SUBJECT: PROPOSITION 1B LOCAL STREETS AND ROADS FUNDING
PROPOSAL
RECOMMENDATION:
Adopt a resolution authorizing the submittal of a funding proposal to the Department of
Finance for the FY 2007 -2008 allocation of Proposition 1 B — Local Streets And Roads
Improvement, Congestion Relief, and Traffic Safety Account Funds.
DISCUSSION:
Proposition 1B, the Highway Safety, Traffic Reduction, Air Quality, and Port Security
Bond Act of 2006, was approved by voters in November 2006. Included in this Bond
Act is $2 billion for cities and counties to fund the maintenance and improvement
ofLocal transportation facilities. The 2007 Budget Act and Chapter 181, Statutes of
2007 (SB88), appropriated a total of $950 million of these funds in 2007 -08. Of this
amount, $550 million is earmarked to be allocated to cities based on population. It has
been determined by the State Controller's Office (SCO) that the City of Newport
Beach's population share is $1,354,589 for FY 2007 -2008.
The bond funds can be used for projects that will assist in addressing street and
highway pavement maintenance, rehabilitation, or reconstruction of roadways and
reduce local traffic congestion. Staff has identified the street rehabilitation project
planned for the Corona del Mar area to be funded in part from this allocation of
Proposition 1 B funds. Cities must provide to the California Department of Finance a list
of projects expected to be funded with the bond funds before an allocation is made.
