SUBJECT: EMERGENCY SEWER MAIN REPAIR AT RIVERSIDE
AVENUE AND W. COAST HIGHWAY
RECOMMENDATION:
Approve the emergency expenditure of $43,775 from the sewer enterprise fund required
to repair -a partially collapsed 8 -inch sanitary sewer pipeline located in West Coast
Highway.
BACKGROUND:
Discussion:
During a routine CCTV sewer main inspection on February 27, 2008, a partial blockage
and collapse was discovered in a 490 -foot reach of 8 -inch sanitary sewer line located in
the mariner's mile segment of Coast Highway between the intersections of Riverside
Avenue and Tustin Avenue. It appeared that a 20 -foot segment of pre - existing
defective plastic liner had delaminated from the wall of the pipe, causing a partial
blockage. The inspection also located a collapsed segment of broken clay sewer pipe.
Additionally, numerous cracks and fractures were observed throughout this reach of
sewer main, indicating significant structural deficiencies.
On February 28, 2008, Professional Pipe Services (Contractor) was retained on an
emergency basis to remove a 20 -foot segment of pre- existing defective plastic liner and
to reinforce this reach of sewer pipe with the installation of 490 feet of epoxy fiberglass
structural pipe liner. It was determined that this repair technique would be the most
expedient and cost effective as compared to excavation and pipe replacement
alternatives. Moreover, this repair technique would enable this reach of sewer main to
remain in service for the duration of the repairs with no disruption to the businesses and
restaurants located along this segment of Coast Highway.

The Contractor started repairs on March 3, 2008, with all work performed during late
evening and early morning hours to further minimize any disruption to our customers
and businesses. All work was completed by March 19, 2008. The total cost for these
repairs as summarized on the attached final invoice dated April 21, 2008 is $43,775.
The City Manager authorized these emergency expenditures, and the scope of services
that were provided by the Contractor is attached for Council review in accordance with
Council Policy F -14, Section E - Emergency Contracts for Services.
Environmental Review:
There is no environmental impact.
Funding Availability:
There are sufficient funds available in the Wastewater budget account to cover the cost
associated with this emergency repair:

CIPP Liner Repair

Hoffman Southwest Corp. dba Professional Pipe services are pleased topresent this proposal to the City
of Newport Beach for the removal of approximately 20' of pre- existing defective lining and the CIPP
lining of approximately 490 liner feet of 8" pipe after the old lining has been removed This will be
accomplished by the installation of a resin impregnated flexible felt tube inverted into the existing pipe
utilizing a head pressure from a water column. Curing shall be accomplished by circulating hot water,
which . will cure the resin into a hard, impermeable cured —in -place -pipe (CIPP). When cured, City Liner
Will extend over the length of the installation in a continuous, tight- fitting, structural, corrosion resistant
and watertight CIPP pipe - within -a -pipe. The liner will be installed between manholes. Professional Pipe
Service will provide the City of Newport Beach with a DVD detailing the pipes condition after the
completion of lateral cutting.
Cost:
Removal of approximately 20' of pre- existing defective liner
(Includes VacCon & CCTV trucks w / operators) $ 425.00 per hour
Install approximately 490 ear feet of 8" CIPP Lining as described above $ 39200.00
Cut Lateral Line Connections. $ 350.00 per lateral
Cost includes equipment, personnel, materials and minor traffic control. Cost does not include permits.
