HomeMy WebLinkAbout04 - Back Bay Science Center Admin WingCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. ti May 13, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Dave Kiff, Assistant City Manager 949/644 -3002 or dkiff @city.newport- beach.ca.us SUBJECT: Resolution 2008 -_ Authorization to Accept DFG Funds for the Interior Improvements and Furnishing of the Back Bay Science Center's Administration Wing and its Aquatic Life Support System ISSUE: Should the City accept funding from the California Department of Fish and Game to complete the tenant improvements and the furnishing /equipping of the Back Bay Science Center's administration wing and the aquatic life support system? RECOMMENDATION: Adopt Resolution 2008 -_ authorizing the City Manager to accept funds from DFG for the Back Bay Science Center, DISCUSSION: The City is one of four major funding partners for the Back Bay Science Center (BBSC), a. 13,900 square foot educational and research facility on Shellmaker Island in the Upper Newport Bay Ecological Reserve. For more information about the BBSC, see the City's website (www. city. newport- beach. ca. us) and a February 28, 2006 staff report authorizing the construction of the BBSC. A portion of the BBSC that remains incomplete includes the Tenant Improvements (Tls) to the Administrative Wing of the facility and the aquatic life support system that will keep clean water flowing to the aquaria inside the facility. DFG believes that it has identified the funds to complete some of this work (focused first on the Tls and certain furnishings), and DFG would like the City to continue managing this project for them. But the City must adopt a resolution agreeing to accept the funds before the transaction can be made. The attached resolution (see Attachment A) authorizes the City to accept DFG's funding for these purposes. When adopted, the City will forward the signed resolution to DFG's administrative headquarters in Sacramento, and DFG will release the funds (estimated at about $150,000) Environmental Review: The City Council's approval of this Agenda Item does not require environmental review. Submitted by: Dave Kiff Assistant City Manager Attachments: A — Resolution 2008- Attachment A RESOLUTION 2008 - A RESOLUTION OF THE CITY OF THE CITY OF NEWPORT RELATING TO TENANT IMPROVEMENTS DFG's Admin Wing at the 88SC May 13, 2008 Page 3 COUNCIL BEACH IN THE ADMINISTRATION WING OF THE BACK BAY SCIENCE CENTER AND ITS AQUATIC LIFE SUPPORT SYSTEM WHEREAS, the City of Newport Beach and three other major partners (the California Department of Fish and Game (DFG), the University of California, Irvine, and the County of Orange) have jointly funded the construction of the Back Bay Science Center (BBSC) on Shellmaker Island; and WHEREAS, the City and DFG have worked cooperatively to receive funds from DFG to build the BBSC, including most recently accepting about $900,000 in 2007 for the construction of the core, shell, windows, flooring and basic equipping of the Administration Wing on DFG's behalf; and WHEREAS, DFG has identified additional funding to complete tenant improvements (Tls) and furnishing, fixtures, and equipment (FF &E) in the Administration Wing; and WHEREAS, DFG may later find funding to complete the aquatic life support system that will be critical to the safe operation of aquaria within the BBSC; and WHEREAS, DFG has asked the City to accept the funds on DFG's behalf to be held for DFG as it constructs the Tenant Improvements and completes the FF &E; and WHEREAS, the City desires to accommodate DFG's wishes and their intentions to complete the work in the Administration Wing; now, therefore be it RESOLVED by the City Council of the City of Newport Beach that it hereby authorizes the acceptance of funds from DFG to be used on behalf of the Tenant Improvements and FF &E for the Administrative Wing of the Back Bay Science Center and for the Center's aquatic life support system.
