I. PROCEDURAL MATTERS:
Item #1
The meeting of-the Parks, Beaches and Recreation Commission
was called to order at 7 p.m.

'Motion was made to approve the minutes of the April 6, •
1982 meeting with the following correction: Commissioner
Morin stated that "in Item #9 it should go on record that
supporting this motion does not jeopardize the priority
of the second phase of the West Newport Park ". Unanimous.

The agenda was adopted as presented.
II. ITEMS FOR.ACTION:
Item #5
Ron Whitley stated that approximately three months ago the
Commission had an opportunity,to review with Lang and Wood
the master plan for San Miguel Park. The preliminary
plans have been prepared. Staff made some cuts to allow,
us to proceed with the projects within the fiscal con-
straints. What we need is the Commission's endorsement
of the preliminary plan. Several homeowners associations
were invited to the meeting so that they could review
what is proposed for their neighborhood. Ken Wood stated
that the flat portion of the site on the north end has
been retained as a ball field and soccer field. A back
stop and protective fencing to prevent balls from going
out on the street is to be installed. There will be a tot
lot area, parking for 33 cars, a multi - purpose court on
the south end - basketball size. A picnic area on the
south end, lighting fixtures for walkways are'also pro-
posed. The restroom has been eliminated.

It was stated that the restrooms in Buffalo Hills Park
have been closed for"two years now due to vandalism and
non - usage.
Public discussion was-opened-and it was the consensus of
those present that a park in the'area is not needed.
Buffalo Hills Park is a block away and is hardly used.
Commissioner Cole suggested that Buffalo Hills Park be
repaired and the bathroom be revamped. He stated that we
should explore what we have now rather than build another
- park -if -it-!s not needed.--We-should find-out what —
residents want and need.
Motion was made to table the project until more input is
received from the community. Motion passes.
Commissioners Cohen and Cole and Chairman Ammerman will
make up the sub_ committee with Rae Cohen chairing.
III.. ITEMS FOR DISCUSSION:
Item #5a
Ron Whitley stated that the departmental budget that the
Commissioners had an opportunity to be involved with
will be reviewed om May 24, by City Council. We would
appreciate-the Commissioner's attendance to support the
Department. The meeting.will be held at 2 p.m.
Item #5b
Ron Whitley stated that every six months, scheduled as
an agenda item, is the joint study session. -It will be
held on June 20', this year.
