SUBJECT: Coast Highway Sidewalk Morning Canyon to Seward Road —
Completion and Acceptance of Contract No. 3965
Recommendations:
Accept the completed work.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code.
4. Release the Faithful Performance Bond 1 year after Council acceptance.
Discussion:
On May 13, 2008 the City Council authorized the award of the Coast Highway Sidewalk
- Morning Canyon to Seaward Road project to Hillcrest Contracting. The contract
provided for the installation of new sidewalk between Morning Canyon and Seward
Road along the southbound side of Coast Highway.
The contract has now been completed to the satisfaction of the Public Works
Department. A summary of the contract cost is as follows:
Original bid amount: $95,702.70
Actual amount of bid items constructed: $95,702.70
Total amount of change orders: $4,236.00
Final contract cost: $99,938.70
The final overall construction cost including two Change Orders was 3.6 percent over
the original bid amount. The change orders were as follows:

The project was substantially completed by the estimated completion date, however the
additional pole and shade structure added several weeks to the project schedule.
Environmental Review:
The project was exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15301 of the CEQA Implementation Guidelines when the project was
authorized by the City Council. This exemption covers the repair, maintenance and minor
alteration of existing public facilities with negligible expansion.
Funding Availability:
In addition to the primary construction contract, this project involved other project
expenses for material testing. Total project expenses are summarized as follows:
