SUBJECT: POSITION RECLASSIFICATION: CODE & WATER QUALITY
ENFORCEMENT OFFICER TO CODE & WATER QUALITY ENFORCEMENT

ISSUE:
Should the City Council approve the reclassification of a Code & Water Quality Enforcement
Officer position to the new classification of Code & Water Quality Enforcement Officer, Senior?
RECOMMENDED ACTION:
Approve the City Manager's recommendation to reclassify a Code & Water Quality Enforcement
Officer position to the new classification of Code & Water Quality Enforcement Officer, Senior.
BACKGROUND:
Over the past few years increasingly complex tasks have been assigned to the City's Code and
Water Quality Enforcement Division, most notably the implementation and enforcement of the
City's new zoning and group residential ordinances. Given these new and complex challenges
we propose to reclassify a current Code & Water Quality Enforcement Officer position to that of
a "Senior Officer" position. The Senior Officer position would be responsible for, among other
things, the following:
• Implementation, Coordination and Supervision of the City's Use Permit Inspection Program,
including Group Residential Use Permits.
• Implementation, Coordination and Supervision of the City's Illegal Dwelling Unit Inspection
Program.
• Direct supervision of the Code & Water Quality Enforcement Trainee position (and trainee
program); and
• Other duties as assigned.
This request is consistent with the proposed Implementation Plan for the Group Residential
Uses Ordinance (Ordinance 2008 -05) that was considered by the Council in Spring 2008.
