Approve the project plans and specifications. 2. Award Contract No. 4054 to Jeff Tracy, Inc. dba Land Forms Landscape Construction for the Total Bid Price of $57,674, and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $10,000 (17 %) to cover the cost of unforeseen work. Discussion: At 10:00 a.m. on October 14, 2008, the City Clerk opened and read the following bids for this project: BIDDER Low Jeff Tracy dba Land Forms Landscape Construction 2 Marina Landscape, Inc. 3 Diversified Landscape Management, Inc. 4 Belaire -West Landscape, Inc. 5 West Coast Arborists, Inc. 6 International Pavement Solutions, Inc. 7 America West Landscape, Inc. 8 American Landscape, Inc. 9 CLS Landscape Management, Inc. 10 Nakae & Associates, Inc. TOTAL BID AMOUNT $57,674.00 $68,800.00 $74,108.18 $76,580.00 $87,920.00 $99,310.00 $99,758.90 $105,401.63 $109,108.78 $115,870.00 The low total bid amount is 29 percent below the Engineer's Estimate of $80,900.00. The difference between the low total bid amount and the Engineer's Estimate is attributed to the favorable bidding climate. The low bidder, Jeff Tracy, Inc. dba Land Forms Landscape Construction, possesses a California State Contractors License Classification C27 as MacArthur Boulevard Median Trees —Award of Contract No. 4054 November 12, 2008 Page: 2 required by the project specifications. A check of the Contractors references indicates they have satisfactorily completed similar projects for other municipalities. Due to the low unit bid prices by Land Forms Landscape Construction, staff recommends establishing a contingency amount of $10,000, which is approximately 17 percent of the contract amount. The additional funds may also be used to repair damages to the existing irrigation system. This contract involves the planting of 58 (10 -feet tall) and 63 (14 -feet tall) Liquidambar styraciflua 'Rotundiloba' (Sweetgum) trees. These trees will be planted within the existing raised medians on MacArthur Boulevard between San Joaquin Hills Road and Ford Road. The contract also involves the removal of conflicting vegetation and the modification of the existing irrigation system. Pursuant to the Contract Specifications, the Contractor will have 25 consecutive working days to complete the work. Environmental Review: The project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 of the CEQA Implementing Guidelines at the time the project was authorized by the City Council. This exemption covers minor alterations to vegetation that do not involve removal of healthy, mature, scenic trees. Public Notice: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Affected residents and businesses will be notified by the Contractor prior to the start of the project.
