Brown, City Clerk PHONE: (949) 644 -3005, bbrown@newportbeachca.gov TITLE: Appointments to the Aviation Committee ABSTRACT: The District 5 Member seat and District 5 Alternate seat on the Aviation Committee are currently vacant and Mayor Ed Selich nominated Vicki Frank and Walter Richardson, respectively, to fill the vacancies, subject to City Council confirmation. RECOMMENDATION: Confirm Mayor Selich's nominations of Vicki Frank as the District 5 Member and Walter Richardson as the District 5 Alternate Member to the Aviation Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Resolution No. 2011 -31 established the membership of the Aviation Committee. It states, in part, that the Aviation Committee shall consist of seven members, one from each City Council District, nominated by the District Council Member and confirmed by the City Council; and seven alternates, one from each City Council District, nominated by the District Council Member and confirmed by the City Council. The District 5 Member and Alternate Member positions on the Aviation Committee are vacant. Mayor Ed Selich has nominated Vicki Frank and Walter Richardson to fill the positions, respectively. If confirmed by the City Council, Vicki Frank and Walter Richardson will serve four -year terms on the Aviation Committee. Pursuant to City Council Policy A -2, Board, Commission and Committee Appointments, the City Clerk prepared Vacancy Notices for posting and publication of the unscheduled vacancies. The District 5 vacancies have been posted in the City Clerk's Office and on the City's bulletin board since January 20, 2015. The City Clerk's Office also included the vacant seats in a Vacancy Notice publication published on January 24, 2015, with no applications being filed until now. 10 -1 ENVIRONMENTAL REVIEW: Staff recommends the City Council find that the appointments to the Aviation Committee are not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). I have a first priority interest in John Wayne Airport as I live directly under the Take Off Flight Path and as member of the Board of the Directors of the Little Island Property Owners Association it has been my position for several years to monitor all John Wayne activities and report back the Board on a monthly basis.
