There are just three ways government can collect money:
1. FEES
Fees are assessed up to and including the cost
of the service provided. If it costs the government
$100 to process a permit, then a fee is $100 (or
less). In California, fees are regulated by Prop218.
2. TAXES
Taxes are anything GREATER than the cost of
service. If it costs the government $100 to process a
permit and they charge you $200, then this is a tax, not
a fee. The excess of funds goes into a more general
fund, where it is later spent. In California, taxes are
regulated by several different rules, the most famous
of which is Prop13.
3. FINES/PENALTIES
Fines and penalties are monies for wrong - doing,
such as: Parking badly, speeding, or improper signage.
