SUBJECT: PROPOSITION 1B LOCAL STREETS AND ROADS FUNDING PLAN
FOR 2008 -2009 ALLOCATION
RECOMMENDATION:
Adopt a resolution authorizing the submittal of a funding proposal to the Department of
Finance for the FY 2008 -2009 allocation of Proposition 1 B — Local Streets And Roads
Improvement, Congestion Relief, and Traffic Safety Account Funds.
DISCUSSION:
Proposition 113, the Highway Safety, Traffic Reduction, Air Quality, and Port Security
Bond Act of 2006, was approved by voters in November 2006. Included in this Bond
Act is $2 billion for cities and counties to fund the maintenance and improvement of
Local transportation facilities. The City has been notified by the State Department of
Finance that the 2008 -2009 appropriation is now available on a first -come, first -served
basis by the State Controller's Office. The 2008 Budget Act appropriated a total of $187
million of these funds for 2008 -09. It has been determined by the State Controller's
Office (SCO) that the City of Newport Beach's population share is $1,252,014 for FY
2008 -2009.
The bond funds can be used for projects that will assist in addressing street and
highway pavement maintenance, rehabilitation, or reconstruction of roadways and
reduce local traffic congestion. Staff has identified the street rehabilitation project
planned for the Corona del Mar area to be funded in part from this allocation of
Proposition 1 B funds. Cities must provide to the California Department of Finance a list
of projects expected to be funded with the bond funds before an allocation is made.

RESOLUTION OF THE COUNCIL OF THE CITY OF NEWPORT
BEACH AUTHORIZING THE SUBMITTAL OF A FUNDING
PROPOSAL TO THE CALIFORNIA DEPARTMENT OF FINANCE
(DOF) FOR THE CITY TO RECEIVE ITS FY 2008 -2009
ALLOCATION OF PROPOSITION 1B LOCAL STREETS AND
ROADS IMPROVEMENT, CONGESTION RELIEF, AND TRAFFIC
SAFETY ACCOUNT FUNDS
WHEREAS, the Highway Safety, Traffic Reduction, Air Quality, and Port
Security Bond Act of 2006, approved by the voters as Proposition 1B in November
2006, included $2 billion for cities and counties to fund the maintenance and
improvement of local transportation facilities; and
WHEREAS, the 2008 California Budget Act appropriates a total of $187 million
in Proposition 1 B Local Streets and Roads funding for cities in 2008 -09 to be allocated
on a first -come, first- served basis; and
WHEREAS, the City's population share of the statewide total is $1,252,014; and
WHEREAS, the Public Works Department recommends that the Corona del Mar
street rehabilitation project be submitted for the Proposition 1 B Local Street and Road
Maintenance Funds; and
WHEREAS, the cost estimate for this project is $3,308,000 with funding included
in the proposed Capital Improvement Program budget for FY 2008 -2009.
NOW, THEREFORE, BE IT RESOLVED that the Council of the Newport Beach
authorizes the Department of Public Works to submit a funding proposal to the
California Department of Finance (DOF) for the City to receive its FY 2008 -2009
allocation of Proposition 1B Local Streets And Roads Improvement, Congestion
Relief, And Traffic Safety Account Funds for the following project:
Corona del Mar Street Rehabilitation: Street resurfacing including replacement
of damaged portions of curb, gutter and sidewalk in the residential area of
Corona del Mar generally bounded by Avocado Avenue, East Coast Highway
and Bayside Drive; Bayside Drive between Jamboree Road and El Paseo Drive;
and Dove Street between Campus Drive and Birch Street.
BE IT FURTHER RESOLVED that the DOF allocation of $1,252,014 be
recognized as revenue to be received in the FY 2008 -2009 fiscal year.
