SUBJECT: Acceptance of Rebate from Metropolitan Water District and Approval
of Budget Amendment for the Purchase of Additional Automated
Irrigation Controllers
ISSUE:
Should the City accept a rebate from the Metropolitan Water District of Southern
California (MWD) and authorize the proceeds for the purchase of additional automated
irrigation controllers?
RECOMMENDATION:
Increase the revenue estimates in Account 500 -4858 (Water Enterprise Fund — Refunds
and Rebates from Government) by $22,587.50 and increase Account 7503- C5500637
(Pumping and Operating — Central Irrigation Control System) by $22,587.50 for the
purchase of additional automated irrigation controllers.
DISCUSSION:
Background:
Since 2003, the City has funded the replacement of existing irrigation controllers with
new ones controlled by a central computer. This computer has the ability to alter
irrigation schedules based upon data received from three weather stations located to
measure the microclimates of the City, thus preventing the over and under irrigation of
the landscape. The computer can also detect problems such as broken irrigation heads
or lines and shut the system down, thus reducing runoff and water usage.
In January, 2007, General Services staff made a presentation at a Council Study
Session describing the system and its benefits for water conservation. By the end of

this fiscal year, 167of 259 controllers in City parks, facilities, and on City medians will
have been upgraded.
In FY 2007 -08, the General Services Department budgeted $90,000 for the continuing
upgrade to these automated controllers. Earlier this year, Shane Burckle, the City's
Water Conservation Coordinator, advised us of the availability of rebates from MWD for
these expenditures. We assisted him with the appication for rebates, and they were
recently received in the amount of $22,587.50.
The FY 2008 -09 budget for this account is again $90,000. Staff is requesting
authorization to utilize these rebates to purchase additional controllers, allowing us to
expend an additional $22,587.50 this fiscal year, and a budget amendment has been
prepared for City Council approval.
Environmental Review: This action requires no environmental review, as it is not a
project pursuant to CEQA.
