PROCEDURAL MATTERS: Item #1 The meeting of the Parks, Beaches and Recreation Commission was called to order at 7 p.m. Item #3 x Motion was made to. approve the minutes of the March 2, x 1982,--meeting. x x x x x. Item #4 x The agenda was adopted as presented. x x x x N. SPECIAL RECOGNITION AWARDS: Item #5 Chairman Ammerman welcomed everyone to the meeting. He told the residents how much we appreciate their involve- ment in the .recreation programs for the City. There were over 200 participants in the basketball program. There are so many fantastic athletes but the fact is that they have demonstrated a level of integrity and enthusiasm which is uncommon these days. Special congratulations to the Mariners Park team who were runners up.1n the Orange Co. Championships. III. ITEMS TOR DISCUSSION: Item #6 Ron Whitley stated that Jim de,!Boom'had'discussed--the possibility of acquiring a cooperatively owned and operated gymnasium with him. Our use of school gymnasiums in the past five years has decreased considerably. The "schools have doubled their programs so that our use is limited. At present, we need gymnasium use for adult and youth basketball, volleyball, etc. The YMCA serves Newport Beach, Irvine, and Costa Mesa and is located at the end of the Back Bay. They are open from 6 a.m. to 10 p.m. but they are not highly programmed in the evening hours. They sell memberships and fees are collected for programs similar to the City's. Commissioner Cole will be the liaison for the YMCA and Mr. de Boom. Commissioner Morin recommends that a liaison committee be comprised of Commissioners-Cole, Ross and Mr. de Boom and a report be written for the next meeting. Item #7 Ron Whitley stated he received a communication from Tim Newman of the Police Department. They were formerly the Litter Committee but changed direction and now they are in a beautification situation in addi -tion to litter control. Any objectives from the Commission will be communicatdd to them. Commissioner Hopkins will also go to the Beauti fication Committee meeting scheduled. IV. ITEMS FOR ACTION: Item #8 Motion was made that we recommend to the City Council as determined by the value of the gravity sewer line in the Mouth of Big Canyon and the dedication of'seven acres to the State Department of Fish-and Game of•restored marsh- land, that four acres of park credit be given for these considerations and that the slopes and upper portion of the Mouth of Big Canyon be retained by the Irvine Company. Also, credits have to be confined.to the Newport Center area. Specifically, Block 800, PCH Frontage, Newport Village in Newport Center, and Big Canyon Area 10.. Item #9 Ron Whitley stated that past discussion have analyzed = several ways and means of acquiring Caltrans West. The entire West Newport area is park deficient and future potential development will further impact the area as it relates to park needs. PARKS, BEACHES AND RECREATION COMMISSION April 27, 1982 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Parks, Beaches and Recreation Director SUBJECT: SAN MIGUEL PARK PRELIMINARY PLANS AND BUDGET The staff has met with the Landscape Architect, Lang and Wood, on the subject design project. If you will recall, the Commission had an opportunity to review the Master Plan a few weeks ago-.and.made suggestions toward the design process. When staff reviewed the preliminary plans and accordingly the budget estimate, it was apparent that sufficient funds were not available to build as proposed. With this in mind a number of eliminating techniques were used to bring the project within our fiscal capabilities. At your meeting of May 4, 1982, you will be able to review and recommend . development concepts a final time. The architect will provide written • material at the meeting. In addition, the seven community or homeowner associations in the area of the park have been invited to provide their input. If there are any questions please feel free to give me a call. Whitley RAW: ma. • n LJ CITY OF NEWPORT BEACH PARKS, BEACHES AND RECREATION COMMISSION April 28, 1982 TO: PARKS, BEACHES AND RECREATION COMMISSION FROM: Park Superintendent SUBJECT: PARK AND TREE CREWS ACTIVITY REPORT The month of April has been a very busy month for our crews. Spring growth of weeds, shrubs, and turf has kept the park crews very busy with no end in sight for them. They removed a partition and installed carpet at 1714 Balboa Blvd.. when it was too wet to work in the parks. We planted a large area of grass at the resevoir for the Water Department. Also, they in- stalled bol "lards on the Goldenrod Footbridge and at the Westcliff Groves bike trail. The park and tree crews both spent alot of time at the City Yard so the contractor could start work. The foremen are now vaorking out of • a temporary office in a trailer. We salvaged two palm trees from the Yard; one was planted at West Newport Park and the other in the Balboa Pier parking lot. Our tree crews completed 15 work requests and "planted 5 trees. We removed 57 trees this month; 50 of them came out because of extensive damage to concrete on Domingo Drive and Amigos Way. We will be replanting 43 of the trees, using Austrailian Willows. Our tree crews managed to trim 1,042 trees along with all the other work they performed. They have now completed Spyglass Hills and are working in Corona del Mar. Jack Brooks JB:ma 0 4�r b • E • RECREATION DIVISION APRIL 1982 PROGRESS REPORT Senior Citizens The newly elected members of the Friends of OASIS, Inc. Board of Directors were installed by Mayor Pro -Tem Evelyn Hart on Friday, April 2, at OASIS. Everyone enjoyed a pot luck lunch afterward and welcomed the new officers. The new board of the Friends faces many challenges in the coming year and we wish them much success.. The stage, designed and financed by the Friends of OASIS as an-addition to the multi - purpose room is nearly completed. The stage will add a permanent and sturdy platform for performers at OASIS. Youth and Adult Sports Newport Beach was runner -up in the recent Boy's Track Meet held in Huntington Beach. Qualifiers -from the County Meets will be competing in the Southern California Championship to be held in San Diego.during the month of May. Congratulations to all of our competitors and a job well done by our recreation leaders who coached the teams. Preparations are now underway for the summer girl's softball program. Temas will be formed and meet at local school sites. Games will begin in late June. Registration for summer adult softball teams began on April 20, with 96 resident teams signing up the first day. All adult softball leagues are filled to capacity. 114 league teams and 36 early game entries from Ford Aeronuetronics.to total 150. Adult basketball leagues are more than half full and should close by early May. Special Activity Classes The summer brochure is nearing completion. The brochure is scheduled to be mailed May 10. The summer issue will feature a full color picture of Newport Beach. Summer class registration will begin Friday, May 21, 1982, and classes will begin June 14 - June 21. A day camp program will be featured as part of the department's summer program for the first time this year. The camp will be held at Corona del mar High School; field trips, swimming, crafts, and much more will be available. The first annual Easter Egg Hunt drew 300 youngsters intent on finding as many goodies as possible at Eastbluff Park. The Easter Bunny made an appearance and Easter stories were told by members of the City library staff. Sailing and Aquatics Interviews and testing for summer aquatic staff has been completed. The majority of last summer's staff is returning to work again this year. A small number of highly qualified additions will supplement our veteran summer staff. -01 Page 2 is Maintenance to the 50 meter pool at Harbor High School will pose some small problems to this year's swimming program. Staff will schedule lessons so a minimum of inconvenience occurs. Both Corona del Mar High School-and Newport Harbor High will be used for'swimming lessons again this year. Special Activities and Sports Camps The Department will again coordinate summer sports camps with the coaches of the two local high schools. Fees for this summer's camps will be the same as last year's. Fliers for the camps will be coming out in May. The CYC production of "Grease" has been enjoying sizeable audiences for its performances at Lincoln School. The lively production is very enjoyable and we urge you to attend. `j +j C. u Jeffrey C.
