project
Recommendation:
Approve a Budget Amendment to transfer the total amount of $133,850 from Accounts
7019 - 01002000 ($40,400); 7019- C1820825 ($10,200); 7011- C1820919 ($45,600);
7019- C1820808 ($37,650) to current Police Facility Generator Account No. 7019 -
C1820918 to provide necessary funds to complete the Police Facility Generator Project.
Discussion:
In an effort to assist the Police Department in providing service during an emergency, the
Police Facility Generator Replacement Project was originally budgeted for $191,165. The
project scope is to replace the existing 75 kW emergency power with a new 250 kW
generator. In the event of a loss of electric power, the emergency generator supports all of
the essential functions including the Police facility, Emergency Operations Center,
dispatch center and jail. The existing emergency generator and electrical service panels
are currently insufficient to support the current emergency operational needs.
Based on the proposed demand, capacity, and age of the existing generator it has been
deemed critical to police emergency operations to move forward with the replacement as
expediently as possible.
During the project design phase, a number of concerns that were not anticipated during
the original budgeting process have come to light that require additional funds for the
project. The existing generator is located inside a room of the police facility. The intake
for the generator is through a set of louvered shutters and the exhaust vents onto the side
of the building. With the larger generator, intake and exhaust stack systems required for
this project, the necessary clearances around the equipment to meet building codes, and
the extensive renovations required to the room housing the generator; it has become
apparent that the more economical and less disruptive solution is to locate the new
generator outside the police facility in a small strip of grass behind the facility in the staff
parking lot.

Funding Availability:
There are remaining balances in four CIP projects that will be utilized to make up the
funding deficit. The Police Fuel Canopy Repair and Police Department Perimeter Fence
projects have been completed and their accounts have unexpended funds remaining in
them. The Police Department Front Lobby Rehab project received favorable bids and has
money available beyond what is needed to complete that project. The Central Library
Generator project was cancelled due to the New City Hall potentially sharing an
emergency generator with the Central Library. Upon approval of the Budget Amendment,
sufficient funds will be available for the design and construction of the new generator.
