I. PROCEDURAL MATTERS:

The meeting of the Parks,, Beaches and Recreation Commission
was called to order at 7 p.m.
Item #3
,Motion was made to approve the minutes of the March 2,
1982, meeting.
Item #4
The agenda was adopted as presented.
II. SPECIAL RECOGNITION AWARDS:
Item #5
Chairman Ammerman welcomed everyone to the meeting. He
told the residents how much we appreciate their involve-
ment in the recreation programs for the City. There were
over 200 participants in the basketball program. There are
sb.many fantastic athletes but the fact is that they have
demonstrated a level of integrity and enthusiasm which is
uncommon these days. Special congratulations to the
Mariners Park team who were runners up.in the Orange Co.
Championships.
III. ITEMS FOR DISCUSSION:

Ron Whitley stated that Jim de"Boom had'discussed the
possibility of acquiring a cooperatively owned and opera
gymnasium with him. Our use of school gymnasiums in the
past five years has decreased considerably. The schools
have doubled their programs so that our use is limited.

Jim de Boom took the podium and 'presented the idea to the
Commission about a potential joint project with the City.
At present, we need gymnasium use for adult and youth
basketball, volleyball, etc. The YMCA serves Newport Beach,
Irvine, and Costa Mesa and is located at the end of the
Back Bay. They are open from 6 a.m. to 10 p.m. but they
are not highly programmed in the evening hours. They sell
memberships and fees are collected for programs similar to
the City's, Commissioner Cole will be the liaison for the
YMCA and Mr. de Boom. Commissioner Morin recommends that
a liaison committee be domprised of Comnisstoners Cole,
Ross and Mr, de Boom and a report be written 'for the next
meeting.

Beautiful
Ron Whitley stated he received a communication from Tim

Newmam of the Police Department. They were formerly the
Litter Committee but changed direction and now they are in
a beautification'situation in addi _tion to litter control.
Any objectives from the Commission will be communicated to
them. Commissioner Hopkins will also go to the Beauti =':
fication Committee meeting scheduled.

land, that four acres of park credit be given for these
considerations and that the slopes and upper portion of
the Mouth of Big Canyon be retained by the Irvine Compapy.
Also, credits have to be confined to the Newport Center
area. Specifically, Block 800, PCH Frontage, Newport
Vill'age in Newport Center, and Big Canyon Area 10..

CALTRANS We:
Acquisitior
Ron Whitley stated that past di.scuss.ion have analyzed
several ways and means of acquiring Caltrans West. The

enti.re West Newport area is park deficient and future
potential development will further impact the area as it
relates to park needs. The CALTRANS West property will
provide valuable parkland for deficient areas and future

Jack Brooks stated that the parks are looking good. He is
happy about the work being put out by the park and tree
crews. s
Item #11
Jeff Kolin stated that there is an Easter Egg Hunt on
Saturday, April 10, at Eastbluff Park. Also, there is
a benefit performance of Greast at Fairview State Hospital
on April 7, at 7:30 p.m.
