PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches and Recreation Commission Call to Ord( was called to order at 7:02 p.m. Item #2 Roll call was taken. Ammerman, Capretz, Cohen, Hopkins, Roll Call Morin and Stuart were present. Cole was absent. Item #3 x Morin moved that there be an addition to the minutes of the Approval of x October 5, 1982 meeting showing Hopkins' vote on Item 5, Minutes x 'x x x Page 1. Motion was made by Cohen and seconded by capretz to approve the minutes with this addi-tion. Item #4 x x The agenda was adopted as presented. x x x II. ACTION ITEMS Item: #5 - Street Tree Maintenance'& Planting Policy Street Tree Ron Whitley reviewed the recommendations submitted, where- ` x - Maintenance Planting x upon Jack Brooks and he answered questions from the Policy x x x x x Commission. Motion unanimous. )tion aconded des )tion �conded /es arks, Beeches & Recreation Commission Page 2 City Council Chambers 7 n_m_ INnPx Item #6 - 32nd Street Parcel 32nd Street x Ron Whitley reviewed the background of the 32nd Street parcel Parcel x which is open for bids and reported that the staff's position x x x x remains the same, i.e., that the property not•be purchased at this time. Discussion followed regarding the General' Plan, zoning and public easements. Chairman Stuart'then opened the .meeting to public testimony. Margaret "Margo" Skil'ling, 6610 West Ocean Front, addressed the Commission. She suggested an investigation of the property predicated on the fact that Balboa Bl- vd.•is slated to be widened from 32nd - Street to Pacific Coast Highway, and that this will take a large section off the 38th Street Park. She also suggested the City hire an appraiser to appraise that portion of the 38th Street Park which will' be left after the City widens the street. Morin moved that the Commission form a sub - committee to review Ms. Skilling's recommendation investigating the feasibility of exchanging the remainder of 38th Street Park for acquisition of the 32nd Street parcel. Chairman Stuart appointed Morin to head the sub - committee, and Ammerman and Cohen volunteered to be members of the Committee. Cohen seconded. Motion unanimous. Item #7 - C.Y.C. Refurbishment C.Y.C. Refurbishme x Ron Whitley reviewed the history and relationship between x C.Y.C. and the Newport -Mesa Unified School.District. Dis- x • x x x cussion followed and Capretz motioned. that the Parks, Beaches and Recreation Commission recommend to the City Council that they communicate with the Board of Trustees to alter the present agreement so that refurbishment could take place' without any legal complications. Cohen seconded. Motion unanimous.- III. DISCUSSION ITEMS Item #8 - Capital Improvement Proposals FY 1983 -84 Ron Whitley answered the Commissi'on's questions which mainly focused on the availability of funds for parks, tennis courts,.racquetball courts, etc., with special emphasis on Irvine Terrace Park. Chairman Stuart opened the matter to public testimony. 'Ms. Skilling addressed the Commission and said she would like to see two basketball courts installed at West Newport now, rather than wait fora leng'thly study session on this subject which would cost a considerable amount of money. She also asked that better trash cans be provided residents. Chairman Stuart recommended that the Capital Improvement Proposals be placed on the agenda as a Discussion Item at the December 7, 1,982-meeting, and as an Action Item at the January 4, 1983 meeting. Item #10 - Recreation and Open Space Element Ron Whitley reported that some time in January the prelimin- ary planning document will be delivered to the sub - committee. IV. INFORMATION•REPORTS Item #11 -Status of Marinapark Stud Capretz summarized the sub - committee's meetings on the Marinapark Study and informed the Commission they are still gathering information which they will, compile into a PERT Milestone Chart. Item #12 - Recreation Division Report Jeff Kolin reported on the.Special Events which occurred during the past month and, -in particular, the exceptional success of the golf tournament and the Fall Five Mile run in•Corona del Mar. Ammerman suggested that we pursue sponsoring a triathlon in the near future. Hopkins asked that the Commission be provided the monthly brochure from OASIS. Morin asked that a calendar of upcoming events for the following month be provided. Item #13 - Park Division Report There were no questions or discussion. V. ADJOURNMENT There'being•no further business, the Parks, Beaches and Recreation Commission adjourned at 8:12 p.m. Dottie Flohr, Secretary • 11 n, • Item 6 CITY OF NEWPORT BEACH Parks, Beaches & Recreation Department DATE: December 7, 1982 TO: Parks, Beaches & Recreation Commission FROM: Parks, Beaches & Recreation Director SUBJECT: Improvements to Theater Arts Center An approved Capital Improvement Project to add new restrooms, lobby and related items to the Theater Arts Center is now in the design stage by consulting architect, Ron Yeo. It is desirable for the Commission to review the preliminary plans in order to make sure we are on target with the project. This review will allow the Newport Heights and Cliff Haven Community Associations an opportunity to provide input to this process. In addition, the Friends of the Theater Arts Center will be in attendance.to provide comment toward the proposal. However, the Council has decided to have only one meeting in December and, as a result, has requested that the Commission meet with them on December 13. Whitley F- 1 U • Item 8 CITY OF NEWPORT BEACH PARKS, BEACHES, AND RECREATION COMMISSION To: PARKS, BEACHES AND RECREATION COMMISSION From: Capital Improvements Colpmittee Date: November 2, 1982 Re: Proposed Capital Improvements, F/Y 1983 -84 Attached is the list of proposed capital improvements for fiscal year 1983 -84. While the list is niether exclusive nor fixed as to the rank assigned to each item, it is, none- theless, thought by the,committee to be a realistic listing after giving due consideration to cost and the liklihood of Council funding. Additional criteria used by the committee for determing which projects to recommend for Commission con- sideration were: 1) potential cost increases resulting from further delays in development of an improvement, 2) potential benefit to the city from a project versus its cost, 3) needs of the community in general and other facilities in the area, and 4) future maintenance expenses. The further recommendations and comments of the Com- mission is encouraged and anticipated by the committee over the next three months. ' l � CITY OF NEWPORT BEACH OFF.ICE OF THE CITY MANAGER November 22, 1982 TO: MAYOR AND CITY COUNCIL FROM: City Manager SUBJECT: VACANT 32ND STREET PARCEL Background STUDY SESSIIOON ITEM NOS 5 On October 12, 1982 the City Council reviewed the attached report regarding the vacant Southern Pacific parcel located southerly of Balboa Boulevard at 32nd Street. Based upon its review of the subject report, the Council gave the following instructions to staff: 1. Contact the owner and indicate that the City has a preliminary interest in the parcel. Attempt to make a• determination as to "asking price." • 2. -Determine whether there is any state money available for park acquisition. 3•. Determine the current position of the P.B. &R. Commission with respect to acquisition of the parcel for park purposes. 4. Determine the number of off - street parking spaces which the parcel could accommodate,. Review of Discussions With Southern Pacific Immediately subsequent to the October 12th meeting, staff contacted the appropriate.representatives of Southern Pacific and indicated that the City had a "preliminary,interest" in the parcel for possi- ble use as a park, parking lot or some other public use. Staff has been informed that Southern Pacific has established a prflimi- nary range of value at somewhere between $1.5 and $3 million depending, of course, upon development potential and related factors. Furthermore, staff was advised that Southern Pacific had been working with a potential buyer of the property who had sub- mitted an offer to purchase. At a meeting held with Planning staff during the week of October 12th, however, the potential buyer had been informed that his initial development plan was far too intense to be compatible with the•City "s General Plan or L.C.P. • As a result of this meeting, the-potential buyer revised his plans and submitted them again to the Planning Department for preliminary l2 0 TO: MAYOR AND CITY COUNCIL - Page Two review. The revised plans were, according to the Planning Depart- ment, much scaled down and more compatible with existing City regulations.. In developing the revised plans, the potential buyer has also submitted a'revised offer to Southern Pacific. The representative of Southern Pacific with which staff had been dealing indicated that in fairness to the potential buyer, he would not divulge the new offer. Staff was; of course, not in a position to make an offer of its own since the Council had only authorized a "preliminary indication of interest" and since the possible uses of the property have not been thoroughly reviewed by the Council or a potential value established for these uses. As of November 15th, staff was informed that Southern Pacific was still in the process of evaluating the revised offer submitted by the potential buyer. It has been-indicated that Southern Pacific is interested in selling the property before the end of the calendar year. Use of the Parcel for Park Purposes Attachment 2 is a report from the Parks, Beaches and Recreation Director concerning the'use of the 32nd Street parcel for park purposes. The report begins by indicating that no funds are currently available on a grant basis for purchase of the subject • property and that from an outright purchase standpoint the 32nd Street parcel retains a low ranking on the P. B & R Commission priority list. The report concludes by outlining a possible alternative approach to acquisition which would involve the sub- division and sale of the 38th Street park property. The funds generated could, it is suggested, be used to finance purchase of the 32nd Street parcel. This latter approach, while novel, may be unrealistic given the current status of the negotiations between Southern Pacific and the potential buyer, coupled with•Southern Pacific's desire to sell the property before the end of the calendar year. Use of the Parcel as a Parking Lot The Traffic Engineering Division has analyzed the parcel with respect to potential use as a parking lot. Two possible alterna- tives have been developed. The first which would involve completion of Seashore Drive and a 32nd Street connection provides for 130 spaces. The second which does not.involve the above circulation improvements and connections, provides for continuing access off of Balboa Boulevard and 164 spaces. Maps are attached (Att. 3 and 4). Conclusion In conclusion, the continuing availability of the vacant 32n'd Street parcel is questionable given the status of negotiations • between Southern Pacific and.a potential developer. As a result of its review of this matter on November 22nd it is assumed that the Council will give further direction to staff regarding how it wishes to proceed. nom. i City Council Meeting October 12, 1982 Study Session Agenda Item No. 6(c)1 • CITY OF NEWPORT BEACH TO: City Council FROM: Planning Department SUBJECT: Vacant 32nd Street Parcel Discussion The vacant Southern Pacific parcel southerly of Balboa Boulevard at 32nd Street is currently being advertised as available for purchase. The ± 1.5 acre site is currently zoned Unclassified, is designated "Two - Family Residential" in the General Plan Land Use Element and the Local Coastal Program and is designated as a future neighborhood park site in the General Plan Recreation and Open Space Element. During preparation of the City's Local Coastal Program Land Use Plan (in September 1980) , the Planning Commission discussed the issue of future uses for this parcel. The Planning Commission referred the matter to the Parks, Beaches and- Recreation Commission who recommended that the City, "... not pursue acquisition of the: "32nd Street Parcel for recreational purposes and; change the 'Recreational and Environmental Open Space' Local Coastal Plan designation for the site." It was the unanimous feeling of the Parks, Beaches and Recreation Commission (at that time) that the probable high price of the property, and its small size from a park development standpoint would not place it high on a priority list. Consistent with this recommendation, the Planning Commission and City Council ultimately approved the Local Coastal Program Land Use Plan with this site• designated for "Two- Family Residential" ,uses. Since this is one of very few large vacant parcels near the beach, there is potential for a number of public uses as follows: . 1. Public park - The site is shown on the Recreation and Open Space- Element of the General Plan for a future neighborhood park. The Parks, Beaches and Recrea n Commission has, however, indicated a very ow ry priority to: acquis' 'on of this site for public park purpose (see attached mmeemD 2. Public parking - The Local Coastal Program states: "The City shall locate and develop new public parking. is Implementation is dependent upon the City's financial ability to do so." • • • TO: City Council - 2 This site could be used to develop a public parking lot for beach visitors. This property is one of very few vacant parcels in close proximity to the highly used West Newport Beach areas. 3. Public transit terminal - The City has, in the LCP, indicated a goal of establishing a comprehensive transit system. This site could be used as a transit /shuttle terminal to serve the Balboa Peninsula and West Newport Areas. 4. Public restrooms - Public restrooms could be provided on the site in conjunction with any of the above uses. The Public Works Department has planned portions of the site for the possible extension of Seashore .Drive to the intersection of 32nd Street and Balboa Boulevard. The attached exhibits indicate the possible alignment of this roadway and the ownership of potential right -of -way areas required for the extension. if the City Council is interested in any of the public oriented uses listed above or any other uses, staff will pursue the issue further. Bolint, Assistant to the City Manager FROM: Parks, Beaches and Recreation Director SUBJECT: 32nd Street Parcel Your request of October 18, 1982 to provide input on the vacant 32nd Street Parcel has resulted in the following: 1. In contacting the State Department of Parks and Recreation, there appears to be no funds available on a grant basis for the acquisition of the property. 2. The Parks, Beaches and Recreation Commission and staff, at their meeting of November 2, 1982, felt that an outright purchase of the property for park purposes would still be of low priority-as it relates to our total park acquisition and development long range plan. • 3. As a result of discussion on this matter, and as proposed by Margo Skilling, an interesting, yet complex, alternative has been suggested. As the 38th Street Park will be con- siderably reduced due to the proposed widening of Balboa Blvd., this facility will be severely impacted and its -ability to remain a viable park site is questionable. As the 38th Street Park is only four blocks from the subject 32nd Street Parcel, it is suggested that the remnant of 38th Street Park be subdivided and sold to generate sufficient funds for acquisition of the 32nd Street Parcel. Also, as the road widening project has certain conditions for refurbish- ment and relocation of park amenities to 38th Street Park, these funds could be directed to development of 32nd Street. If this alternative is a possibility, the Parks, Beaches and Recreation Commission has established a sub - committee to pursue the feasibility of the proposal. Commission minutes are attached that indicate the described actions. Also, during discussion of the matter, it was pointed out by the Commission that the subject property has additional multi -use values, i.e., parking, shuttle location, restrooms. Item 10 RECREATION DIVISION • NOVEMBER, 1982 PROGRESS REPORT SENIOR CITIZENS - OASIS Construction on-a gently sloping walkway from the corner of 5th and Marguerite to the front office of OASIS Center was started this month. With the addition of curb cuts on each corner, it will make the Center much more accessible for seniors. Curbs and driveway re- surfacing will also be completed in the same project. OASIS is also in the process of receiving a new coat of paint. A group of youth volunteers from the Mormon Church recently scraped the old paint from the eves and will apply a new coat of paint in the coming weeks. Holiday programs are in full swing at the Center, including Thanksgiving and Christmas dinners. OASIS is again participating in the Toys for Tots program in a joint effort with Harbor View Elementary School. SPECIAL ACTIVITY CLASSES Brochures for the winter program were mailed and delivered to local markets and libraries the week of November,22. Registration for winter classes begins December 10 and classes begin January 3, 1983. Several programs (tennis, aerobic dancing and yoga) will have mini - sessions during the Christmas Holidays. • Santa Claus is ready to start Ho- Hb- Hoing. .Reservations for the Rent -a -Santa program are coming in steadily, so it looks like a busy season for Santa Claus. A Theater Appreciation class will be offered in January. It will include five plays and round trip bus transportation for $100. Contact Dan Iwata for more information. YOUTH AND ADULT SPORTS The name of the game is avoid the rain. Winter softball leagues are con- tinuing as weather permits. Adult basketball leagues also continued during the month. Youth Flag Football Championships were completed this month. League champions will travel to Buena Park where the Orange County Municipal Athletic Association Championships will be held. Sign -ups for youth basketball are currently being accepted in the Department office. Practices begin the week of December 6, 1982. THEATER The Friends of the Newport-Theater Arts Center and the Newport Beach Arts Commission are presenting "Potter's Place ", a chil•dren's show on December 11, 12 and 18 and 19. Tickets are $1.00. Matinee and'evening 4Dperformances. 0 UPCOMING EVENTS • Youth Cross Country Meet December 18 at 9:00 a.m. Eastbluff Park Mammoth Ski Trip January 28, 29 and 30 Rent -a -Santa Through December 23 L n U -2- Item 11 PARK & STREET TREE DIVISION • NOVEMBER, 1982 PROGRESS REPORT In addition to the routine tasks the Park employees performed the following: 1. Removed dead plant material and bermuda grass on the slopes of Cliff Drive Park, Westcliff Park and Ensign View Park. After the removal we had the slopes hydro- seeded for erosion control for the winter. 2. Top dressed the newly landscaped traffic islands on Westcliff and Dover Drive. The material used is nitro -humus and it makes the planting look better, as well as it helps to keep weed seed germinations down. 3. Completed the irrigation and planting of the traffic island at Bayside and Harbor Island Drive. 4. Removed sod and irrigation on the ends of the traffic islands on San Joaquin Hills Road at Jamboree and graded for cement to be poured. 5. Fertilized various turf areas. • The Tree crews performed the following tasks during the month: 1. Trimmed 574 street trees. 2. Planted one tree. 3. Removed two trees. 4. Completed 9 work requests. They are currently working in the Westcliff area. The reasons for the drop in production are as follows: 1. They have been trimming difficult trees. 2. Two of our five units are out of operation. 3. Rain 4. Holidays We lost four trees and had several trees damaged during the recent storm. Both the Park crews and the Tree crews were kept busy during the storm picking up branches in the street and from the sidewalks. Most of the debris was from private trees.
