CITY COUNCIL STAFF REPORT
Agenda Item No. 16

SUBJECT: CENTRAL BALBOA AND PENINSULA POINT WATER IMPROVEMENT
PROJECT - APPROVAL OF BUDGET AMENDMENT
RECOMMENDATION:
Approve a budget amendment transferring $60,000 from the unused balance of the
Water Well Rehabilitation CIP Account No. 7503- C6001002 to a new CIP Account No.
7501- C6002004 to provide necessary funds for engineering services for the Central
Balboa and Peninsula Point Water Main Improvement Project.
DISCUSSION:
Utility Underground Assessment District (UUAD) No. 100 (Central Balboa) and No. 103
(Peninsula Point) are planned for the summer 2009 Public Hearing. As identified in
the Water Master Plan, water facilities within Central Balboa and Peninsula Point areas
are slated for replacement and must be done ahead of undergrounding efforts. The
existing cast iron and steel water systems consist mostly of 6 and 8 -inch pipes which
were installed over eighty years ago. The water mains have outlived their useful lives
and replacing the aged system in anticipation of proposed UUAD No. 100 and No. 103
would allow the City to work ahead of utility undergrounding work and street and alley
improvements scheduled for the two proposed districts. Installing the water mains
would only prove more difficult and costly after the district underground work is
complete. In addition, the old water mains may be fragile and could fail during the
construction of the undergrounding project. Constructing the water main projects in
concert with the undergrounding efforts will reduce costs to property owners being
assessed for the undergrounding as certain costs will be shared by the water main
project.
The Peninsula Point Water Main Improvement Project replaces approximately 11,000
linear feet of deteriorated pipe and 427 water services. The project is bounded by Bay
Avenue and Ocean Boulevard, from A Street to Channel Road. Preliminary
construction costs are estimated at $2,000,000.
SUBJECT: Central :, ;Doe. and Peninsula Point Water Improvements
September 9, 2008
Page 2
The Central Balboa Water Main Improvement Project replaces approximately 6,300
linear feet of deteriorated pipe and 210 water services. The project is bounded by West
Balboa Boulevard and West Ocean Front, from 13th Street to Adams Avenue.
Preliminary construction costs are estimated at $1,500,000.
Initially, these projects were planned to be designed in -house and thus no funding was
set aside for design efforts. However, staff resources for in -house efforts are fully
assigned to other water main projects planned for Assessment District projects AD -99
(Ocean Front Alley) and AD -87 (Balboa Island). Outside consultant services are
recommended to maintain resident desired schedules. In total, the City will expend an
estimated $6 million in water main replacement projects related to assessment districts
within the next two years. Staff recommends approval of the budget amendment to
provide funds for engineering services for the project. Construction funding will be
requested during the budget process for Fiscal Year 2009110.
Funding Availability:
The Water Well Rehabilitation CIP Account No. 7503- C6001002 has a remaining
unused balance of approximately $80,000, after the Council Award of this project, and
no further expenditures are expected. Upon approval of the budget amendment, funds
for will be available in the following new account to cover the fees for engineering
services and incidentals needed for the Central Balboa and Peninsula Point Project:
